본 연구에서는 u-City인력수급 전망을 토대로 국토해양부의 u-City 관련 인력양성에 대한 실천계획이 효율적으로 실행될 수 있는 방안을 제시하였다. u-City를 추진하는 지자체, 개발사업자마다 공통적으로 제기하는 문제점은 u-City 관련 고급 및 기능 인력의 절대적인 부족이다. 그러나 u-City 전문인력은 u-City건설의 특성상 도시계획 개발, 정보통신망, IT 등 다양한 분야에 대한 전문지식을 갖추어야하나 이러한 고급인력이 배출되고 있지 않다. 따라서 본 연구에서는 인력양성방안의 목표를 'u-City의 성공적인 추진에 부합하는 전문인력양성'으로 설정하였으며, 수요자 중심의 교육, 지역 균형적인 전문인력양성, u-City 관련 분야의 융 복합교육, u-City 관련 교육인프라 구축을 추진전략으로 수립하였다. u-City 인력양성의 추진목표 및 전략을 실행하기 위한 중점추진과제로는 'u-City건설 전문인력교육 관련 수요전망', '지역별 거점대학 선정을 통한 전문인력의 양성', 'u-City 인력양성센터 건립추진', '교육포탈을 통한 온라인 교육', '교육인프라 구축' 등 5개를 선정하였다. u-City 인력양성을 위한 추진전략의 성공적 실행을 위해서는 중점 추진과제들간의 유기적인 연계가 필수적이다.

This study aims at the exploration of usefulness of traditional knowledge reflected in the place names. This study is useful and pragmatic for the establishment of disaster prevention measures from the analyses of disaster database, which shows the regional distribution and historical changes of disaster characteristics through history. The construction and categorization of disaster-related place names are based on historical maps and literatures on place names. One hundred twenty eight disaster-related place terminologies are selected based on disaster causes and possibilities. Design of field structures and category codes for the disaster-related place names has been proposed and the construction of disaster-related place names from the six sources has been completed.

Local festivals form the regional cultures and atmosphere of communication; they increase the demand of domestic tourism businesses and thus, have an important role in ripple effects (e.g. regional image improvement, tourist influx, job creation, regional contents development, and local product sales) and economic revitalization. IoT (Internet of Thing) technologies have been developed especially, beacon-one of the IoT services has been applied as plenty of types and forms both domestically and internationally. However, notwithstanding expansion of current digital mobile technologies, it still remains as difficult for the individual to track the information about all the local festivals and to fulfill the tourists' needs of enjoying festivals given the weak strategic approaches and advertisement activities. Furthermore, current festival-related mobile applications don't function well as delivering information and have numerous contents issues (e.g. ways of information delivery within the festival places, independent application usage for each festival, one time usage due to one time event). This research, based on the background mentioned above, aims to develop the local festival mobile application and data analysis system applying beacon technology. First of all, three algorithms were developed, namely, 'festival crowding algorithm', 'visitor stats algorithm', and 'customized information algorithm', and then beta test was followed with the developed application and data analysis system. As a result, they could form the database of visitors' types and behaviors, and provide functions and services, such as personalized information, waiting time for festival contents, and 'hot place' function. Besides, in Google Play store, they also got the titles given with more than 13,000 downloads within first three months and as the most exposed application related with festivals; and, thus, got credited with their marketability and excellence. This research follows this order: chapter 2 shows the literature review of local festival related with technology development, beacon service, and festival application. In Chapter 3, design plans and conditions are described of developing local festival mobile application and data analysis system with beacon. Chapter 4 evaluates the results of the beta performance test to verify applicability of the developed application and data analysis system, and lastly, chapter 5 explains the conclusion and suggests the future research.

본 논문에서는 재난유형별 재난 대응시 재난관리자원 동원과 관련하여 발생한 문제점에 대하여 분석하였다. 재난 발생시 재난확산방지를 위하여 신속한 대응이 중요하나, 재난대응에 대한 문제점 분석이 미흡한 실정이다. 재난대응에 대한 분석을 위하여, 최근 20년(1996~2015년)동안 중앙재난안전대책본부 및 지역재난안전 대책본부가 운영된 사회재난 사례를 수집 분석하였다. 재난사례 중 자원동원관련 정보 확인이 가능한 사회재난에 대하여 재난유형을 분석하고, 발생빈도가 높은 재난유형에 대하여 재난 대응시 자원동원과 관련한 문제점을 분석하였다. 재난유형 분석결과, 화재사고가 34건으로 가장 많이 발생하였으며, 폭발사고가 14건, 교통사고가 10건으로 발생하였다. 재난유형 중 발생 건수가 많았던 화재, 폭발, 교통사고의 재난 대응시 자원과 관련하여 문제점을 분석한 결과, 전체적으로 초기대응 미흡으로 인한 자원동원 소요시간 증가문제가 가장 많이 발생하였으며, 그 다음으로 보유자원 부족으로 인한 문제가 많이 발생하였다.

빛고을 광주 첨단 산업단지에 LED신호/조명시스템시범단지가 조성된다. 한국광산업진흥회(회장 이기태)는 지난 2004년부터 오는 2008년까지 5년간 82억원을 투입해 광산업 2단계 육성사업의 일환으로 LED신호/조명시스템시범구축사업을 추진한다. 이 사업은 LED관련 제품의 테스트 베드와 홍보기회를 제공해 관련 산업의 신규 수요를 창출하고 광산업제품의 우수성을 홍보하기 위해 실시된다. 한국광산업진흥회는 이 사업을 통해 LED관련 신기술 및 신제품 개발의 동기부여, LED 관련 시젶품 홍보를 위한 데스트베드 제공, LED관련 제품 수요창출을 통한 기업 매출증대 및 지역경제 활성화에 크게 기여할 계획이다.

This study empirically estimates the possible association between the college graduate Young Peoples' wages in the labor market and their internal migration through college education after high school education. Using the Graduate Occupation Mobility Survey(GOMS), we found out that the more likely young peoples find jobs in the location from different their hometown the higher they command wages in the labor market.

COVID-19으로 인해 국민들에게 전달되는 재난정보의 양상이 서서히 변화하고 있다. 이는 정보통신의 발전 양상과도 매우 깊은 관계를 가지고 있다고 볼 수 있다. 이전까지의 정부 및 지자체에서 제공되는 재난정보에 대한 형태는 문자와 음성으로만 제공하므로써 고령자와 외국인과 같은 재난 약자에게 명확한 상황인지를 하기에 어려움이 있었다. 이를 해결하기 위한 전방위적인 노력을 하고 있으며, 보다 정확하고 보다 다양한 정보를 제공하고자 관련 연구를 수행하고 있다. 이는 급속도로 발전하는 정보통신 매체(UHD 및 5G, 오픈스크린 등)를 기반으로 국민들로 하여금 신속.정확한 재난상황인지를 가능케 할 수 있다. 이로 인한 재난경보 관련 최근 이슈는 '내 위치 맞춤형 정보'와 '다매체 정보'가 아닐까 싶다. 정보통신 매체가 발달함에 따라 제공되는 재난경보의 범위가 내 위치를 기준으로 좁아지며, 시각적으로 직관적인 콘텐츠를 제공할 수 있다. 이는 각 매체의 고유 정보를 통해 위치가 확인 가능하면서 해당 지역에 맞는 정보만 선택적으로 취함으로써 불필요한 정보를 제공하지 않게 된다. 본 연구를 통해 이러한 부분을 해결하기 위해 TTA에서 표준으로 제정된 CAP (Common Alerting Protocol)을 활용하였으며, 'Area' 항목에 지역코드(전국~읍면동)를 함께 포함함으로써 가능해졌다. 또한 CAP을 활용함에 따라 텍스트부터 음성, 이미지, 웹 콘텐츠까지 최신의 영상 매체에 적용 가능한 재난정보 콘텐츠를 제공 가능해졌으며, 특히 UHD 및 5G, 오픈스크린과 같은 통신 네트워크 기반 영상 매체에 적합한 멀티미디어 재난정보 콘텐츠를 제공할 수 있다. 제공된 콘텐츠에는 각종 관련 정보를 확인 가능하도록 링크를 제공하여 필요에 따라 보다 자세한 재난정보를 확인할 수 있다. 이를 기반으로 재난경보에 대한 다변화를 통해 나에게 꼭 필요한 정보가 제공될 수 있도록 발령 체계 개편이 필요하다.

The purpose of this study is to examine the perception of librarians on the role of public libraries related to disasters. For this purpose, the study conducted an online survey for librarian. The survey is composed of 34 questions, including the questions asking librarians' perceptions about the roles of public libraries related to the disasters derived from literature review. The research results are as follows; First, although librarians were not well aware of the roles of public libraries related to disasters, they generally supported the necessity of the role and evaluated the benefits of the role highly. Second, librarians recognized the necessity of the role of the library in the following order of importance; psycho-emotional support for citizens who have experienced disasters; cooperation with disaster support agencies; disaster shelter; disaster information service; archiving disaster experiences of residents; outreach services; community support. Third, librarians recognized that psycho-emotional support services for residents suffering from disasters were the most necessary and beneficial to residents. Fourth, librarians' perceptions of disaster-related library roles changed based on their position and the type of library they belong to. On the basis of these results, the research discussed and suggested what roles each public library should play and what services it should plan, and how it should be implemented during the disaster.

This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.
