A Study on the Extension of Cadastral Registration Objects - Focused on the Registration of Obligations and Restrictions - (지적공부 등록사항 확장 방향성에 관한 연구 - 의무 및 제한사항 등록을 중심으로 -)

  • Since the creation of modern cadastral system in 1910's the cadastral system has been modified to comply with a new technical development and diverse requirements. However, the discussion on the directions for extension of cadastral records has been rarely addressed. In this paper it is proposed that the direction of extension cadastral records from the current a right focused perspective to an obligation and restrictions perspective based on the FIG Commission 7's Cadastre 2014 which is a future vision of cadastral system development. As the extension directions, a legal and technical perspective and functional extension for a role for land information publicity platform has been presented. Considering the extension directions an environment and disaster management field has been reviewed for an applicable fields.

A Plan for Applying Cadastral Record to the Transformation of Cadastral Coordinates into the World Geodetic System (지적좌표 세계측지계 변환성과의 지적공부 적용 및 활용 방안)

  • In this study, from a long-term perspective, we tried to find and present a plan to apply the results of transformation of cadastral coordinates to the world geodetic system in stages for cadastral records of graphical and digital cadastral area. There was a case where the difference in area before and after the transformation occurred irregularly in the transformation result of the cadastral coordinate system currently being promoted. In addition, it was found that transformation errors in cadastral non-coincidence areas occurred accumulatively, and the period for acquiring world geodetic results for cadastral reference points was insufficient. In order to solve this problem, the study proposed a plan to provide spatial information and related fields through advancement of continuous cadastral maps, etc. for maps that have been primarily transformed by the end of 2020. In addition, the maps used for cadastral surveying purposes were presented in the direction of applying them to cadastral records in numerical form in the long term to conform to the characteristics of graphical and digital cadastral area. It is expected that more stable cadastral record will be reflected by applying the world coordinate transformation performance by dividing the graphical and digital cadastral area.

  • The existing cadastral record cannot meet various and changing demands on land information, improve user convenience, and raise administrative efficiency. In addition, three-dimensional parcels, or spatial objects about three-dimensional space cannot be registered in the conventional cadastral record. The limitation of cadastral information based on two dimensions is quite stressing the necessity of three-dimensional cadastral record. The purpose of this study is to develop new limns of cadastral record model in order. In register three-dimensional positions and right relations of land and buildings. This study examined land cases where space was being three-dimensionally used. As the result, cadastral record models both separated by steps and integrated were developed, which can contain matters of land, buildings, and right registration about three-dimensional land parcels. Also, this study suggested a method where a building can be separately registered according to it's the superficies division.

  • This study focuses on the maintenance of the registration details of the cadastral study (drawings, chiefs) in relation to Uiwang city real estate administration information unification project by the data maintenance business. The purpose of this study is to provide high quality data and improve the efficiency of data maintenance business in the unification of real estate administration information together with the intellectual study diffusion maintenance model in the future. In this study, based on the results of the intellectual study data maintenance project and the effectiveness of institutional, temporal and cost aspects, it was able to show the effect of the data maintenance project. And analyzed the current situation, typed the error shown here, and developed the maintenance plan and maintenance result.

  • 본 연구에서는 토지에 관한 각종 정보 중 현재 2차원에 국한된 지적정보를 지적공부에 등록하고 있으나 토지의 입체적인 활용의 증대 및 이에 따른 입체적 권리의 다양화 등으로 2차원적인 토지정보의 등록방법으로는 효율적인 토지관리 및 소유권 보호에 한계에 이르고 있어 이에 대한 대안으로 3차원 지적정보를 지적공부에 등록할 수 있는 기본방안을 제시하고자 하였다. 이를 통해 국토개발에 대한 정책결정 정보를 효율적으로 제공 할 수 있으며, 국민소득의 증가에 따라 사회간접시설(SOC)분야 및 국민 개개인의 토지이용에 있어 각종 계획과 설계 등의 인프라 조성에 기여하게 될 것이다.

  • Korea's inspection of cadastral surveying value is carrying out based on cadastral law, and has to enter in cadaster after government office's final inspection of cadastral surveying of land alteration according to the request of land owner or the state. Therefore, government office has to inspect the value of surveying before arranging cadastral book, and has to confirm whether the surveying error is whithin the range of allowing one. If it is, a govenment office has to arrange the cadastral book according to resulting Value. This study investigates and analizes annual land alteration of Sungnam city and analizes the situation of government office's cadastral surving value, the number of inspectors, and equipments. As a result, this study shows the problem and provides effective basic materials, increases the efficacy of the state's cadastral surveying inspection, and minimiges land dispute.

  • When cadastre system was first introduced in Korea, we only uses the surface of the land and thus its form was very simple. Nowadays on account of the development of architectural technology, the rapid expansion of population and urbanization, the cubic utilization of land including the land usage of underground and surface space is widely settled. This article studies the function of cadastre and public notice to encourage cubic utilization of the land, argues the necessity of 3D-cadastre system to protect property right, and suggests the GPS land measurement as a possible measure.

  • The boundaries of administrative districts are the basic system for the whole country and are closely related to the daily life of the residents. The administrative boundary of Korea is registered and managed in the cadastral study based on the intellectual study of cadastral system. There is a non-conforming land where the registration details of some cadastral studies do not match the actual situation of the land, and the cadastral rehabilitation project is implemented as a national project to create a new digital cadastral study. However, due to the cadastral rehabilitation project, there is an unreasonable parcel that the past administrative boundaries and newly registered boundaries are different from each other due to the registration of the past administrative boundaries for the newly registered cadastral studies. The purpose of this study is to identify the unreasonable administrative boundaries arising from the cadastral rehabilitation project and to identify problems in order to effectively manage the number of branches in terms of administrative and administrative efficiency in terms of registration and inhabitants management. It is expected that the legal system will be improved to legitimately control the boundary of the administrative district and to manage the boundaries of the administrative district accordingly and to provide the service and to solve the inconvenience of the nation.

A Study on the World Geodetic System Transformation of Cadastral Record Using by Three parameters (3변수를 이용한 지적공부의 세계측지계 변환 연구)

  • The world geodetic system transformation of cadastral record have to minimize differences of boundary and area being in cadastral record according to transformation for that is direct connected with the land owner and property protection. However it is very difficult to accurately maintain the before and after transformation because coordinate transformation is generally using a mathematical conversion formula. At present, Helmert model by using 4-parameter is official coordinate transformation model for Cadastral Resurvey Project but scale factor is most sensitive to changes of area and relative position in the same parcel. In this study, it was proposed 3-parameter method using by scale factor fixing through the application of a Helmert in order to avoid changing the area difference and keeping the error within the tolerance range of the boundary which is related to the boundary point coordinate region.

  • 본 연구에서는 대단위의 도시개발사업을 시행하면서 사업완료 전에 토지를 분양받은 수분양자가 사업완료 전이라 분양 받은 토지의 지적공부 및 등기부가 없어 완전한 토지재산권행사를 하지 못하는 문제가 발생하여, 이에 대한 대안으로 환지예정지토지로 등기를 하여 권리행사를 할 수 있는 개선방안을 제시하고, 실제 도시개발사업시행지구를 대상으로 개선방안에 의거 환지예정지로 등기를 해보았고 분석결과 현행 법ㆍ제도로도 개선시행이 가능하다고 판단하였다.
