본 논문에서는 지역발전에 관한 다양한 개념이나 이론들(특히 포드주의적 축적체제 이후에 나타난 새로운 축적체제에 대한 논의로서 정치경제학이나 조절이론과 직, 간접적으로 관련된 개념이나 이론들)을 열거하고 이들을 재검토하고자 한다 (한국공간환경학회,2000; 최병두, 2002). 우선 전통적 지역발전론으로 지역 간 균형상태와 발전단계를 강조하는 주류 이론과 지역 간 불균등발전에 초점을 두고 원인을 규명하고자 하는 정치경제학적 이론을 살펴보고, 다음으로 정치경제학의 연장선상에 있지만 부분적으로 주류 (지역)발전론을 결합시킨 중범위 이론으로서 조절이론 또는 (포스트) 포드주의론에 근거한 지역발전론을 검토할 것이다. According to the change in media environment, a support plan for local broadcast has been required. In terms of legal and institutional support for the development of local broadcast, the enactment of special Act for local broadcast has become a breakthrough. In this point of view, we analyzed the performance and the limitation of the special Act. As a literature research, analyzing the literature and related-ordinances, we have sought legal and institutional support plans for the local broadcast. As a result, with the Local Broadcast Development Council being in charge of legislative right and responsibility, a plan to empower them to have legal and institutional authority should be drawn; another plan to secure independence in operating a fund and to promote the capability to produce local broadcast programs and the distribution system should be drawn; the other elaborate plan for the locality index that assesses the locality is required. Local broadcast should be on a way to secure not only public interest and concern but locality and diversity; legal and institutional plans should be sought.

19세기 말, 일본(1877년)과 중국(1892년)은 서양으로부터 비슷한 시기에 포도주를 들여왔지만 그 발전과정에는 많은 차이가 있다. 일본은 소규모의 포도주기업 위주로 지속적인 발전을 해온 반면, 중국은 소수 대규모로 발전해 오다 중간에 정치경제적인 이유로 정체되었는데 최근에 와서 많은 발전을 이룩하고 있다. 이 때문에 양국 간 포도주산업과 지역의 발전측면에서 보면, 두 국가 간의 이러한 차이의 비교는 양국 간의 포도주산업과 지역의 발전에 많은 시사점을 제공한다. 특히, 현재 중국농민의 권익과 농민전업조직의 필요성이 갈수록 중시되는 상황에서 일본 카추누마(胜沼)지역의 지방정부, 포도주기업, 농가 간 유기적인 포도주 생산과 지역발전을 위한 합작방식은 향후 중국 옌타이(烟台)지역의 포도주산업의 발전뿐만 아니라 농촌지역 내 협력조직체제의 구축과 발전에도 많은 시사점을 주고 있다.

지역개발과 지역의 지속가능한 발전전략의 수립을 위해 지역의 환경적, 사회적, 경제적 특성을 통합한 지속가능발전 모델을 구축하는 것은 매우 중요하다. 본 논문은 지속가능발전 전략의 모색과 관련정책의 파급효과를 측정하기 위하여 이러한 통합모델의 개발과 적용을 목적으로 한다. 이러한 목적에 따라 높은 환경질을 유지하고 대나무와 같은 생태자원을 육성함으로써 생태관광과 대나무신산업 등의 새로운 지역개발 정책을 수행하는 전라남도 담양군을 대상으로 지속가능발전 체계동태모형을 구축한다. 담양군 사례분석의 결과는 죽림육성 정책과 대나무신산업과 같은 지역특화산업에 대한 기술개발 및 각종 재원의 병행이 인구유입과 지역경제의 활성화에 매우 효과적임을 제시하고 있다. 결론적으로 본 논문에서는 지역의 지속가능성에 관한 시스템적 사고를 통해 지역개발에 있어서 지역의 환경적 특성을 살린 생태자원의 육성과 적절한 산업정책을 병행하는 생태발전 전략이 지역의 지속가능발전에 있어서 매우 중요한 수단이 될 수 있음을 제시하고 있다.

대전 충북 충남의 지역혁신협의회에서는 충청권 3개 시도연구원(대전발전연구원, 충남발전연구원, 충북개발연구원)이 참여하는 "충청지역혁신 대장정 2007"의 일환으로 지난 6월 28일 세미나를 개최하였다. 이번 세미나에서는 충청권이 하나 되는 충청발전으로 연계될 수 있도록 구체적이고 실천적인 통로확보를 위하여 충청권 환경협력 방안모색이라는 주제 하에 지역의 환경전문가와 관련 공무원, 그리고 지역대학이 참여하여 열띤 토론이 진행되었다.

Most of global citizens in the globalization era want to live peacefully in the symbiotic relationship among each region or locality with its identity. From this perspective, the new regionalist models of development such as new industrial districts, industrial clusters, regional innovation systems, and global city-regions isn't helpful to most of regions because they were developed to increase the global competitiveness of industrial region from a few advanced industrial areas. This study attempts to develop 'regional differential development' as an alternative regional development theory. This theory puts emphasis on the truth that the difference or differential industry between regions in the real world connotes two essential values of development like the symbiosis of global citizens and the regional identity. Regional differential development seeks the development of regional differential industry on the basis of geographical elements with differential advantage, and hence it reviews significantly geographical elements including location, natural environment(landform, soil, climate, etc.), natural resources, population, transportation, culture, and landscape which appear substantially differently among regions. And to realize regional differential development successfully, it is crucial that actors(government, company, related institutions, and regional residents) actively participate and play each complementary role in the relationship of cooperation and conflict. Further study needs to secure the universal validity of this theory through many empirical studies.

국내의 지역간 격차에 주목하는 과거의 지역발전전략은 더 이상 유효성을 확보할 수 없게 되었다. 왜 이러한 변화가 나타나고 있으며, 새로운 전략 컨셉트는 무엇인가? 어떤 전략대안이 개발될 수 있으며, 그것을 실천할 수 있는 방법은 무엇인가? 이것이 본 연구가 제기하는 기본적 질문이다. 새로운 패러다임의 핵심은 인간의 내적 지식만이 우리의 미래상을 제시하고 환경변화에 대응할 수 있는 방향을 제시해 줄 수 있다는 것이다. 따라서 지역발전을 어떻게 인식하느냐에 따라 지역발전의 방향은 바뀌게 되어 있다. 세계적 네트워크시스템 하에서 한 지역의 의미는 집합체적 학습과 혁신이 가속화될 수 있는 공간이라는 측면에서 그 중요성이 부각되고 있는 현실을 직시해야 한다. 그래야 차별화에 의한 동태적 경쟁우위를 확보하면서 성장과 발전을 지속할 수 있게 된다. 지역발전 전략 컨셉트의 변화는 새로운 전략대안의 개발을 강요하고 있으며, 지역특화산업집락(RC)의 개발과 육성으로 구체화되고 있다. 본 연구에서는 "입체다이아몬드모형" 을 개발하여 각 지역의 RC개발전략 수집과 실천의 방향을 제시하고 있다.

본 논문에서는 지역균형발전의 중요성과 지역균형발전의 목표 및 정책방안을 알아보고 지역균형 발전정책 추진에 따른 갈등해소의 장애요인과 갈등 해소방안에서 장애요인을 분석하면 지역균형발전 및 지역경제 활성화를 위한 새로운 전략방향을 모색하고, 지역경제 활성화를 위해서는 지역중심으로의 관점의 전환과 새로운 발전전략 설계와 실행의 지속적 추진이 필요하다 갈등해소의 장애요인으로 권위주의 문화의 전통, 당위론적 사고방식, 교육방식에 있어 우열의식이나 흑백논리 사고와 민주적 훈련 및 자율의식의 결어 되어 있다. 이러한 장애 요인을 해소하기위해 지방경영의 효율화를 위하여 지방 재정확충을 위한 적극적인 정책 제안이 필요하고 지자체간의 협의회 및 중앙정부의 분쟁조정위원회의 법적 구속력과 권한을 강화할 필요가 있으며, 규제완화와 함께 지자체간 경쟁을 유발하고 합리적인 수익자 부담원칙을 적용하는 것이 바람직한 방안임을 알 수 있다.

This paper is the second part of a research which aims to look into the regional development process and the quality of life of Youngnam area. and to suggest a prospect and tasks for the future development of the region. All cities and regions including Youngnam area seem to be involved in a rapidly changing process of conditions for development, because of a recent economic and political transformation in the national and global scale. It can be thus said that, taking such a process into consideration seriously, each city or region needs to establish a long-term prospect and goal, and to set up and practicize its development plan. From this point of view, this paper reconsiders the changing process of conditions for development of Youngnam region, and suggests an alternative development plan. At the first, the changing conditions of regional development are investigated in economic, political, social, cultural and environmental aspects. Secondly, some actual planning practices in this regions are examined and their problems are pointed out. Thirdly, an alternative model for regional development is suggested and development tasks in each aspects are discussed in relation to each other. Finally some regional development strategies are provided in the spatial as well as the sectoral dimision. As a results of this research, it is argued that the development of Youngnam region should pursue both an improvement of socio-cultural and ecological institutions for ensuring humane life of dwellers within the region, and a enforcement of economic and political self-sufficiency in an organic relation between regions and to the whole society. This kind of argument can be applied to every city or region. But it would more significant for Youngnam region, because this region, which once experienced a rapid economic growth but now is fallen into a serious economic stagnation, tends to contrive material plans to redevelop regional economy, while ignoring social plans to improve quality of life.

국내에서의 풍력발전 연구는 낙도나 여지와 같은 미전화지역에 적합한 신뢰성있는 풍력발전기를 개발하고 또한 보다 안정된 전력 공합을 위하여 태양광이나 디젤발전과의 복합발전기술을 개발하는 방향으로 추진됨이 요구된다. 아울러 에너지 자립도를 높이고 환경오염을 가능한 한 줄일수 있도록 강풍지역과 풍력자원이 풍부한 지역을 발굴하고 이들 지역에 풍력발전원지를 건설 운용함이 바람직하다.
