  • 지능정보사회의 발전에 따라 사이버 공격은 업종과 규모를 가리지 않고 모든 기업을 대상으로 이뤄지고 있다. 이러한 현실을 반영하여 최근 정보통신망법은 모든 정보통신서비스 제공자에게 특정지위의 정보보호 최고책임자(CISO)를 지정하도록 개정되어 시행될 예정이다. 그러나 정보통신망법령은 업종별 정보화 특성을 고려하지 아니하고, 매출액·자산총액 기준으로만 정보보호 최고책임자의 지위를 차등화하고 있으며, 차등화된 지위는 임원·비임원 여부로만 규정되어 있어 현장에서 실효성이 발휘되기 곤란하다는 문제가 있다. 본 논문은 정보보호 거버넌스 관점에서 지위를 차등화하고 업종별 특성과 종업원 수 기준에 따른 정보보호 최고책임자의 법적 지위 요건을 제시하고자 한다.

A Study on the Guideline of Area of Space Size according to Size of position and Regional characteristics of Public Libraries (공공도서관의 지위별 규모와 지역적 특성에 따른 공간 면적 기준에 관한 연구)

  • In order to improve the functions of libraries in each region, it is necessary to establish the guideline of area of space size according to size and region. Therefore, this study aims to present the guideline of area of space size of public libraries for the revision of the manual of 2013. The study findings are as follows. First, the theoretical and preceding studies have raised a need to present the guidelines on the areas of public libraries nationwide since the guidelines of areas presented in Gyeonggi Province have been derived from the provincial libraries of Gyeonggi only. It is also necessary to analyze and verify the guidelines of areas of public libraries nationwide in Korea based on the guidelines of areas for Gyeonggi Province. Second, I have analyzed the areas of public libraries nationwide. I have conducted comparative analysis and verification in comparison with the areas in Gyeonggi Province through the ${\pm}5%$ error range presented in the existing manual, which has led to the conclusion that the guidelines of areas in Gyeonggi Province are within the error range and thus are applicable to public libraries nationwide. Third, I have presented the five different types of guidelines of areas. This study is expected to facilitate accelerating the decision-making and policy establishment as part of the construction and remodeling plans. In the future, however, more detailed studies on libraries bigger than $5,000m^2$ is needed.

A Study on the Digital Divide and Life Satisfaction : Focusing on Generation, SES, and an Urban-rural Comparison (디지털 격차와 삶의 대한 만족도에 관한 연구 : 세대별, 사회경제적지위, 도시-농촌 간 비교를 중심으로)

  • This study explores how the digital divide caused by personal SES(Socio-Economic Status) eventually affect personal life satisfaction. The study also investigates the differences between living in urban and rural areas, as well as the differences among generations, with respect to the digital divide and personal life satisfaction. Based on the Korean Media Panel data produced by KISDI, this study used 9,647 national samples to obtain variables such as digital divide, and life satisfaction. Results show that personal SES is a key factor that significantly influences digital divide and life satisfaction in various degrees. Also, the study finds that the degree of the digital divide have an effect on people's life satisfaction. The findings imply that people living in urban areas are more highly used to digital media than those in rural areas regardless of their SES. The study has an implication, in terms of digital equity among generations as well as urban and rural residents.

A Study on the Guideline of construction cost according to Size of position and Regional characteristics of New Public Libraries (신축 공공도서관의 지위적 역할에 따른 규모와 지역 특성에 따른 건립공사비 기준에 관한 연구)

  • As the functions and roles of public libraries expand, it is time for qualitative growth. In order to improve the quality of public libraries, it is important to plan actual construction costs through systematic feasibility study. Therefore, the purpose of this study is to present the guideline of construction costs considering the size and regional characteristics according to the status role of the new public libraries. The construction costs are based on actual data. The results of the study are as follows. First, we derived the analysis framework according to the size and regional characteristics. The status role of the public libraries was considered theoretically. The size was classified according to status role of the public libraries. Regional characteristics were classified through literature review. Through this, an analysis framework was derived according to size and region. Second, the actual data on construction costs of the new public libraries were examined and analyzed. Basic factors, size, area, and construction costs were analyzed for 285 libraries nationwide that opened from 2010 to 2016. The data of 129 newly opened public libraries were classified. To present construction costs depending on price fluctuation, construction cost index was analyzed as of September 2016. Third, a guideline of construction costs for new public libraries was suggested. The construction cost per $1m^2$ of building area was analyzed. By multiplying 116.70(p), the construction cost index, the construction cost per $1m^2$ of total building area was calculated to be 2,472,350 won. When applying the research result, construction costs can be gained by adding construction cost index of the month.

  • The purpose of this study is to grasp position of Sachon airport-local airport-especially the characteristics of it's air passengers, the distribution of passengers hinterland on their purposes of the travel and on the day of the week, and the spatial structure of hinterland The results is as follows The distribution of the hinterland on the purposes of a passenger's travel shows the hunterland of friend and acquauntance visit is wider than that of business, And the middle level of its size is sightseeing The hinterland of commuting includes only Chinju, so the range of passengers' social activities is wider than that of passenger' economic activities In the distribution of the hunterland on the day of the week, the distnbution of the weekday is wider than that of the holidays, but the passenger travel to Chinju is concentrated on the holidays. As rnentioned adove, the hinterland centenng around Sachon airport is Chinju sity field. Tongyoung. Sachon and Koje city field, Kwangyang city and Namhae, Sanchong, Kosung, Hadong, Uiryoung county field. It is a little different result from the area of reverse commuting of the elementray, middle and high school Leachers living in Chinju That's because air passenger travel mainly occurs in industrial and sighrseeing cities

  • 최근 개인의 일과 생활이 조화롭게 균형을 유지하고 있는 상태를 나타내는 워라밸(Work and Life Balance)에 대한 사회적 관심이 커지고 있다. 즉, 과거에는 직장에서의 성과 창출을 통한 지위 향상에 관심을 가졌지만, 현재에는 직장과 개인적인 생활의 균형을 중요하게 생각하는 경향이 강해지고 있다. 이러한 사회 현상과 맞물려 많은 지방자치단체를 비롯한 공공기관은 물론 규모가 큰 민관기관에서도 삶의 질과 관련된 구성원들의 만족도 조사를 실시하고 있다. 지방자치단체의 다양한 지표를 나타내는 지방지표 중에 삶의 만족도 지표도 포함되어 있다. 본 연구는 지방자치단체 통합데이터베이스 및 e지방지표를 이용하여 지방자치단체에 속한 구성원들의 삶의 만족도에 영향을 미치는 지표를 분석하고자 한다.

항공운송산업의 유효경쟁 (workable competition) 도입 필요성

  • 유효경쟁시장은 사업자의 수와 시장구조 측면에서는 독과점적인 시장이더라도 기존사업자간 경쟁이 상당히 치열하거나 잠재적 진입에 의한 경쟁압력이 커서 특정사업자가 시장지배력을 보유하거나 이를 행사하기 어려운 시장상태를 말하며, 항공산업의 경우 일반적인 네트워크 산업과 마찬가지로 대규모 설비투자가 필요하고 높은 고정비용과 규모의 경제가 뚜렷한 특성을 갖고 있으며 네트워크효과도 강하게 나타나 비대칭적 규제가 필요한 대표적인 산업이라고 할 수 있다. 우리나라 경제당국은 평균비용이 장기적으로 하락하는 대규모 자본산업에서 자연독점이 발생할 경우, 그 피해는 자연히 소비자에게 돌아 갈 것이며, 미국과 EC의 경쟁법상의 유효경쟁의 개념으로 제시되고 있는 요소들을 보면 주로 어느 한 기업이 시장지배력을 행사하는 시장상황을 나열하여 규제함으로써 최대의 이익이 소비자에게 돌아가도록 규제하고 있다. 항공운송사업은 자본집약적 서비스산업으로 일반서비스 산업에 비해 상대적으로 일정수준까지 자본투자가 전제되어야 하는 자본집약적 특성을 지닌다. 따라서 항공운송산업의 성패는 대규모 자본을 통한 운송능력에 대한 효율화 정도에 따라 결정된다. 여기에 시장에 진입 시기와 독점 유지기간도 중요한 역할을 한다. 또한 항공운송산업은 정부의 면허사업으로 선발항공사가 수익노선을 선점하여 운항할 경우, 정부의 별도 허가에 의하여 복수취항이 이루어진다고 하더라도 운항편수 및 고객 선호 시간대를 미리 선점할 수가 있어 후발항공사에 비해 우월적 지위를 갖게 되어 공정경쟁이 극히 어렵다고 할 수 있는데, 이는 수십년간 아시아나의 압도적인 서비스/안전에 대한 높은 평가에도 불구 대한항공과 아시아나의 격차는 2000년 이후 일정하게 유지되고 있다는 점에서 확인할 수 있다. 국내 항공운송산업은 면허산업으로, 운수권의 확보에 따라 항공사의 매출 차이가 결정되는 바, 항공운송산업에서의 유효경쟁을 확보는 1차적으로는 정부의 운수권 배분을 통하여 실현되며 양사의 운수권 배분내역에 의하면 선발사업자에 대한 유효경쟁정책이 실현되지 않고 있다고 할 수 있다. 대부분의 노선에서 복수취항이 허용된다고 하더라도 강력한 스케줄, 가격(운임) 경쟁력, 선발항공사의 이점, 고객 선호도의 미반영 등으로 인하여 공정한 경쟁이 이루어지지 않을 가능성이 매우 높다. 이처럼 평균비용이 장기적으로 하락하는 항공산업에서 선발항공사에 대한 쏠림 현상이 가중된다면 향후 10년내에 국내 항공운송산업에 자연 독점이 발생할 가능성은 매우 크며 그 피해는 소비자에게 돌아갈 것이 자명하다. 결국 우리나라의 항공운수산업에서의 유효경쟁환경을 조성하기 위해서는 운수권 배분 절차에서의 비대칭규제의 원리가 상당기간 적용되어야 하며, 복수취항이 허용된 노선에서도 후발사업자가 공정하게 경쟁할 수 있도록 비대칭규제방안이 강구되어야 한다. 뿐만아니라 보충적으로 공정거래법상의 시장지배적 지위의 남용규제와 같은 비대칭규제도 강력하게 집행되어야 할 것으로 판단된다.

A Study of Citizens' Giving Behavior by Income Level: Estimation of Probability and Amount of Secular Giving (소득 수준별 기부 행동 변화에 관한 연구: 자선적 기부 참여 확률 및 규모 추정)

  • This paper attempts to analyze citizens' giving behavior by household income level. Particularly, it focuses on participation and amount of secular giving by using 'Social Survey'in 2011, 2013, and 2015 from the Bureau of Statistics and employing Heckman selection model for statistical analysis. This study shows that citizens' participation has a proportional tendency by their income level. Similar to participation of secular giving, citizens' giving amount has also a proportional tendency by their income level. However, the degree of proportional tendency seems not to be significant in the case of amount of secular giving. This empirical analysis promotes understanding of participation and amount of secular giving by citizens' income section in Korea by showing the differences. This paper provides meaningful empirical understanding regarding citizens' secular giving behavior by their income level. In addition, it offers important clues to motivate relevant prospective studies and develop social agenda which contribute to strengthening giving culture in Korea.

Current Status of Overseas Korean Education Centers and Changes in their Users' Demand (재외 한국교육원 운영 실태 및 변화 요구 분석)

  • The Korean Education Centers (KECs) are facing a growing demand for innovation in terms of roles and functions due to the new Korean wave. Thus, this study examined the organizational conditions of the KECs and the need for their changes in order to explore their development direction. For these purposes, a semi-structured interview was conducted with a total of 12 former and current KECs' directors. The major findings are as follows. Whereas the demand for changes in the KECs was growing due to the change of the generation of overseas Koreans and the increase in the demand for Korean language, it was difficult to switch their roles due to the Act on the Educational Support for Overseas Korean Nationals and lack of administration resources. Therefore, the Korean government should help the KECs transform their roles and responsibilities according to the changes in the local demands for Korean language education.

Based on the results of this analysis, this study suggests suggestions and directions for improvement of domestic cyber security governance.
