A Study on Implementation of Digital Archives for Catholic Historical Records and Archives (카톨릭 역사기록물 디지털 아카이브 구축에 관한 연구)

  • This study aims to develop digital archives for honam catholic history institute. To achive the goal, this study considers historical archives of honam catholic history institute. Also, this study proposed an effective archiving method based on OSS(open source software) for contents collection, management, preservation and service. Archiving of local cultural contents can contribute to the local development along with cultural industry policy. This study performed interview with people in charge of management of archives to extract general requirements for implementation of local archives. With the results, this study limitations of current archives management and considerations of implementation of local archives. This study proposed a method to effectively solve the limitations through the processes.

A Study on the Consulting Methodology for Building Records Management Scheme for NGOs (NGO 기록관리 컨설팅 방법 연구)

  • NGO called the third sector is one of the major party of the modern society. Therefore documentation of the various NGOs' activities is the way of recording our society fully. This paper identifies the value of NGOs' records, verifies the needs for NGOs' records management, examines two case of consulting projects on NGOs in Korea which has been conducted by the author and graduate students, and offers a consulting methodology of building records management scheme for the small scale NGOs. The cases are related to small-scale NGOs operated by under 10 full-time activists. One case is related to the NGO based on the locality and the other case is related to the NGO based on the special subject matter. The methodology contains four stages such as defining direction stage, AS-IS analysis stage, TO-BE modelling stage and transition & closing stage. Standard records management guideline for NGOs should be developed using this methodology in the future.

Memories and the Locality of Pusan - Focusing on Historical Figures of Busan and Cultural Properties of Busan - (부산의 기억과 로컬리티 -<부산의 인물>과 <부산의 문화재>를 중심으로-)

  • To examine the locality of Busan is a precondition of examining documenting localities of Busan. What is the locality of Busan and how can I explore the locality of Busan? These are the research questions of this thesis. Memory is fundamental in making an identity. So local memory is fundamental in making locality. Understanding relations between memory and identity, the author explored the locality of Busan by analyzing memories of Busan. To analyze memories of Busan is to examine historical figures of Busan and Cultural Properties of Busan which are on the website of Busan metropolitan city. The results are as follows : According to the analysis of historical figures of Busan, there are no confucius scholars who came from Busan. However in the age of civilization, Busan has produced some talented people by way of receiving a modern education. According to the analysis of Cultural Properties of Busan, Jung-gu(中區) and Seo-gu(西區) and Yeongdo-gu(影島區) are the spaces of migration. Dongnae-gu(東萊區), Suyeong-gu(水營區) and Saha-gu(沙下區) and Gijang-gun(機張郡) are the spaces of settlement. Dong-gu(東區) has changed from a space of settlement into a space of migration with the opening of the Busan Port as a momentum in 1876.

SEM-EDS를 이용한 고대문화의 해석 - 고대의 유리구슬 -

  • 기록이 없는 과거 역사에 대한 연구는 문화재라는 간접적인 자료를 통하여 이루어지고 있다. 지금까지의 문화재 연구는 외형적인 특성을 연구하는 고고학이나 미술사의 분야만으로 국한하였으나 점차 내형적인 특성을 연구하는 과학적인 분석기술도 다양하게 응용되고 있다. 문화재의 특성적 성분을 분석하여 원료, 제작방법, 시대, 그리고 지역으로 그룹화한다면 문화재의 특성과 함께 지역, 시대에 따른 문화적 형태와 수준, 그리고 문화의 유입 경로 등에 대한 자료를 제시할 수 있다. 분 연구에서는 유리나 도자기 유약 등의 문화재를 분석할 경우에 대한 SEM-EDS의 정량분석 조건들을 설정하고 경남 김해 양동리고분에서 출토된 고대 유리구슬에 대하여 직접 적용하여 보았다. 분석 결과, 매장되었던 고대 유리에서는 풍화층이 존재하며 이에 대한 분석조건과 정량분석의 문제점들을 고찰하였다. 이를 기초로 하여 적용한 양동리고분의 유리구슬은 알칼리계 유리로 칼리계 유리는 AD 1C, 소다계 유리는 AD 2C말$\sim$3C초부터 나타난 것으로 추정된다. 그리고 유리의 색상은 전이금속 동(Cu), 철(Fe), 그리고 망간(Mn)의 함유량과 밀접한 관계가 있음을 보인다. 이 분석 결과에 따라 고대 유리구슬의 성분 함유량이 원료, 색상, 유구편년, 그리고 지역에 따라 그룹이 형성될 수 있음을 확인하였다.

History Education for Minority Group and the Archival Institutions in Britain (영국의 마이너리티 역사교육과 기록물관리기관의 역할 확대 연구)

  • History education is of growing significance in relation with minority group's identity issue in an irreversible trend of globalization. Archives and the cultural institution can be a major player in the reforming the history education as conducted in Britain. This paper deals with the Moving Here project led by The National Archives. The vision of the project is to overcome barriers to the direct involvement of minority ethnic groups in recording their own history of migration and to ensure this history is passed on to the next generation through schools. More than 200,000 digitised images and documents in the Moving Here have been selected from the 28 content partners' collections. In addition, TNA and the regional partners worked with minority ethnic groups to record their culture and stories. In doing so, real and lasting relation between the community and the ethnic groups has developed. The outputs of the project such as films and stories were distributed free for regional schools. The School section of the Moving Here provides a range of education resources. One of the most impressive outcome of the project is the minority's desire to have their own archives for identity and self-esteem.

  • (주)화인은 전남 광양 포스코 제철소 내에서 크레인, 굴삭기, 휠로더, 무인로더 및 각종 설비를 이용하여 Slag를 처리하고 있는 전문 외주사로, 대한산업안전협회 전남지회가 안전우수사업장으로 적극 추천할 정도로 안전에 대해서는 큰 모범을 보이고 있는 회사다. 이곳은 업종 특성상 폭발, 화재 위험이 매우 크다. 하지만 113명의 임직원 모두가 안전을 최우선으로 하면서 설립(2010년 7월 1일) 이후부터 무사고를 기록, 지난해 10월 안전보건공단으로부터 무재해 2배수를 인정받았다. 이러한 안전에 대한 성과는 작업 능률로 그대로 이어지면서 이곳은 지난 2011년 포스코의 우수 외주 파트너사로 선정되기도 했다. 안전뿐만 아니라 보건 측면에서도 매우 큰 성과를 냈다. 전사적으로 금연 프로그램을 적극적으로 시행하여, 지난해 전남 광양시로부터 '담배 연기 없는 기업'을 수상한 것이다. 위험천만한 제철소 환경 속에서 확고한 안전보건 문화를 구축, 지역사업장의 모범이 되고 있는 (주)화인의 안전관리 활동을 살펴봤다.

Records Culture and Local autonomy (기록문화와 지방자치)

  • This document illustrates the culture of archives should be improved to get better in local autonomy. In 1994, the municipal elections were held to perform autonomous activities in Korea. It has been sixteen years, since the first municipal election had been held. The local autonomy can be accomplished well, based on the economic independence from the central government and growing awareness of locals. Not only that, if local records were well archived and suitably used, autonomy could be more active. However, since the independence from Japan in 1945, records of the self-government has not been archived well. Not only archives of local government have not been established, but also organization, budget and professional staff have not been arranged well. This brought about local records administration's inactive performance. As a result, numerous number of meaningful records are lost and people are difficult to make out the local administration policy. If the records of local government preserved well, administrative efficiency, responsibility, transparency can be realized in better way. When local officials' work experiences and achievements were on record and referred to a successor of officials properly, administrative efficiency would be highly promoted. In addition, with the well-preserved work records, people are able to see where the responsibility lies. A local autonomous entity might be able to obtain administrative transparency by showing administrative processes and results to locals to the public. In this manner, the premise to archive the records of local autonomous entity is to establish a department which can archive local records and the disposition of professional archivists. According to "the law on public archives management", the governor of a province should discuss with a minister of administration to set up plans for archives' establishment and management. In this way, local archives administration would work well, when not only the department of local records administration is established, but also the department of local archives places local records under their control at the same time. Moreover, based on active records movement, municipal officials and locals would realize the importance of local record and examine local records administration systems. Not only that, when local records are shown to public and utilized properly, the local autonomy would improve a lot.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

The Counter-memory and a Historical Discourse of Reproduced Records in the Apartheid Period : Focusing on 『Rise and Fall of Apartheid: Photography and the Bureaucracy of Everyday Life』 (아파르트헤이트 시기의 대항기억과 재생산된 기록의 역사 담론 전시 『Rise and Fall of Apartheid : Photography and the Bureaucracy of Everyday Life』를 중심으로)

  • South Africa implemented apartheid from 1948 to 1994. The main content of this policy was to classify races such as whites, Indians, mixed-race people, and blacks, and to limit all social activities, including residence, personal property ownership, and economic activities, depending on the class. All races except white people were discriminated against and suppressed for having different skin colors. South African citizens resisted the government's indiscriminate violence, and public opinion criticizing them expanded beyond the local community to various parts of the world. One of the things that made this possible was photographs detailing the scene of the violence. Foreign journalists who captured popular oppression as well as photographers from South Africa were immersed in recording the lives of those who were marginalized and suffered on an individual level. If they had not been willing to inform the reality and did not actually record it as a photo, many people would not have known the horrors of the situation caused by racial discrimination. Therefore, this paper focuses on Rise and Fall of Apartheid: Photography and the Bureau of Everyday Life, which captures various aspects of apartheid and displays related records, and examines the aspects of racism committed in South Africa described in the photo. The exhibition covers the period from 1948 when apartheid began until 1995, when Nelson Mandela was elected president and the Truth and Reconciliation Commission was launched to correct the wrong view of history. Many of the photos on display were taken by Peter Magubane, Ian Berry, David Goldblatt, and Santu Mofoken, a collection of museums, art galleries and media, including various archives. The photographs on display are primarily the work of photographers. It is both a photographic work and a media that proves South Africa's past since the 1960s, but it has been mainly dealt with in the field of photography and art history rather than from a historical or archival point of view. However, the photos have characteristics as records, and the contextual information contained in them is characterized by being able to look back on history from various perspectives. Therefore, it is very important to expand in the previously studied area to examine the time from various perspectives and interpret it anew. The photographs presented in the exhibition prove and describe events and people that are not included in South Africa's official records. This is significant in that it incorporates socially marginalized people and events into historical gaps through ordinary people's memories and personal records, and is reproduced in various media to strengthen and spread the context of record production.
