서울특별시는 지난 5월 16일 "서울특별시 지역건설산업 활성화에 관한 조례"를 개정 공포했다. 서울특별시는 사업의 기본계획 단계에서 분할발주 여부를 검토 시행하고, 활성화 추진 목표 달성 현황을 매 반기별로 건설위원회에 보고토록 제도화함으로써 지역중소건설업체의 분할발주 활성화에 물꼬를 텄다. 주요 개정내용으로는 지역 중소건설업자의 공사참여 기회를 보장하기 위하여 분할 발주 가능 여부를 판단함에 있어 예산편성과 기본설계 등 사업의 계획단계부터 검토 시행토록(제6조제2항, 신설) 했으며, 매년 반기별로 활성화계획의 추진 목표 달성 현황을 보고하되 정성적인 부분과 정량적인 부분을 모두 보고토록(제4조제6항, 신설) 한 것이다. 이번 조례 개정으로 서울특별시는 "공사의 성격상 공종을 분리하여도 하자책임 구분이 용이하고 품질 및 안전관리에 지장이 없는 기계설비공사 등에 대해 분리발주를 적극 적용함으로써 지역 중소전문건설업체의 권익을 도모하는 한편 타 시 도의 표본이 될 수 있을 것으로 기대한다"고 밝혔다.

As the local economy has become stagnant, various policies have been made to revitalize the enormous construction industry. However, it is difficult for these policies to achieve their objective, as the construction industry is not an island unto itself but is interconnected in complex ways with diverse other areas of the economy. Interviews and surveys were conducted with experts in Busan, in order to identify the causes of the stagnant economy in the local construction market. The main findings were as follows. First, cost reduction and realistic master plans are needed as a solution for the problems of the redevelopment housing plan. Second, the alleviation of the construction policy is also necessary in order to overcome the problems of not considering the local construction industry. Finally, vocational training and quality education are needed to address the low awareness of construction feasibility analysis and the lack of highly trained human resources. The results of the study will help efforts to revitalize the local construction industry, and will provide an opportunity to reconsider the differences between the experts on issues of the industry.

정부에서 제시하고 있는 항공레저산업의 활성화를 위해서는 전국에 경비행장을 많이 건설하여 운영할 수 있는 인프라를 제공해야 하지만, 현실적으로 개발이 된 곳은 많지 않다. 그래서 경항공기, 경량항공기 및 초경량비행장치 관련 지속적인 수요 증가에 대비하고, 경항공기, 경량항공기 및 초경량비행장치 산업 활성화를 위한 "경(소형)비행장 개발의 표준화"를 통한 개발 방안에 대하여 생각해보고, 그 사례로 경남 사천 지역의 사천 송포 미래창조 첨단산업단지 조성 사업을 하면서 경비행장을 건설을 계획하고 있어 "경비행장 개발의 표준화"에 객관적인 연구에 의거 그 입지선정 타당성을 검토해보고자 한다.

한국리모델링협회에서는 2001년 9월 7일 부산시 크라운호텔에서 건축물 리모델링산업의 동향 및 전망에 과한 설명회를 개최하였다. 이 설명회에서는 윤영선 건설산업연구원 선임연구위원이 시장동향 및 전망에 관한 주제발표를 진행하고 이어 참가업체 및 지역 공공기관 관계자들의 토론이 이루어졌다. 부산지역의 리모델링 시장은 수도권지역과 비교할 때 시장 활성화가 1년정도 늦어진 것으로 분석되고 있어 최근 지역 업계 및 공공기관을 중심으로 시장분위기가 점차 조성되고 있다. 이날 설명회의 내용을 정리하였다.

Two of most important industries in Changwon, the distribution industry and the construction industry have been threatened by the recent economic downturn. Rehabilitating plans for traditional markets tend to focus on renovation of facilities rather than on the managerial solution. Traditional market plays vital roles as a social safety net and a source of development of regional economy. Modernization of facilities and differentiation of business areas are two most important issues for the revitalization of the traditional market. Traditional markets should adopt a strategy which can make a difference in characteristics of the market, regional culture, regional industry and consumer behavior of the region. Purposes of this study are: first, to understand characteristics of traditional markets in Changwon, second, to draw implications for administrative and financial supports for traditional markets in Changwon.

Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry. This study estimated the regional economic effects by development of the logistics complex in Incheon New Port, applying the regional Input-Output tables in Incheon. And thereby, we tried to find some strategic implications on the priority to induce more effective industries for activated operation of the logistics complex in ports. According to the results, development of Incheon New Port will generate 2,579 billion KRWs(2.2 billion USDs) of production and 1,783 KRWs(1.5 billion USDs) of value-added annually. And we expect it to induce 38.8 thousand jobs, which is over the national average on the input-output table. By the business type, port logistics industry will contribute to develop regional economy more than any other ones in Incheon. We suggest business firms in port logistics industry to be induced to the logistics complex in Incheon New Port strategically. Until now, development of the logistics complex in Incheon New Port are planned to be postponed to 2015 when construction of the berth facilities, the access sea routes and the hinterland highways are completed. We suggest to invest more public fund, to induce the private capital, and then, to develop the logistics complex in Incheon New Port earlier in an appropriate scale.
