A Study on the Comprehension of the Industrial Safety Policy Direction by Job Characteristics of Safety Managers (안전관리자의 직무특성에 따른 산업안전 정책방향 이해도에 관한 연구)

  • 고용노동부 산업재해분석 자료에 의하면 최근 5년간 (2006년~2010년)의 총 재해자수(사망자수) 472,329명(11,662명), 경제적 직접손실액 16,814,806백만원, 경제적 손실 추정액(직 간접) 84,074, 030백만원으로 인적 물적 손실이 크다는 것을 알 수 있다. 본 연구에는 산업안전보건법상의 안전관리자 선임된 사업장 211개소 대상으로 안전관리자의 직무특성에 따른 산업안전정책방향 이해도에 관한 조사를 하였다. 연구대상자의 기업체의 특성을 보면 지역별, 업종별, 규모별, 노조설립 여부에 따라 산업안전정책방향에 대한 인식도 차이가 있는 것으로 나타났으며, 연구대상자의 직무특성을 보면 연령, 경력, 근무부서에 따라서도 산업안전정책방향에 대한 이해도 차이가 있다는 것을 알 수 있었다. 본 연구에서는 기업체 산업안전관라자 직무특성에 따른 산업안전정책방향 이해도 분석을 통해 정부의 정책변화, 경영자 안전관리자의 안전의식 변화가 필요할 것으로 사료된다.

A Study on the Organization Design of Regional Innovation Councils for Establishing Strategic Regional Innovation Systems: Based on Kang-Won Province Case (전략적 지역혁신체재 구축을 위한 지역혁신협의회 조직에 관한 연구 - 강원도 사례를 중심으로)

  • In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

A Study on the Development Policy of S/W Industry in Busan Metropolitan (부산지역 소프트웨어 산업의 발전방안)

  • Currently, Busan Metropolitan City is under the economic depression. To solve these problems, this study attempts to provide strategies for building local IT policies, especially for vitalizing software industry. Firstly, it analyzes the trends and basic status on the Busan software industry. Secondly, case studies by S/W policy initiators are conducted, and followed by empirical studies including in-depth interviews from government officials, researchers, and businessmen in Busan metropolitan city. Finally, it provides policy alternatives and strategies for building the local S/W development policies including the role and necessity of S/W industry in vitalizing the local economy, improving financial capacity of local governments, reorganizing of relationship among different levels of governments, and the possibility of integration of policy instruments and organizations.

  • 중국이 IT산업의 도약에 따른 채비가 한창이다. IT업계에서는 중국이 양적인 팽창뿐 아니라 질적인 면에서도 IT강국으로 불릴 만한 수준으로 올라 설 수 있을 것이라는게 대체적인 시각이다. 중국은 2001년부터 시작된 ‘10차 5개년 계획’을 통해 첨단산업 육성정책과 IT산업 발전지원정책들을 함께 실시해오고 있다. 거기에 발맞춰 경제편차가 심한 동서부의 균형을 맞추기 위한 ‘서부 대개발 계획’에 따른 서부지역의, 특히 중경의 IT산업 발전 현황 및 정책을 살펴봄으로서 우리가 나아가야 할 방향을 알아본다.

Analysis of Regional Specialization and Value-added Contribution of Local Logistics Industry (지역 물류산업의 특화도와 지역경제 부가가치에 미치는 영향 분석)

  • The Korean logistics industry has grown with the development of domestic industries. The industry plays an important role in national and regional economic growth, and the government has continued policy efforts to foster the industry. This study analyzes the competitiveness of the regional logistics industry and its contribution to the regional economy. Location coefficients are used to analyze local specialization in each logistics industry. The value-added rate, GDP contribution, value-added induction coefficient, and net value-added income of regional logistics industries are analyzed using a regional input-output table. As a result, the logistics industry is found to have net value-added income and competitiveness in some regions, and there is no relationship between the location coefficient and the value-added contribution of the regional logistics industry. Seoul, Incheon, Gyeonggi, Busan, and Jeju have the competitiveness of each logistics industry. In addition, we identified the regions where the logistics infrastructure is well developed and those in which it needs to be supported. The regions where the logistics industry has developed require policies for making high value-added by logistics activity, and regions with insufficient growth need to support the development of the logistics industry by investing human resources and capital that can meet the local demand.

  • 고용노동부 서울지방고용노동청(청장 권혁태, 이하 서울청)은 우리나라의 수도이자 정치 행정 경제 문화 교통의 중심지인 서울의 안전을 뒷받침하고 있는 곳이다. 서울지역 전체를 비롯해 직접 관할하고 있는 종로구, 중구, 서초구, 동대문구 등을 포함해 다양한 산재 예방 사업과 정책을 추진하고 있는 것이다. 이러한 서울에는 각종 공공기관, 대기업 본사 등을 비롯해 다양한 시설이 밀집돼 있는 것은 물론 수많은 근로자들이 일을 하고 있다. 따라서 서울에서 대형사고가 일어날 경우 상당한 여파가 발생하게 된다. 때문에 이 지역 산업안전을 책임지는 서울청의 어깨가 더욱 무거울 수밖에 없다. 특히 지난해 유난히 서울지역 건설현장에서 대형 산업재해가 많이 발생한 것과 관련, 서울청은 사고 재발 방지를 위해 현장에 자율안전관리체제를 정착시키는 한편 예방대책 위주의 지도 감독을 전개하는 데 역점을 두었다. 본지는 서울지역 안전을 총괄 지휘하고 있는 권혁태 서울지방고용노동청장을 만나 올해 산업안전정책 등에 대해 이야기를 나눠봤다.

Do Firms in Industry Cluster Built by Government Show better Performances? (산업단지 입주기업은 비입주기업보다 성과가 뛰어난가? - 경기도 지역 제조업체를 중심으로 -)

  • Generally, it is known that the agglomeration economies appear in some industry clusters which were developed naturally. But, in Korea, most of industry clusters were built by government. This research was carried out to evaluate the performance of governments zoning investment, in other words, industry cluster policy. In this research, we use the data of manufacturing firms in Kyunggi-province. For the microeconomic analysis, we use the KIS-VALUE data of 2008. As the empirical test methods we use both multiple regressions and Propensity Score Matching. In conclusion, there is no evidences that firms in industry cluster have better performances. Surprisingly, in PSM analysis, we find the evidence that firms in industry cluster show less innovative performance.

  • 인터넷의 등장은 인간사회의 의사전달 체계가 발전하는 과정에서 가장 큰 혁명적 사건으로 국가간 경계를 허물고 경제시장을 글로벌화 시키는 주요한 역할을 하였다. 현재 우리나라 인터넷 사용인구는 3,440만명(2007. 2월 기준)으로 전체인구의 50%이상이 활용하고 있으며 사회 경제전반에 중요한 매체 역할을 하고 있다. 본 논문은 현재 중앙 집중 형태로 관리 운영되고 있는 우리나라 인터넷교환(IX)센터의 운영현황 및 문제점을 파악하고 개선방안을 도출하였다. 또한 정부에서 최초로 2003년부터 2007년까지 부산지역 1개소에 구축한 IX(Internet Exchange; 인터넷교환센터)구축 운영의 통신정책 실패사례를 분석하고 지역 인터넷 불균형 해소를 통한 국가균형발전과 지역 IT산업 발전방안의 새로운 정책모델을 개발 제시하였다.

Suggestions of Policy for Revitalizing the Construction Industry in Busan (부산지역 건설산업 활성화를 위한 정책 및 제도 개선방안)

  • As the local economy has become stagnant, various policies have been made to revitalize the enormous construction industry. However, it is difficult for these policies to achieve their objective, as the construction industry is not an island unto itself but is interconnected in complex ways with diverse other areas of the economy. Interviews and surveys were conducted with experts in Busan, in order to identify the causes of the stagnant economy in the local construction market. The main findings were as follows. First, cost reduction and realistic master plans are needed as a solution for the problems of the redevelopment housing plan. Second, the alleviation of the construction policy is also necessary in order to overcome the problems of not considering the local construction industry. Finally, vocational training and quality education are needed to address the low awareness of construction feasibility analysis and the lack of highly trained human resources. The results of the study will help efforts to revitalize the local construction industry, and will provide an opportunity to reconsider the differences between the experts on issues of the industry.
