Industrial cluster is adopted as a key policy for the development of regional and national economies in many developed or under-developing countries. The industrial cluster is basically concerned with knowledge sharing and exchanges among diverse functions such as firms, research institutions, and universities in a regional or innovation-network context. Therefore, activities to promote knowledge sharing and exchanges in an industrial cluster become very important activities to reach to the original purpose of an industrial cluster. In this study, factors affecting performance of those activities to promote knowledge sharing and exchanges in an industrial cluster are defined and the effects are examined through empirical study. For this research, surveys on enterprisers and employees in industrial cluster were conducted and statistical analysis methods such as correlation analysis, multiple regression analysis, and canonical correlation analysis were adopted for analyses.

The purpose of this study is to analyze traffic volume between the Korean container ports located at the west coast and northern Chinese ports and then the distribution trend of container between Korea and China. The findings of the study are as follows. First, Container traffic between western Korean ports and northern Chinese ports has been increasing due to an increasing trade volume between both countries and geographical accessibility. Second, Seoul and neighboring area tend to use the trade route between the western ports and northern Chinese because of lower logistics costs and time-saved advantage compared to another ports. Third, the growth of the western ports did depend mainly on the northern China oriented growth. Such a fact could leads to the overlapping investment in port development in Korea and another intense competition among national ports to attract cargoes and liners. Therefore, port development policy considering the characteristics and function of national ports have to be established. and also alternatives and strategies for improving the competitive edge of small and medium sized shipping lines against the opening of shipping market have to be worked out.

This paper studies the logic of fiscal constraints and fiscal autonomy in a political agency model with both moral hazard and adverse selection. The electoral process not only disciplines incumbents who may act against the public interest but also opts in politicians who are most likely to act along voters' interests. We characterize perfect Bayesian equilibria under shared tax system and fiscal autonomy with fiscal constraints for local public good provision. It is shown that the local voters' expected welfare under fiscal autonomy is higher than under shared tax system if the same fiscal constraints are applied. In order to examine the effects of party's candidate selection processes on the behavior of local politician and national politician, we extend the model to an environment where local politician can compete for the candidacy of national assembly with incumbent national politician. If local politician wins majority of votes against incumbent national politician, then he can move on to serve as a national politician. Otherwise, his political career will end as a local politician. It is the gist of this primary system portrayed by this setup that local politician and national politician compete to garner more votes. Therefore, primary system as a candidate selection mechanism enhances local residents' welfare compared to top-down candidate selection processes.

최근 모바일 단말 기술의 발전과 무선망의 성능 향상에 따른 다양한 서비스가 제공되고 있는 추세이며, 위치정보인식시스템과 결합된 서비스에 많은 관심이 높아졌다. 본고에서는 GPS(Global Positioning System)의 신호가 미치지 못하는 건물의 실내환경에 적합한 경로 안내서비스 및 지하시설물 안내 등 초정밀 실내 측위 서비스를 제공하기 위한 융합 측위 방안을 제안한다. 융합 측위 방안은 실내외 연속 측위를 위해 실외에서는 GPS를 이용하고 실내환경에서는 WLAN 기반의 측위 전용 AP(Access Point)를 이용, 전파신호의 LoS(Line of Sight)를 확보하여 측위하고 전파음영지역에서는 스마트폰의 가속도, 자이로센서 등 여러 가지 관성센서를 활용하여 PDR(Pedestrian Dead Reckoning) 알고리즘 등을 적용하여 측위한다. 또한 측위 정확도 향상 및 오차를 줄이기 위한 방법으로 LSE(Least Squire Estimation) 및 EKF(Extended Kalman Filter), KNN(K-Neighbor Node)/MSSM(Maximum Signal Strength Model) Algorithm 등 다양한 융합 측위 알고리즘을 적용하여 실내환경에 적합한 최적의 초정밀 실내 측위 서비스를 제공한다.

가축사육단계 HACCP 양계 1호 인증 농장이 탄생(2008년 7월 14일)한 지도 벌써 1년이 훌쩍 지났다. 소비자가 원하는 안전하고 항생제 걱정 없는 친환경조건에서 사육된 축산물을 생산하고자 생산자들이 부단히 노력한 결과, 짧은 기간 동안 HACCP 인증 양계농가가 130개가 넘어섰다. 이번 호에서는 '안전, 위생, 안심'에 중점을 두고 친환경 양계산물생산을 위해 생산, 유통 부분까지 조직적으로 운영하는 이천 소재 이천농축원(대표 오치성)을 소개하고자 한다. 젊은 나이지만 현재, 이천채란지부의 지부장으로 활동하면서 지역발전에 앞장서는 오치성 사장은 선친으로부터 가업을 물려받아 2대째 양계업을 고수하며 최근 생산자들의 아이디어로 화제가 된 계란자판기를 선보인 다한 영농조합법인의 조합원이다.

This paper is a case study on regional linkages of producer services in Chinju region. Producer service appeared as the most rapid growth sector in service industry. In Chinju region. manufacturing firms purchase generalized producer service within the region. However the higher-order service, they demand; the remoter metropolis especially Seoul, they depend on. Linkage patterns among manufacturing sectors are similar; but then the firms whose managers are from Chinju or Gyeong-nam region had stronger regional linkages than others. Public institute such as Chamber of Commerce & Industry, University Research Institute of Industrial Technology. Korea Technology Credit Guarantee Fund, Korea Silk Research Institute have made important role as suppliers of public producer services in Chinju Region. As present stage, their services of industrial technology, fiancing, and information are not only fit regional demand but also spatially limited within region. The facts that large firms purchase high-order services from other region and small firms have not good demand of producer service suggest regional policy implication about supplying relevant producer service in the region.

서해안 최고의 동백정해수욕장과 마량리 동백나무숲은 1970년대 오일쇼크 이후 에너지 자립을 위해 발전소를 건설하면서 사라졌다. 그 당시 준공된 화력발전소는 전력공급 이라는 소임을 완수하고 2021년 부터 동백정의 아름다운 옛 모습 그대로 지역주민에게 돌려 주기위한 친환경 사업으로 발전소 철거공사를 시작, 동백정 복원공사를 추진 하기로 했다. 고층 및 중량물의 건축물 및 구조물을 안전하게 해체하기 위해서는 국내 최초 발전소 철골구조물에 대한 발파·전도공법을 채택 하였다. 철거작업은 고위험 공종으로 참여 주체인 발주자, 설계자, 감리자, 시공자 및 근로자 전 계층의 참여로 사전 위험성평가를 통해 근원의 위험요인 발굴 및 안전대책 수립, 수립된 안전대책 100% 이행을 통해 무재해 준공 달성 하기를 기대한다.

This research is a theoretically grounded empirical study aimed at shedding light on the policy evolution of Technology Park(TP) in term of historical institutionalism in South Korea for the 16 years. The study analysed the evolution of TP, and the empirical fieldwork was completed in two regions, Gyeongsangbuk-do ana Daegu City. Historically the policy can be divided into three periods being affected by endogenous and exogenous impact. This research found that the functions of local TPs changed as following: six functions decided by central governments ${\rightarrow}$ added the role of supporting regional innovation ${\rightarrow}$ comprehensive support for small & medium-sized enterprise. Analysis of the empirical study reveals significant findings: first, the relationships between central government and local actors which was built in the quickening period have been path dependency. Second, the functions of local TPs were evolved with the characteristics of layering and reorientation of the institutions. Thirdly, there were some differentiation between the two regions because of the milieu, though the central government had the power deciding the functions.

최근 영상 내에서 보행자를 검출하는 기술이 발전하면서 보행자 검출 기술이 다양한 분야에서 응용되고 있다. 영상 내에서 보행자들을 검출함으로써 보행자의 통행량이나 이동경로를 분석할 수 있고, 위험 지역이나 보안 지역에 진입하려는 보행자에게 경고를 줄 수도 있다. CCTV와 같이 고정된 카메라를 이용하여 촬영된 영상의 경우 배경 분리 기술을 적용할 수 있는데, 배경 분리 기술을 통해 영상 내에서 움직이는 물체의 영역을 검출해 낼 수 있다. 본 논문에서는 영상의 배경 분리 결과를 이용하여 보행자 검출의 정확도를 높이고자 한다. 영상 내에서 보행자를 검출 했을 때, 보행자 외에 다른 영역이 보행자로 검출되는 상황이 발생할 수 있다. 이로 인해 보행자 검출의 정확도가 낮아진다. 하지만 배경 분리 결과를 이용하여 전경 부분에서만 보행자가 검출되도록 하고 배경 부분에서는 보행자가 검출되지 않도록 한다면, 보행자가 아닌 영역이 보행자로 검출되는 현상을 막을 수 있다. 실제 HDA Person Dataset에서 실험을 해본 결과, 정량적인 성능 향상을 확인 할 수 있었다.

화물 수송은 상품의 생산과 소비에 직결되어 있으며 원활한 화물 수송이 경제에 미치는 영향이 크므로 그 중요성이 날로 증대되고 있다. 우리 나라는 그 동인 지속적 경제 성장으로 인한 경제 규모가 확대되면서 화물 수송에 대한 수요가 급격히 증가하였다. 이러한 화물 수송 수요의 증가 추세에 비해 물류 단지의 확충에 위한 적절한 투자 및 정책 등이 결여되어 왔다. 그러므로, 경제 및 산업발전에 중요한 역할을 담당하고 있는 물류 단지를 파악하고 물류 단지 입지 결정 모형을 개발하고, 이 모형을 토대로 적정 입지를 결정하고자 한다. 물류 단지 입지에 관한 문제의 주요 관심 대상은 수송비용을 최소화하면서, 원하는 목적지까지의 빠른 수·배송을 이루어지게 하는 효율적 수송 입지 단지를 찾는데 있다. 따라서 본 연구에서는 물류 단지의 적정 위치 결정을 위하여 혼합 정수 모형을 이용해서 수송비용과 차량 경로를 고려한 수학적 모형을 개발하고자 한다. 개발된 모형을 공로부문의 수송을 중심으로 경기도 지역의 여러 물류 단지 후보 지역에 적용하고 적정 물류 단지를 찾고자 한다.
