지역균형발전 정책 추진에 따른 갈등 해소 방안

  • 본 논문에서는 지역균형발전의 중요성과 지역균형발전의 목표 및 정책방안을 알아보고 지역균형 발전정책 추진에 따른 갈등해소의 장애요인과 갈등 해소방안에서 장애요인을 분석하면 지역균형발전 및 지역경제 활성화를 위한 새로운 전략방향을 모색하고, 지역경제 활성화를 위해서는 지역중심으로의 관점의 전환과 새로운 발전전략 설계와 실행의 지속적 추진이 필요하다 갈등해소의 장애요인으로 권위주의 문화의 전통, 당위론적 사고방식, 교육방식에 있어 우열의식이나 흑백논리 사고와 민주적 훈련 및 자율의식의 결어 되어 있다. 이러한 장애 요인을 해소하기위해 지방경영의 효율화를 위하여 지방 재정확충을 위한 적극적인 정책 제안이 필요하고 지자체간의 협의회 및 중앙정부의 분쟁조정위원회의 법적 구속력과 권한을 강화할 필요가 있으며, 규제완화와 함께 지자체간 경쟁을 유발하고 합리적인 수익자 부담원칙을 적용하는 것이 바람직한 방안임을 알 수 있다.

  • 신행정수도 건설사업 중단 등의 난관에도 불구하고 노무현 대통령은 참여정부의 주요 국정과제 중 하나인 국가균형발전과 지역혁신전략을 흔들림 없이 추진할 것임을 분명히 밝혔다. 국민소득 2만달러 시대를 열기위해서는 지방이 국가발전을 견인하는 혁신거점으로 거듭나야하며, 이런 의미에서‘국가균형발전과 지역혁신 클러스터의 구축’은 매우 중요하다. 국가균형발전의 성공전략으로 손꼽히는 지역혁신 클러스터의 구축방향에 대한 의견과 제안을 협회 김태희 부회장에게 들어보자.

  • 본 연구는 북한의 지역격차를 분석하고, 상대적으로 낙후된 지역에 대한 개발전략으로서, 북한의 경제발전을 위해 확대.설치가 불가피한 경제특구와 연계하여 지역균형개발전략을 모색해 보았다. 북한의 지역간 인구성장 분석에 의하면, 북한은 지역균형개발정책에도 불구하고, 종주도시 평양과 여타 지역간에 극심한 지역격차를 보이고 있다. 따라서 앞으로 경제특구는 낙후된 지역 즉, 평양을 제외한 여타 지역에 고르게 입지하는 전략이 요구된다는 점을 가조하였다. 그리고 경제특구는 북한의 보유자원 관점에서 노동집약적인 가공공업형 경제특구와 관광형 경제특구로 나누어 추진되는 것이 바람직하며, 입지 후보지로는 신의주.남포.해주.청진.김책.함흥.원산 등의 지구는 가공공업형 경제특구로, 금강산.백두산.묘향산 등의 지구는 관광형 경제특구로 적합하다고 제안하였다.

Public Sector Relocation and Balanced Regional Development : A Case of French Experience (공공기관 지방이전과 지역균형발전 : 프랑스 사례를 중심으로)

  • Recently, the Korean Government has announced a plan of public sector relocation to deal with a severe overconcentration of economic functions in the capital region and to promote more balanced regional economic development This study analyses the case of the French public sector relocation policy and suggests its implications. The policy in france is evaluated to be successful to encourage more balanced regional growth, with reference to the growth of population, job creation and scientific-technological infrastructure out of the capital region. It has also contributed to the growth of regional innovation capacity which becomes to be a critical factor for the regional development. As the policy of public sector relocation can be accepted to be an effective tools for balanced regional development in Korea as well, Government has to make an every effort to implement the policy in a strategic way.

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.

Balanced Growth among Regional Economies : Its Implications and Polices (지역균형발전의 의미와 정책)

  • This paper aims to understand the meaning of balanced development among regional economies and its importance in the s0-called knowledge-based economy. It is shown that the balanced allocation of human capital is necessary to achieve the efficient allocation of physical capital among regional economies, which makes the equality of marginal product of capital. And a simulation experiment is conducted to calculate the cost of unbalanced growth. It is shown that balanced growth among regional economies may increase the growth rate of whole national economy while unbalanced growth among them reduce it. The policy implication is that for an any economy to grow at a higher rate, the efficient allocation of physical and human capital both are necessary to have the balanced growth of regional economies in knowledge-based economy.

  • In the era of 21st new century. reinforcement of regional competitiveness by establishing innovation system is taking its place of main small and medium sized enterprise policies in major developed countries. The model of regional balanced development for promoting small and medium sized enterprise is a main frame of governmental small and medium sized enterprise policies. which complements national innovation process. And in the level of local area, the model is regional network system, molded in the process of induction, application, modification, proliferation of new technologies and knowledge by local businessman and innovators. This study focused on the strategy development for small and medium sized businesses to increase local competitive power, in terms of regional balanced development. In order to find the real problems and improvement alternatives for local competitive power, this study both reviewed the common strategies and action programs advanced in developed countries for small businesses, and did research on the current economic conditions in local area. Based on the lessons from foreign cases and the analysis of the current situations in small business in local area, the study suggested the model of regional balanced development for promoting small and medium sized enterprise including formation of innovation network system through the invitation of leading firms in the area, industry-university partnerships, and development and attraction for small and medium sized businesses.

Evaluating Strategies for Regionally Balanced Development of the Roh Moo-hyun Government (참여정부의 지역균형발전 전략과 과제)

  • The Roh Moo-hyun Government of Korea with highest fierily establishes policy framework and measures to accomplish the goal of regionally balanced development. With the vision "constructing a county in which every region provides high quality of life with its own specificity" and basic strategy "self-sustained localization", the policy framework is geared to economic aspects of development rather than cultual or social aspects. Subsequently, policy measures are also focused on such economic tools as regional innovation system, strategic industry, or industrial cluster. This paper suggests that future policy of balance development should set clear definition of balanced development, be based on a though evaluation of the Bast policy measures, and draw several fresh ideas which match characteristics of each region. These policy directions should be given higher power of practice with efficient organizational support.

  • Since 1980s, the government has established the overall country development master plan for balance development of country, it set basic aim of restraint overcrowding of the metropolitan area and devising a regional balance development for development policy. But, new urban development master plan which if propelled has revised development master plan for stabilization of housing cost through supply housing in the metropolitan area, not reviewed discussion suitability of development plan with policy propulsion, efficient pre-plan, negotiation with local self-administration community, convergence opinion of local resident, environmental impact evaluation. therefore, we should suggest considerations related to policy and development when it propelled solution of housing inefficience in the metropolitan area and new urban development policy for harmony of central function in capital.
