Feasibility of Community Information Centres and The Implications for Technological Innovations in Afikpo, Ebonyi State, Nigeria

  • The development of rural areas is expected to be holistic covering all essential infrastructure. Community information centres (CICs) are agen- cies that should be part of the infrastructures for rural development. Unfortunately, these centres are hardly seen in rural communities in Nigeria, including Afikpo in Ebonyi State. Thus, this study was conceived to explore the perceptions of citizens towards the establishment of CICs in the locality. It adopted survey research method with questionnaire as instrument for data collection, which was self-developed and validated by experts with a pre-texted reliability index of 0.72. A total of 399 copies of the questionnaire were distributed, out of which 267 copies were properly completed, representing 67% and were used for analysis. Findings revealed that the citizens have overall positive perception to- wards establishing the CICs; they are also knowledgeable of the benefits of such centres. Furthermore, there are workable suggestions on ways of establishing, funding and managing CICs in Afikpo. In addition, about 65% of the respondents indicated interest to assist and support the funding and management of the CICs when established. However, the challenges of inadequate funding and support as well as the possible politics of where to site/locate the CICs in Afikpo, are likely impediments to the project. The study concluded that citizens have strong and positive disposition towards establishing CICs in Afikpo. The implications of such CICs for technological innovations were analysed. The study recom- mends, among others, that government should see the establishment of CICs as priority projects that would significantly contribute to the growth and development of rural communities in Nigeria; communities in Afikpo should explore self-help approach to development; and political representatives from Afikpo should take advantage of establishing CICs as constituency projects for the citizens.

Assistive Technologies (AT) Preferences of People Living with Visual Disability as Information Access Tools in Academic Libraries

  • Assistive technologies are necessary for ensuring independent living and equal participation in an information-based society for people living with disabilities (PLWD). This study investigated the assistive technology preference of students with visual disabilities, and the approach academic libraries should adopt in procuring assistive technologies. The study adopted a quantitative research method, with a survey as the research design. The study was conducted among visually disabled students in four public universities in Nigeria. Using the total enumeration method, an online questionnaire was used to obtain information from 151 students who voluntarily agreed to partake in the survey. The study found that access to electronic resources, scanning/conversion of print resources to electronic formats and access to information on the Web were among the technology-based services provided to visually disabled students. COBRA, ZoomText, Supernova and Dragon Naturally Speaking are the most preferred assistive technologies (software). At the same time, handheld scanners ($\bar{x}=4.40$) and braille keyboards ($\bar{x}=4.60$) are the most preferred assistive technologies in the hardware category by visually challenged students. The study further revealed that the library management should consult with students living with a visual disability before procuring assistive technology. Findings from this study thus provide further evidence of the need for librarians to fulfil their moral and legal obligation in advocating the provision of assistive technologies. Library administrators and university stakeholders should expedite actions on meeting the assistive technology needs of people living with visual disabilities. These actions should transcend mere policy formulation on the provision of assistive technologies to restructuring their services and spaces to accommodate assistive technologies as information service delivery tools for people with visual disabilities.

사회복지교육과 ICT(Information and Communication Technology) 활용: 콘텐츠분석 (Social Welfare Education and ICT(Information and Communication Technology) Utilization: Contents Analysis )

  • 본 연구는 'ICT를 활용한 구체적 사회복지교육은 무엇이며, 이러한 교육은 교육적 효과성이 증명되었는가?'를 검증하고자 하였다. 이러한 연구목적을 달성하기 위해 DBPIA, Kiss, EBSCO를 기반으로 사회복지교육, social work education, ICT, computer simulation, virtual reality or augmented reality 등의 키워드로 2016년 1월부터 2022년 7월까지의 논문을 검색하였다. 국내 database에서는 관련논문이 검색되지 않았으나 EBSCO를 통해 총 75편의 논문이 검색되었다. 이를 3가지 기준을 통해 선별하여 총 13편의 논문이 본 연구분석에 활용되었다. 이렇게 선별된 논문을 다음의 9가지 기준으로 내용분석하였다: 연구국가, 교육대상(학부/대학원생 등), 교육목표, 교육내용, 적용된 교육이론, 교과목명 또는 유형(교과/비교과형태), 평가방법, 평가결과와 활용된 소프트웨어나 관련기기. 연구 분석결과, VR, Second Life, PeopleSIM, 자체개발 앱 등을 통해 사회복지교육을 진행하였고 대부분의 연구에서 몰입감, 학생 만족도, 지식향상 등의 효과성이 증명되었다. 이를 바탕으로 국내에 거의 전무한 사회복지교육에서 ICT의 활용 가능성에 대한 대안을 제시하였다.

Impact of COVID-19 Pandemic on Use of Reference Sources and Services by Postgraduates' in Kenneth Dike Library, University of Ibadan, Nigeria

  • The outbreak of the corona virus diseases (COVID-19) in the late 2019 has affected all facets of educational system including library and information services. Reference services, an important aspect of library services are not exempted from this impact. This study therefore, investigated the impact of COVI\D-19 pandemic on the use of reference services and sources by postgraduate students using Kenneth Dike Library (KDL), University of Ibadan, as a case study. Using descriptive survey of correlational type, the study adopted the use of structured questionnaire to randomly select three hundred (300) postgraduate users of reference sources and services in KDL using online survey monkey. Of the three hundred (300) copies, two hundred and twenty three (223) copies, repre- senting 74.3% were retrieved and used for analysis. Findings revealed that, in spite of COVID-19 pandemic, most postgraduate students used Current Awareness Services (203, 91.0%, mean = 3.19), Reference Sources (202, 90.5%, mean = 3.18) and On-line Public Access Catalogue (195, 87.4%, mean = 3.13); low frequency of bibliotherapy (mean=2.22), Reader's Advisory services (mean=2.30) and inter-library loan (mean=2.13) and that COVID-19 pandemic had high impact on post- graduate students' use of reference services in Kenneth Dike Library, University of Ibadan. Based on the findings, recommendations were made that library management should consider the adoption of virtual reference services (VRS) in addition to the conventional mode of refer- ence services to enhance patronage in the COVID-19 era. The library users should also be trained on how to take advantage of the COVID-19 pandemic to learn new skills in the digital space that will eventually optimize the usage of the library remotely.

Role of the Third Place in Building Communities and Social Capital : Contributions of Coffee Shops as Third Places in Kuwait

  • Third places are those that offer a space outside of work and home for people to escape the stress associated with the primary spaces of their lives. Through social interactivity these help in acquiring some emotional support provided by a close and intimate attachment. Such social support can turn into social resources for individuals and can lead to forming communities that may become incubators for social capital through regular visits to shared socializing places. This paper focuses on social interaction that takes place through the third place and the communities that are being created as a contributing factor to knowledge management. The study being reported in this paper investigated the role of coffee shops as third places in building communities and social capital in Kuwait. A mixed-method approach was used to conduct the study. These methods included qualitative methods such as extended conversations in the form of semi-structured interviews and quantitative methods of using questionnaires distributed to coffee shop staff and visitors. Results indicated that importance attached to providing facilities by coffee shops reflected that the owners perceived these as third places. The facilities attracted customers to coffee houses where interactions took place that helped to build communities. The pattern of visits by customers showed that mostly they come in groups and have meetings and gatherings that facilitated and encouraged interactions. The communities that are being built in the coffee shops are indicative of these being perceived as third places by owners, customers, and staff. This study shows the potential of coffee shops as a major sector of the food industry promising a valuable contribution in transformation and transition to a knowl- edge-based economy in Kuwait.

  • 구술채록은 특정 주제의 연구사 기록화 작업에 있어 후대에 생생한 역사체험을 전승할 수 있는 최적의 연구사업이다. 특히 국내 천문우주과학 분야의 원로들이 대부분 연로하다는 점에서 한국천문학 발전사에 대한 구술채록은 시급성이 더욱 요구되고 있다. 이에 한국천문연구원 고천문연구센터는 그간 기관에서 자체적으로 수행해 온 사료분류체계 수립작업과 단발적인 구술채록 경험을 기반으로 본격적인 구술채록 연구사업을 수행할 계획이다. 이 연구는 한국천문학 발전사 구술채록 사업의 절차적 방법에 대한 기획론이다. 크게 (1)구술채록 로드맵 수립, (2) 구술기록 생산 프로세스, (3) 산출물 관리 및 활용으로 제시하고자 한다. 먼저 구술채록 로드맵 수립에 있어서는 현대 한국천문학 발전의 태동기 1950년대 중반을 기점으로 역사연구 및 주제분류를 중심으로 천문학 구술기록 특성화를 기한다. 이를 기반으로 구술대상자를 선정하고 큰 맥락의 역사와 개인 생애사를 교차하는 분석 틀을 중심으로 인터뷰 질문지를 추출한다. 이 과정에서 구술대상자의 소장 사료를 도출하여 미리 잠재적 사료 수집을 도모하도록 한다. 둘째, 본격적 구술기록 생산 프로세스에서는 전 단계에서 이행한 수집정보를 바탕으로 구술 산출물을 제작한다. 면담일지, 상세녹취록, 요약본, 이용동의서 등 기타 필요한 구술 제반 서식을 바탕으로 구술 동영상을 산출하고 라벨링한다. 이 산출물에 대한 사실관계 검증 후 최종 산출물 완성 및 기타 행정 처리로 제작은 종료된다. 마지막으로 산출물 관리 및 활용에 있어서는 사료 수집 전략의 기반 자료와 다양한 지식정보콘텐츠의 활용체계를 수립한다. 더 나아가 향후 이 연구사업은 구술DB화와 서비스 체계화를 위하여 구술아카이브 시스템을 설계하는 데 성과물을 활용한다. 이 연구기획론은 한국천문학이라는 특정 주제에 대한 것이므로 큰 틀에서의 방법은 기록학적 전개방식을 차용하지만, 역사연구와 기록의 특성화에 있어서는 한국천문학 연구사에 대한 깊은 이해가 동반되어야 한다. 따라서 광범위한 한국천문학 네트워크에 해당하는 다양한 학회, 교육기관, 연구기관 및 각종 사단법인 등의 역사와도 긴밀히 연결되어야 성과물은 비로소 가치 있고 풍부할 것이다. 이 연구를 시발점으로 향후 한국천문학 발전사 구술채록 사업에 대한 다양한 관학연구의 인식 공감대가 마련되기를 기대한다.

Mapping Publication Pattern in African Journal of Library, Archives and Information Science, 2009-2018: An Informetric Study

  • This informetrics study was conducted to find out the distribution of articles and authors that published in African Journal of Library, Archives and Information Studies [AJLAIS]) from 2009 to 2018; considering the year-wise growth of research articles; authorship pattern and collaboration ratio; subject and geographical distributions of authors; and authors' productivity level. A descriptive informetrics research design was adopted. Quota sampling technique was used to select all the articles published within the ten-year period. Data collected through a self-designed checklist was analyzed using frequency count and percentage. The findings revealed that 141 articles, contributed by 266 authors were published by AJLAIS during the period. An annual average growth of 1.20% was recorded. Overall year-wise authorship pattern revealed that majority of articles (62.41%) published in AJLAIS were multiple authored. Also, articles on Informetrics and ICT dominated the journal. Some subject areas not covered were identified such as: indexing and serial collections management. Average collaborative index across the 10-year period for the journal was 0.62. South Africa and Nigeria were the two major prolific contributors to AJLAIS, just as evidence-based research papers of survey type (65.25%) were the most common to the journal. There should be increased numbers of articles in each edition over the coming years, and awareness should be created by the publishers to familiarize the researchers with the publishing requirements of the journal. Also, LIS researchers should concentrate more on areas usually left untouched by previous studies. The study is original as no other similar study was found on publication pattern of articles in AJLAIS covering a ten year period of 2009-2018. The findings of the study will also serve as a feedback mechanism for the Publisher of the Journal and LIS researchers on how to improve the journal and LIS research in general.

한글도서관의 전문성 강화 전략에 관한 연구 (A Study on Strategies to Strengthen Expertise in National Hangeul Museum Library)

  • 본 연구의 주요 목적은 시대 변화에 능동적으로 대응할 수 있는 한글도서관의 미래 지향적 역할을 탐색하고, 이를 위한 발전 방안을 제시하는 것이다. 이를 위해, 우선 한글도서관의 현재 기능, 자원, 자료, 온·오프라인 서비스 및 도서관 웹사이트를 철저히 분석하였다. 국내외의 박물관 및 미술관 내 도서관, 그리고 선진 도서관의 운영 현황과 모범 사례를 조사하여 분석하고, 최종적으로 한글도서관의 중장기 발전 방안을 수립하고, 이를 위한 단계별 세부 추진 방안을 도출하고자 하였다. 본 연구 결과는 한글도서관이 한글 관련 도서관으로서 중심적인 역할을 더욱 효과적으로 수행할 수 있도록 하는데 기초자료로 활용될 수 있을 것이다.

Exploring Social Media Technologies Awareness and Use among Postgraduate Students of Library and Information Science in Nigeria: An Investigative Study

  • The prominent role accorded to social media in the academic community for research, teaching and learning revolves around its significance among users. Social media offers a platform for individuals to engage with and share perceptions relating to different disciplines. This current research was conducted to investigate the level of awareness and frequency of social media technology use among postgraduate students of Library and Information Science in Nigerian universities. The descriptive survey design was used for the study. Structured questionnaires were used to collect data from 919 library and information science (LIS) postgraduate students in the universities. In all, 742 copies out of the 919 distributed were returned and found usable, thereby making the return rate to be 81%. Data collected were analysed using mean and standard deviation. The study revealed that the LIS postgraduate students frequently use social media such as Wikipedia (x=3.94>3.50), Instagram (x=3.86>3.50), Facebook (x=3.85>3.50), Zoom ($\overline{x}$=3.78>3.50), LinkedIn (x=3.69>3.50), YouTube ($\overline{x}$=3.54>3.50), Twitter (x=3.52>3.50). The study established that students use social media tools for their personal, professional and research activities. The study also found that the level of awareness and use of social media by the students was high. The study recommended that the use of social media should be incorporated into the LIS curriculum including training sessions for the students on how to use the media effectively.

Information Needs of Prisoners and Adequacy of Information Resources in Prison Libraries in Anambra State, Nigeria

  • This study investigated the information needs of prisoners and the adequacy of information resources in prison libraries in Anambra State, Nigeria. Two research questions guided the study. The population of the study was 1781 inmates in prisons in Anambra State. The sample size of 327 was selected using Taro Yamane's formula and proportionate stratified sampling techniques. Two instruments titled the Information Needs of Prisoners Questionnaire and the Adequacy of Information Resources Checklist were used for data collection. The instruments were validated by three experienced lecturers. One in the department of Educational Foundations (Measurement and Evaluation Unit) and two in the Department of Library and Information Science, all at Nnamdi Azikiwe University, Awka. Cronbach's alpha was used to determine the internal consistency of the questionnaire items, with a value of 0.79. The researchers administered the questionnaires with the help of four research assistants (correctional officers). Out of 327 questionnaires administered, 314 were successfully retrieved. The percentage return rate of distributed questionnaires is 96%. Data collected were analyzed using descriptive statistics of the mean; also, the International Federation of Library Association (IFLA) guideline for library services to prisoners was also used as a yardstick for the measurement of adequacy. The results from the data analysis indicated that prisoners have diverse information needs that, when met, would help them during their stay in prison as well as when they are eventually released; these needs include legal information, information on prison rules, financial information, and others. While there were few information resources found to be adequate, the inadequacy of most of the listed information resources is recorded in prison libraries in Anambra State, Nigeria. It is therefore recommended that information resources be made adequately available for prisoners in relation to their information needs.
