지리정보 시스템에 기반한 응용 시스템 개발에 있어 필수적인 기능으로 지도작성, 데이터 관리, 해석 기능 외에 지식 표현 및 추론 기능을 들 수 있다. 본 논문에서는 지식베이스 관리 및 연역 추론 기능을 갖는 지식기반 지리정보 시스템의 개발과 연역 기능을 활용한 시스템 기능 확장에 대하여 논한다. 본 시스템에서는 사용자 인터페이스(Vusual Basic), 지리정보 시스템(ArcView, ArcInfo), 추론 시스템(Eclipse)을 상호 밀결합 방식으로 결합, 구현하였으며, 각 서브 시스템은 서로 중간파일 시스템의 사용없이 데이터 및 명령어의 전송 및 공유가 가능하다. 또한 사용자는 사용자 인터페이스를 통하여 개개의 서브 시스템을 인식하지 않고 단일화된 환경하의 작업이 가능하다. 시스템의 연역 기능은 일반적으로 거론되는 지식베이스 관리, 의사결정 지원 기능 외에도 사용자 환경개선, 복합 공간 객체의 표현, 공간질의 연산자 구현 등의 시스템 기능 확장에 활용될 수 있다. 특히 본 시스템에서는 사용자 환경개선에 초점을 맞추어 사용자가 정보의 내부 구조나 문제 영역, 명령어 사용 방법 등을 잘 알지 못하더라도 유용한 정보를 얻도록 지원, 유도하는 협력질의 응답 기능과 명령어 자동 생성 기능을 제공한다. 또한 본 논문에서는 이들 방식을 이용한 두가지 응용 시스템(여행정보 시스템, 환경관리 시스템)의 구현 예를 들어 본 시스템의 실용성과 유용성을 보인다.

In 2006, the Ministry of Environment of the Republic of Korea, completed the construction on national environmental geographic informations including National Environmental Assessment Map, Ecological Map, Land Cover Map and so on. At this point of time, it is necessary to establish the advance strategy on national environmental geographic information, considering the complicated characteristics. Therefore, this study suggests the advance strategy on national environmental geographic information, reflecting results of analyzing the given condition and the trend of informatization. National environmental geographic information has spacial quality to be managed dispersedly in a department unit or an operations unit. According to this quality, requirements for users who need the policy based on national environmental geographic information and complex information are not satisfactory. And, the information system centering the process of administrative affairs should be converted to one putting decision supporting first in importance. Therefore, this study sets up "the realization of the sustainable land management system by advancing national environmental geographic information" as the vision of the advancing strategy. In order to accomplish the vision, this study established the purpose as follow; constructing strategic and geographic information based on knowledge, arranging the foundation to open information to the public transparently, building expanded and integrated national environmental geographic information, embodying the environmental administration based on national environmental geographic information, enhancing the efficiency of national environmental geographic information, and supporting efficiently the process of administrative affairs. And this study suggests executive plans to achieve the vision and the purpose as next; developing the quality control program to verify the information confidence, building the system to integrate and to provide environmental information, collecting information, readjusting laws and regimes in parts of the construction, the application and the management of the system, and operating the task process, human power, organization and information technology. This study puts the emphasis on providing the turning opportunity politically which is possible to make sure of the information confidence in quality, advancing from the expansion of one in quantity. However, this improvement strategy doesn't reflect all national environmental geographic information and current status of environmental administrations. Therefore, for applying the result of this study to the actual environmental administration, it is necessary to discuss regularly the systematic categorization of national environmental geographic information, to interview with the contracting parties and so on hereafter.

Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

최근 각광을 받고 있는 데이터 마이닝 분야에서 데이터 마이닝 툴과 시스템의 등장으로 상호적이고 사용하기 쉬운 GUI 환경의 강력한 데이터 마이닝 질의 언어가 필요하게 되었다. 공간 데이터 마이닝은 공간 데이터에서 유용한 지식을 발견하기 위한 데이터 마이닝의 한 부문이며 공간 데이터는 점, 선, 사각형, 다각형 등으로 이루어져 있다. 공간 데이터 마이닝은 지리정보시스템(GIS)과 더불어 최근에 많은 관심과 연구가 활발히 진행되고 있다. 한편, 공간 데이터 마이닝을 위한 질의 언어와 그 언어에 기반한 공간 데이터 마이닝 질의 처리 및 최적화에 대한 연구가 중요하게 대두되고 있다. 공간 데이터에 대한 마이닝은 일반 관계형 데이터베이스에서의 질의 언어로는 표현이 불가능하다. 본 연구에서는 먼저 공간 데이터 마이닝 질의언어를 정의, 설계하고 질의 언어에 결과 표현 방식과 결과 데이터 집합의 저장을 명시하여 질의 표현의 효율을 높이는 방식을 제시하였다. 또한 공간 데이터 마이닝을 위한 질의 처리 및 최적화 과정을 질의에 기반한 공간 실체화 뷰의 생성과 유지, 인덱스 활용을 통한 질의 재사용, sampling 마이닝 질의 option 등의 방법론을 이용하여 제시하였다.
