This study explores the management of cable local channel and its related issue of renewed license. Programming of the local channel is the special obligation duty on the cable system operators(SO) under the article 70 (3) of the Broadcast Act. The law provides that SO should operate a local channel which produce, program and transmit the local information, a broadcast program guide and the official announcement items etc. under the conditions as prescribed by Presidential Decree. And the article 55 of the Enforcement Decree defines the scope of broadcast program which transmit through the local channels. And the Korea Communications Commission(KCC) grants a renewed licence 3-5 years based on the level of contribution to the development of local community under the article 31 of the Broadcasting Act and the Rules of Broadcast Evaluation. However, the management of local channel does not give the operators real benefit for the investment of a significant cost, and it could be a reason why the local channel programming has not been vitalizing despite of the legal coercion. To solve the several research questions, this study used in-depth interviews with the experts concerned and literature review for the government documents. The result shows that each SO local channel schedule almost 24 hour a day, but much of them is the repeat programming. In addition to that, the outcome reveals that the scale of the cost investment on the local channel is decreasing and the evaluation score of its management is not so positive figures. These result indicates that the policy of the cable local channel needs revised policy alternatives or paradigm on the basis of realistic goals.

GPS 관측자료를 이용하여 최근 발생한 칠레지진에 의한 지각의 변위를 결정하고 결과를 분석하였다. 고정밀 측지용 이중주파수 GPS 수신기 및 안테나가 장착된 관측소의 자료를 처리하면 수mm 정밀도로 관측소의 위치를 결정할 수 있으며, 수년간의 관측자료가 누적되면 연간 mm급의 움직임도 관측할 수 있어 판운동이나 지진, 단층연구 등에 널리 활용되고 있다. 이번 2010년 2월 27일 칠레 중서부에서 발생한 지진은 인근 지역을 30 cm 이상 움직였을 것으로 예상되며 8.8의 대형 지진규모와 많은 인명 및 재산피해를 유발시켜 학계뿐만 아니라 일반 언론에도 많은 주목을 받고 있다. 이 연구에서는 지진이 발생한 지역 부근에 위치한 국제 GPS 기준망의 GPS 관측자료를 처리하여 지진 발생 전후의 변위를 산출하고 분석하였다. 자료처리를 위해 Bernese GPS S/W 5.0을 사용하였고 24시간단위 자료에 대해 이중차분방법과 단독정밀측위방법을 사용하였다. 또한 지진이 발생 도중의 변위를 관찰하기 위해 이동측위방법을 사용하여 30초마다의 움직임을 계산하였다.

Optics & Photonics 전시관 앞바다에 거대한 풍차가 힘차게 돌아가면서 풍력발전을 하고 있는데 이는 대참사를 극복하고 부흥하는 일본의 미래를 예견하고 있는 듯 했다. 대지진, 쓰나미, 원전사고라는 3대 재해가 큰 충격을 주고 있는 와중에 지난 4월 20일부터 22일까지 파시피코 요코하마에서 열린 이번 전시회는 대일 수출상담, 최신 광학기술 정보수집과 급변하는 일본 현지상황을 파악할 수 있는 좋은 기회가 되었다. 피해지역 주민들이 침착함을 잃지 않고 질서정연한 모습을 보여주면서 "남에게 절대로 폐를 끼치지 않는다는 메이와 쿠(미혹(迷惑)) 정신"이 세계 언론의 스포트라이트를 받았다. 원전사고가 초래한 심각한 전력난은 일본의 전력계획을 대대적으로 개혁시켜서 향후 일본 산업이 새롭고, 더욱 강력하게 일어설 것으로 예상된다.

농촌진흥청(청장 박현출)은 최근 배 검은별무늬병 방제와 관련하여 농약안전사용기준을 철저히 준수해 줄 것을 당부하며 주의사항을 마련, 행정기관 및 관련 단체에 배포했다. 이는 최근 일부지역 배 재배농기에서 배 검은별무늬병 방제를 위하여 안전사용기준이 정해지지 않은 수도용 살균제 등을 오남용한다는 언론보도에 따른 것으로써, 관련기관 및 단체에 각종 농약안전산용 교육 홍보를 강화해 줄 것을 요청한 것이다.

환경부가 폐기물관리법 일부개정(안)을 입법예고했다. 이번 개정은 2005년 이후 국회, 언론 등에서 시멘트 중금속으로 인한 국민건강 영향, 주변지역 환경악화 등의 문제점이 제기됨에 따라 기존 폐기물 중간처리업(재활용전문)과 재활용신고자를 폐기물재활용업으로 통합하고, 재활용제품의 유해성 등 기준 설정 및 "인증 제도" 도입하는 등 페기물 재활용 관리체계를 강화하며, 방치폐기물 처리제도를 개선하는 등 현행 제도 운영과정에서 나타난 미비점을 개선 보완하려는데 있다. 본 고에서는 주요 개정 내용에 대해 살펴보도록 한다.

Global women's magazines have been approached as a significant site for exploring the dynamic interaction between global and local forces. Unlike other global media products which are imported from overseas, global women's magazines are published through the cooperation with local companies. These ownership patterns allow local editions of global women's magazines to negotiate the tension and contradiction between the global media and local publishers. Thus, the main purpose of this research is to investigate the dialectic interaction between the global and local forces in the production of international women's magazines in Korea. To explore the dynamic interaction between the global and local forces, both globalization and localization efforts of international women's magazines which occur during the production process were examined through in-depth interviews with personnel in the magazine industry. The result of this research showed that international women's magazines are not a mere part of global media but a 'glocalized' media product, which carry local content via global formats. The form of international women's magazines seems to be more globalized or standardized, while the content (text) is relatively localized by reflecting local readers' interests and the cultural values of Korean society.

This study examined the impact of newspaper scale on the use of local government's news releases by local newspapers. Thus, to see the impact, the four local newspapers and the local government's news releases were content-analyzed. Further, through a depth interview, this study tried to understand local journalists' thoughts on using the news releases published by local government. This study hypothesized a negative relationship between the newspaper scale and the degree of the use of news release, between the scale and the dependent rate on the news releases, and proposed a positive relationship between the scale and the writing styles(neutral, negative, neutral, positive). The research results supported the first two hypotheses, and the third partially. Thus, the greater the newspaper scale, the higher the degree of the use of news release by local newspaper. And the greater the scale, the higher the dependent rate on the news releases. In addition, the smaller newspaper in the scale showed more positive and negative writing styles than the larger did. On the other hand, the larger newspaper tend to have more neutral writing style than the smaller did. The interviewee also indicated, in terms of newspaper scale, there was diverse perspectives on the use of news release.

본 연구는 인터넷 이용수준이 전통적 미디어의 이용수준에 미치는 영향과 수용지들의 미디어 소비 패턴에 대해 살펴보았다. 미디어 대체이론, 이용과 충족이론, 미디어 레퍼토리 연구를 바탕으로 인터넷 이용이 전통적 미디어의 이용에 미치는 영향을 중심으로 개인들의 정보와 오락 미디어 레퍼토리, 인터넷 레퍼토리에 영향을 미치는 사회적, 심리/태도적 변인과 인구통계학적 특징 등도 검토하였다. 이를 위해 전국에 있는 18세 이상 성인들을 대상으로 성별, 나이별, 지역별 층화표집방법을 이용해 표본을 추출하고 500개의 유효 서베이 설문지를 수집하였다. 데이터의 분석결과, 인터넷 이용정도가 다른 매체에 미치는 영향은 각 미디어별로 세 가지 다른 양상을-상호보완적 영향, 대체 치환의 영향, 그리고 영향을 받지 않음-보였으나 대체로 인터넷은 다른 미디어의 대체 미디어라기보다는 보완적인 매체로 현재 이용되고 있음이 나타났다. 또, 전반적인 미디어 이용시간 측면에서는 인터넷을 많이 이용하는 응답자일수록 오락과 정보 미디어 레퍼토리 크기가 더 컸던 것으로 나타나, 현재까지는 인터넷이 다른 미디어와 상호 보완하는 양상, 피들러(Fidler)의 미디어 변형이론 가운데 공존 공진화 현상을 보여주었다. 응답자들은 평균 2.01개와 2.25개의 오락과 정보 미디어 레퍼토리를 가졌으며 텔레비전, 신문, 인터넷을 두 미디어 레퍼토리의 3대 주요 미디어로 꼽았다. 또한 인터넷 레퍼토리와 사회적, 태도적 변인들간의 상관관계는 최근의 이용 충족이론과 미디어 레퍼토리 연구에서 나타났던 결과들과 일치해 사회적, 심리 태도적 요인들이(친밀도, 접근성, 유용성, 여가시간) 미디어 레퍼토리의 크기에도 영향을 미친다는 사실이 검증되었다.

The purpose of this study is to research on the mechanism of exportation of Korean TV programs. As a result, the buying countries of Korean TV programs have been relatively diversified : 40 countries across the world. However, examining the frequency of exportation has shown that it primarily focused on few countries such as Japan and Taiwan. Furthermore, drama has been the most preferred genre by foreign countries. Fortunately, remakes, dubbing productions, publications, and merchandising have been started to develop. As for the trade partner, the portion of foreign distributors has been ranked as a the most prioritized type. Therefore, it is necessary to open the existing closed system of distribution of Korean free TV to build more diversified partnership.

This study tried to examine the internal mechanism in selecting, sorting, and producing international news coming from foreign country. With a perspective of media economists, this study hypothesized a relationship between the type of newspaper(regional vs. national), based on news markets, and the type of international news(sensational vs. public affairs), between the type of country(the First vs. Third world) and the type of news, and between the type of news market and the type of nation). The results indicated a signifiant relationship between the type of press and the type of news, with some internal inconsistency on the number of article and the amount of coverage. Further, this study revealed there was still an imbalance between the First and the Third country in terms of rho quality and quantity of international news. Also a significant relationship was found between the type of newspaper and the type of country.
