This research analysis Regional industry development project of central government. Fortunately, South Korea government changed from efficiency-centered economic policy to balanced territorial economic development. Therefore, the purpose of this research is firstly to present how to development of regional industry, and secondly to analysis of effectiveness from regional industry development project.

This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of 「Promotion of Small Library Act」, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as 'the improvement of laws and institutions for establishing the base of policies and securing practical momentum', 'the reestablishment of roles by policy units and the reinforcement of cooperation systems' and 'the construction of stable operation support system for small libraries', and their 14 sub-tasks, under the vision of 'the activation of small libraries support local residents' happy life' and the core value of 'a comprehensive policy ground, the innovation of policy systems and sustainable management support'.

The Hunchun area is the only development and opening line in Jilin Province and the Changchun-Jilin-Tumen Developmental Plan area, and as a hub area for regional logistics, promoting the logistics competitiveness of the Hunchun area is an important factor in promoting economic development in the Northeast region. The purpose of this study is to derive the factors for activating logistics competitiveness in Hunchun area by applying SWOT analysis and to present them to policy-makers by drawing priority of factors for promoting logistics competitiveness in Hunchun area through AHP survey of Chinese and Korean logistics experts. According to the analysis, the weighting was high in order of opportunity factors and strength factors, and the priority was high in order of factors such as promotion and expansion of One Belt, One Road policies, active support through national policies, construction of international logistics center cities, construction of logistics centers, and supply of bulk cargo. Finally, from a comprehensive perspective, this study presented policy implications such as SO Strategy (Strength-Occupancy Strategy) and ST Strategy (Strength-War Strategy) focusing on the strengths of the Hunchun Region for the strategy of strengthening the logistics competitiveness of the Hunchun area.

워터프론트의 의미 특히 친수공간과 워터프론트의 차이와 함께 유래와 변천을 살펴보고자 하였다. 아울러 수역적 관점에서 워터프론트 개발사례와 개발의 주요 목적을 구분하였다. 또한 유럽 각국과 미국 등에서의 시기별, 유형별 개발의 주안점과 키워드를 정리하는 한편 개발이 지역경제에 미치는 영향을 정성적으로 다루어보고자 하였다. 마지막으로 관광활성화를 목적으로 하는 경우의 전제조건과 도입사례를 제시하였고, 우리나라 항만친수공간 관련 정책의 전개와 문제점을 제시하였다.

This article is aimed at evaluating the comic industries cluster in the cartoonists' perspective in terms of benefits, innovation milieu and loyalty. This article surveyed the 105 cartoonists in the Bucheon comic industries cluster, which has been established since 1998. As a result of analysis, cartoonists evaluated the comic industries cluster in term of facilities, knowledge and information, and social relationship in the positive way. However, the business network with the comic companies, the other contents industries is not established. The communication and collaboration between the cartoonists and local communities is not active in the Bucheon comic industries cluster. In addition, while comic industries cluster is effective in terms of city branding, the comic industries cluster is not effective in terms of economic impacts. In general, cartoonists' loyalty to the comic industries cluster is highly evaluated. The five factors such as knowledge, policy, urban regeneration, facilities are very significant in terms of the cartoonists' loyalty. This article concludes with a discussion of the sustainable strategies of the comic industries cluster in the context of creative city through comic resources.

본 연구에서는 지방의회 재출범 15년을 평가해 보고 충청지역(대전,충남,충북) 전문가그룹의 인식을 토대로 지방의회의 발전방안을 정책기능강화 측면과 주민참여활성화 측면으로 나누어 모색하였다. 정책기능의 강화를 위해서 본 연구에서는 전문 위원실 역할강화, 정책관련부서의 신설, 지방의원의 외유내실화, 상임위원회의 기준완화 등을 제안하였다. 그리고 지방의정에의 시민참여 활성화방안으로는 인터넷이나 케이블TV를 통한 의회활동중개, 의사일정의 고정과 적극적인 홍보, 주요의사 결정과정에 자문위원회 및 심의위원회의 대폭확대, 유급시민모니터링제도의 도입, 상임위원회에 민간위원의 참여(결정권 없이) 필요성 정도, 휴일의회 및 야간의회 개최 등의 방안을 제안하였다.

This paper reviews the current local logistics policy of the Incheon Metropolitan City and prioritizes policy agenda based on fuzzy AHP and IPA (Importance Performance Analysis). The analysis recommends that the city needs to keep up the current good works at the policy agenda such as early expansion of the international logistics hub and improvement of the provincial highway network.The policy agenda including the logistics parks, the transport networks and the hinterland activities are evaluated as overkilled agenda. Revitalization of the logistics database, establishment of an integrated business support center, modal shift, and public logistics support were classified as low-priority policy agenda. The policy agenda of urgent concentration includes development of new logistics business and air cargo industry.

This study examines the status and characteristics of domestic island tourism, analyzes the progress of the island tourism policy that has been promoted to date, and presents the direction of domestic island tourism activation policy by comparing with the case of Japan which is similar to the social and institutional environment. It is necessary to develop a systematic level to integrate and promote the island tourism policy dispersed in many ministries, and to develop the level and scale of policy that can be driven by island residents.

The aim of this study is to evaluate the governance system involved in the policy of upgrading the Seongseo industrial complex in Daegu city. The governance system was evaluated by four indicators; social legitimacy, reliability, expertness, and transparency. The major findings of this study are summarized as follows. It is expected that the Seongseo industrial complex upgrading policy would accelerate to upgrade the industry structure and competitiveness of the cluster. However, the firms of the cluster have a Question of reliability to the actors of initiating the policy. In this context, to raise the trust level the policy needs to turn towards making the communication channel among the stake-holders of the cluster more democratically and horizontally. It is also problematic to reveal the low degree of expertness of the policy's decision makers, the fragmented system of policy operation and a lack of information. Consequently, the policy is required to improve the transparency on the policy-making process, and to activate the participation of professional groups and civil society.

The purpose of this study is to suggest the effective alternative plan of the human resource training in the new reproduction energy industry, here in Gwang-Ju area. Nowadays, we, Korea is confronted with great changing moment to reform the developmental model in social situation & economical paradigms. Based on the aspect, the study showed that how suitable place to carry out the aims in Gwangju area ; first, the good equipped natural environment for activating is apt to build the new reproduction energy industry. And next, the good skilled human resource training is to get into the newly industry. According, the various policy of educating manpower for activating new reproduction energy industry need to be driven in short and long term.
