This paper analyzes guidelines and enforcement that influence the multiculturalism in Japan and Korea. My results indicate that multiculturalism have different effects on communities in both countries. I find that the Japanese guidelines and enforcement have promoted the quality of multiculturalism. Specifically, I conclude that in the long term, the role of local government could help improve social integration.

Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

Recently, there has been a trend designing a consistent and uniform regional identity in South Korean provinces as demonstrated by efforts in Chungcheongnam buk-Do. The motivating goals have been to establish an identity for local residents, provide voluntary services, achieve higher value-added business, introduce new management strategies, and establish a local brand through the exportation of local specialties. The by-products of these goals when accomplished include: maintaining a consistent policy, securing governmental economic efficiency of the province, characterizing local culture and improving quality of life. In this study, I tried to find out whether a local logo which is associated with a city plays a core role in the city's identity by comparing each symbol's shape, color and other components which are ways of expressing its meaning. In this respect, I analyzed the type of the Chungcheongnam buk-Do's symbol marks (30) and tried to suggest the desirable direction in developing symbol marks.

The ongoing development of Distriparks, the increase in workers inside the warehouses, and the growth in traffic volume have shifted the attention of the many D.C. operators on how to utilize their warehouse spaces more profitably and economically. A total of 550 cars and trucks are illegally parked at the distribution centers everyday. To meet these challenges, port authorities are looking closely at how they can establish effective countermeasures to solve this problem and satisfy customers of the Distripark. In order to answer these questions, this article sought to identity and analyze the current status of the illegal parking issues and main causes of that phenomena. In addition to summarizing an actual outcomes of the illegal parking problems, the research also examines the legal and practical countermeasures of this issues. Finally this research tries to find future solutions for ports in the Distripark development process, with particular reference to the legal and managerial aspects.

중소기업은 국가 및 지역경제의 절대 다수를 차지하는 중추적인 경제주체이며, 국가 경제의 안정적 성장을 위한 근간으로서 이러한 중소기업의 경쟁력 강화는 우리 경제의 지속적 성장을 위한 핵심요소로 볼 수 있다. 본 연구에서는 계층화분석(AHP) 기법을 활용하여 최근 각 지자체 별로 구축되어 운영 중인 중소기업지원 포털의 평가를 통해 중점을 두고 관리해야 할 요소를 구체화시켜 보고자 하였다. 이러한 연구목적을 효과적으로 달성하기 위하여 D시에서 현재 운영 중인 중소기업지원 포털에 대한 우선순위 평가를 통해 시스템의 개선방안 및 향후 타 지자체에서 유사 시스템 구축 시 활용 가능한 시사점을 도출해 보고자 하였다.

There is a growing interest in establishing a regional climate change adaptation policy as the climate change impact in the region and local scale increases. This study focused on the analysis of 32 regions on its characteristics of local climate change adaptation plans. First, statistic program R was used for conducting cluster analysis based on the frequency and budgets of adaptation plan. Further, we analyzed damage frequency from newspapers regarding climate change impacts in eight categories which were caused by extreme weather events on 2,565 cases for 24 years. Lastly, the characteristics of climate change adaptation plan was compared with damage frequency patterns for evaluating the adequacy of climate change adaptation plan on each cluster. Four different clusters were created by cluster analysis. Most clusters clearly have their own characteristics on certain sectors. There was a high frequency of damage in 'disaster' and 'health' sectors. Climate change adaptation plan and budget also invested a lot on those sectors. However, when comparing the relative rate among regional governments, there was a difference between types of damage and climate change adaptation plan. We assumed that the difference could come from that each region established their adaptation plans based on not only the frequency of damage, but vulnerability assessment, and expert opinions as well. The result of study could contribute to policy making of climate change adaptation plan.

With social support for reading clubs expanding, the purpose of this study is to examine the operational status of reading clubs, to investigate how useful policy support is, and to discuss the challenges to be solved in order to vitalize the reading clubs in the future. To the end, this study intends (1) to investigate the composition of the reading club and the status of participation in the reading clubs, (2) to analyze the satisfaction of club activities from the perspective of club members, and identify the results and the meaning of support activities so far, and (3) to discuss strategies to vitalize reading clubs. The data for discussion were collected through a survey of reading club members supported by a local government, and the collected data was analyzed using frequency analysis.

최근 국지성 집중호우 등 기상이변의 영향으로 침수피해의 위험성은 점차 증가하는 추세이고, 도시화로 인한 불투수면적의 증가, 녹지공간의 감소, 도시의 난개발 등 물순환 체계의 왜곡에 따른 침수로 인한 피해가 다수 발생하고 있다. 침수 발생 시 막대한 인적 및 물적 피해가 발생할 수 있기에 재난초기에 재난관리자원의 신속한 확보와 동원은 피해확산 방지에 매우 중요하고, 자원의 부족이나 동원의 지연으로 초기 대응이 늦어질 경우 피해가 확대될 수 있기에 침수발생 특성에 따른 필요 자원의 비축 및 동원이 필요하다. 하지만, 재난관리자원은 종류가 다양하고 요구되는 비축량이 많기에 모든 재난관리자원을 보유하고, 활용하기에는 어려움이 따른다. 따라서 침수피해재난을 중심으로 최적 자원 비축을 통한 효율적인 재난관리자원 운영 및 관리체계의 마련이 필요하다. 본 연구에서는 과거 20년(2001년~2020년) 동안 발생한 침수피해 관련 재난(호우, 태풍, 풍랑)사례를 통해 재난발생 시 동원된 자원현황을 분석하였다. 재해연보, 관련 백서 및 보고서, 침수흔적도 등의 수집 및 분석을 통해 지자체 침수피해 현황을 분류하고, 침수재난과 관련된 자원의 비축 및 운용 사례 분석을 통해 장비 28종, 자재 6종을 확인하였다. 본 연구는 침수재난 발생 시 지자체별 침수피해 규모와 필요한 재난관리자원을 도출한 점에서 그 의미가 있으며, 향후 재난관리자원의 효율적인 비축 및 관리계획 수립에 기초자료로 활용할 수 있을 것으로 기대된다.
