The purpose of this study is to present strategies for activating cultural and educational functions provided by public libraries. For this purpose, it reviews various functions of public libraries based on community as well as theoretical studies about cultural services and programs of public library. The purpose of the present study Is to suggest strategies for Improving cultural services provided by public libraries. First of all. it reviews missions of public Itbraries as well as meanings of these services for both the libraries and the communities they serve. It also reviews the current status of cultural services with the example of Kyonggi-Do. finally, five strategies for Improving cultural services are presented' differentiating library services from those provided by other types of cultural institutions such as museums and performing centers, as well as specifying the services In response to characteristics of the community they belong; utilizing community analysis and National Cultural Enjoyment Survey data; establishing national and regional support system; creating and Implementing library staff development programs in regards of cultural services; and finally, adopting marketing techniques in designing library cultural services.

To expand the cultural function of public libraries is a requisite for satisfying cultural needs and meet residents' diverse requirements of cultural welfare due to the improved level of income and the increased amount of leisure time. The purpose of this study is to conduct researches on the actual state of cultural programs operated by public libraries in Jeju Island and on cultural program users' satisfaction at public libraries, along with a survey with those in charge of the cultural programs to find out problems with operation of the programs and suggest localization and improvement of the cultural programs at public libraries in Jeju Island.

하천의 기능은 공학적 관점에서의 이수, 치수, 환경 기능 외에도 사회적 관점에서 역사 문화 기능을 포함할 수 있다(우효섭, 2009). 1990년대 말부터 하천복원사업이 본격화 되면서 최근에는 하천환경 기능 외에도 친수를 포함한 역사 문화 기능이 하천관리의 주요 축으로 고려되거나 포함되고 있다. 이 과정에서 하천의 역사 문화 기능을 주문하는 요구가 증가한 이유로는 하천복원사업의 지역적 획일화, 친수(심미) 요구 증대, 지역 경제성 제고, 환경(생태, 문화 등) 가치 증대 등 사회경제적 정책적 환경 변화가 기인한 부분이 크다고 할 수 있다. 이러한 측면에서 볼 때 하천의 지속가능하고 효과적인 관리와 보전을 위한 방안으로 하천의 역사 문화적 요소를 사회 경제적, 생태 환경적 요소와 연계하는 접근방식은 유용할 수 있다. 이를 위해서는 우선적으로 지역공동체가 형성해온 물 문화의 특수성을 감안하여 하천유역의 역사 문화적 소재 및 자원을 발굴할 필요가 있다. 그리고 조사 수집된 다양한 역사 문화적 소재 및 자원은 하천사업 및 관리의 주요 콘텐츠로 활용되기 위한 창출과정을 진행함으로써 사회 경제적, 생태 환경적 요소와 연계할 수 있다. 본 연구에서는 하천유역을 대상으로 문헌조사 기반의 사전조사와 심도 있는 현장조사(탐문조사 등) 수행결과를 토대로 향후 하천복원사업에 활용될 수 있는 다양한 역사 문화적 소재와 자원 등에 관한 콘텐츠를 도출하였다. 또한 콘텐츠 활용방안은 하천 역사 문화 자원의 세부적인 콘텐츠를 아우를 수 있는 테마설정을 통하여 대상지 및 지역특성(치수 안전, 지역요구, 물 문화 가치 등) 등을 고려한 방안을 제시하였다. 특히, 친수 측면에서 현재 수변공간을 이용하는 방문자수, 목적(산책, 스포츠, 낚시, 물놀이, 레저 등) 등에 대한 패턴과 지역 인구 현황, 접근 인프라(교통, 이동로, 편의시설 등), 주민 요구도 등 잠재적 친수도는 물 문화 형성이라는 측면에서 볼 때 주요한 고려사항이라 할 수 있다.

Yanbian area is a region with great interests to Cultural-Historically Korea as well as China. Cultural-historic study on Yanbian are lots of researches but can find few mapping for sites. This study aimed to make a map and analyze characteristics of distributions in the Cultural-Historic sites of Yanbian using Google Earth. We made a distribution map from stone age to Qing Dynasty. Symbology for mapping made color symbols by time series and categorical symbols. As a research finding, Sites of Balhae and Yuo-Geum age account for large parts in comparison with other ages in Yanbian. Especially, sites of Goguryeo, Balhae and Yuo-Geum age showed spatio-temporal structure of accumulative layers Characteristics of distributions is located in basin and stream area in the early age, and after then historical period moved to hilly sides and mountainous areas. The result of this research is expected to offer information for relevant follow-up studies of Cultural-Historic sites.

This research aims to diagnosis regional science as culture and propose plans for improvement. The study was performed based on a framework for analyses presented by existing literatures. Science culture is divided into two dimensions(individual and social), Each dimension is expected to represent citizen literacy of and regional infrastructure of science culture respectively. Gyeonggi region of Korean metropolitan area has been analyzed for the case study. As a result of the case study, the level of science culture of Gyeonggi region is weak compared with others areas. To improve, we propose some plans such as budget extension, long-term view on investments, strengthen network and organizational system for regional science culture.

As a case study, this paper aims to analyze the outcome of culture projects that are, like the building project of culture city, comprehensively funded by integrating individual projects with various purposes. Considering that there is no assessment indicators on the performance of culture city building project, it tries to propose and analyze indicators for evaluating the outcome, influence, and effect of the project, by taking into account social, cultural, and economical effect. The analysis result demonstrates the building project of specialized region in culture has bigger income effect than the construction project of cultural facilities or cultural voucher program. Because income growth leads to consumption growth, a project type with bigger income effect has more influence on industrial growth. In other words, the study shows that comprehensive funding projects, by integrating programs related to cultural citizens, cultural programs, and cultural space, is more effective for sustainable cultural development of a region. And it means the way of government assistance for cultural projects does need to change from individual project-based to comprehensive funding project-based.

그간 건축사지에 수록된 건축 작품들이 주로 서울과 수도권에 편중되어 대한민국 다양한 지역의 작품을 충분히 소개하지 못하여 왔다. 이에 한 지역의 작품과 문화적인 배경을 집중적으로 소개하는 특집을 기획하였다. 지난 호남지역, 부산 경남지역, 제주지역, 충남지역에 이어 마지막으로 강원지역의 문화와 건축을 조명하는 기회를 마련해보았다.

본 연구는 저자가 2005년 평택시 문화상품 개발과정에 연구위원으로 참여하여 지역의 대표성을 가지는 디자인 고찰 과정을 살펴본 것이다. 연구목적은 고유문화재와 전통성을 바탕으로 한 상품 개발을 통한 인식 변화를 가져오는 것이다. 그리고 평택시의 문화성립 및 자긍심 고양 및 지역 위상을 확립하는 것이다. 또한, 국 내외 관광객 유치 및 지역 문화 알리기의 기반 마련하는 것이다. 이를 바탕으로 대표적 문화 상품의 개발을 통하여 도시 이미지 확산을 고려하는 것이다. 구체적으로는 평택농악(전통악기, 뱃지, 키홀더등), 문구사무용품(서류함, 책갈피, 시계, 키홀더), 생활용품 (컵받침, 탁상용 저금통, 북, 명함), 장식용품(주방용품등 문화관련 상품들을 개발) 등으로 세분화하여 조사 하였다. 연구 개발 과정을 통하여 도시브랜드 디자인 개발사례로 디자인 적용안을 도출하였다. 그 결과 지역의 도시브랜드 확립을 위한 결론이 선행되어야 한다는 아홉가지 결론을 구체화 할 수 있었다.

본 연구에서는 고부가가치를 창출할 수 있는 문화산업이 제주 지역 경제에 미치는 영향에 대한 파급효과를 보기 위하여 산업연관분석 기법 및 AHP 기법을 이용하여 분석하였다. 그리고 제주문화산업에 대한 현황 및 문제점을 분석하여 Porter의 가치사슬 (value chain) 모형을 토대로 지역발전전략으로서 지식기반 제주문화산업의 육성방안을 제시하였다. 분석결과, 문화산업에 대한 투자가 지역경제에 소득유발효과, 고용창출효과 및 타 산업으로의 전?후방 연계효과 등이 강한 긍정적인 영향을 미치는 것으로 나타났으며 소득유발효과와 고용창출효과 등의 파급효과로 인한 제주지역 경제를 활성화시키기 위하여 기식기반 문화산업을 육성하여야 할 것이다.
