WTO/TRIPS 협정 체결과 WIPO의 저작권 조약이 선진국의 주도로 성립된 뒤로 지적재산권 분야의 변화와 대응은 각국의 주요 이슈로 부각 되었다. 새로운 지적재산 체제는 경제는 물론 교육, 문화, 사회 전반에 걸핀 서비스영역까지 영향을 미치고 있다. 본 연구에서는 새로운 지식재산 시대에서 한국과 경제적, 문화적, 지정학적으로 비슷한 위치에 있는 대만의 과학기술 정책과 연구 개발 활동, 그리고 지적재산권에 대한 현황에 대해 살펴봄으로써 대만의 지적재산 관련 정책대응과 활동에 대해 알아본다.

The study explores the way how sharing economy services of accommodation and car rental, one of social issues actively discussed today are settled in the process of sharing economy building in local destinations. The result shows that average consumers expressed their favorable attitude toward the sharing economy services. However, the consumer's attitude didn't directly affect the consumer's positive perception that there is need for local sharing economy service network and the educational system for local residents and the network helps the economy. Instead consumer's knowledge of sharing economy services and their eagerness to learn the knowledge as parameters related the consumer's attitude to their perceptions; the consumer's attitude affected indirectly their perceptions. The study shows that local communities and their residents' efforts are not enough simply to activate the sharing economy services in the development process of tourist resources, while it asks consumers to learn information and knowledge of the sharing economy. Therefore, consumers and residents should interact and communicate closely with each other to help the development of local destinations and tourist resources based on sharing economy.

현재 국내 경제는 그 어느 때 보다 심각한 전환기에 처해 있다. 과거 한국이 갖고 있던 장점은 우수한 노동력이었으나 이제는 더 이상 경쟁력의 원천이 될 수 없다 남은 유일한 방법은 인적자원의 창조적 활용이다. 여기서 인적 자원은 산업사회의 단순한 노동력이 아닌 인력의 질, 즉 지식이다. 기업지식체계는 기업의 무형 지적자산을 체계적으로 창출, 축적, 활용하는 기반이며 지식경영의 핵심 기술이다. 본 논문은 지식 생산이 기업경쟁력 제고의 핵심으로 점차 그 중요성이 증대되고 있음을 주목하여 지식 창조적 기업 지식 체계를 위한 개념적 연구 모형을 제안한다 연구모형으로 우선 기업지식 창출과정이 소개되며 기업지식 형태와 연관관계가 파악된다. 이 지식창조과정에 근거하여 지식 사용자환경, 지식마이닝. 지식활용, 지식관리 서브시스템. 지식 리파지토리로 구성된 기업지식체계가 제시된다. 본 연구 모형은 향후 여타 지식경영 연구의 출발점으로 사용될 수 있도록 유연하게 구성되는데 중점이 주어졌다.

지식기반 경제체제로의 전환과 맞물려 지속 가능한 국가 성장동력을 위해서는 사회적 기반 확충이 중요하다. 따라서 사회투자정책은 적당한 수준에서 소비적 지출이 아닌 "성과에 책임지는 최적의 투자" 관점으로 접근되어야 한다. 이를 위해서는 사회개발과 경제개발의 균형있는 예산자원배분, 사회정책 부문간 균형있는 재원배분이 필요하다. 또한 프로그램 구조 전체를 전제로 하는 결과 지향적 성과관리와 납세자 책임 노력이 요구된다. 마지막으로 사회 복지재정 부담과 관련하여 중앙과 지방정부간 합리적 재정관계를 모색해야한다. 최근의 정책환경 변화를 고려하여 지방교부세와 국고보조금 제도를 중심으로 한 지방재정지원체계를 개편해야 한다. 사회투자정책의 추진과정에서 관련부문간 재정적 갈등 쟁점이 발생할 수 있다. 예상되는 이해관계 상충부문들에 대한 합리적인 갈등관리 방안들이 사전에 마련되어야 한다.

지식사회, 지식경제의 등장과 더불어 기업의 자원으로서 지식(knowledge)의 중요성이 부각됨에 따라 마케팅 전략의 한 분야로서의 신제품 전략에서도 신제품 개발과정에 있어 기업(혹은 신제품 개발 팀)의 지식과 지식의 활용 능력을 어떻게 확장할 것인가가 중요한 전략적 이슈(issue)가 된다. 신제품 개발 과정에서는 필연적으로 불확실성-시장 불확실성과 기술 불확실성-이 존재하며 불확실성을 해소하기 위하여 정보와 지식의 중요성이 부각되고 기업내의 다양한 조직-특히 R&D, 생산, 마케팅-과의 지식공유·통합과정이 중요시된다. 이에 따라 본 연구는 첫째, 기업이 가지고 있는 지식을 제품으로 구체화하는 과정이 신제품 개발(New Product Development; NPD)과정이며 구체화 과정에서 개발의 효율성과 효과성을 어떻게 달성할 것인가에 관한 문제를 다루고자 한다. 둘째, 기존의 신제품 성과 요인으로 제시되고 있는 많은 요인들을 '지식역량(knowledge competence)'의 개념으로 정리하고 이러한 지식 역량과 신제품 경쟁우위 간의 인과적 관계를 살펴봄으로써 신제품 경쟁우위에 어떠한 영향을 미치는가에 대한 분석을 하고자 한다. 셋째 신제품 개발조직의 지식역량을 향상시키기 위한 전략적 방안을 제시하고자 한다. 이론적 배경으로 기업을 지식의 결집체로 인식하고 있는 지식거점관점(knowledge based perspective)과 이러한 지식자원의 활용에 초점을 맞춘 조직학습(organizational learning) 이론 그리고 심리학에서 다루고 있는 분산된 인지이론(distributed cognition theory)을 활용한다.

Nowadays 87 regimes born in the same year with the Korean Association for Political Economy(KAPE in abbreviation) have ended historically. This paper surveys the research trends of KAPE after 2007 for the 30th founding anniversary. This survey is expected to help research way forward of KAPE. The main contents of the surveys are as follows. Global finance crisis caused by subprime mortgage crisis in 2007 expanded to global economic crisis resulting in the crisis of economics. KAPE criticized the mainstream economics with different approach and methodology as well as political economy copying with the crisis of economics and then focused on economics of inequality. However, the progressive economics is depressed under the conservative regime after 2007. As a result, the progressive economics have experienced the crisis of reproduction of knowledge and have become the peripheral science in Korea. With new regimes after 87 regimes, more important than restoration of the progressive economics is rebirth as the progressive economics corresponding to new regime and new era. This is responsibility of KAPE as the single association of the progressive economics in Korea.

과학기술에 대한 일반지식을 모르는 것은 무식꾼이 되는 것이고 때로는 생활의 불편과 불이익을 받을 수도 있다. 국가 경제를 성장시키고 문화와 삶의 질을 향상시키기 위해선 과학기술의 객체들 즉 연구자, 대학, 사회, 국가의 변화가 절실하며 이 객체들이 유형재 이상의 가치가 있는 무형재의 정보기술을 육성하고 응용해 새로운 기술을 창출하는데 총력을 기울여야 하겠다.

This study analyzed research output in dominant research areas of 19 national research institutions. Policy knowledge produced by the institutions during the past 5 years mainly concerned 10 policies dealing with economy and society issues. Similarities between the research subjects of the institutions were displayed by MDS mapping. The study also identified issue attention cycles of the 5 chosen policies and examined the correlation between the issue attention cycles and the yields of policy knowledge. The knowledge structure of each policy was mapped using co-word analysis and Ward's clustering. It was also found that the institutions performing research on similar subjects demonstrated citation preferences for each other.

한국의 고등교육을 담당하고 있는 대학에서 연구중심대학의 필요성은 세계 경제의 급속한 통합과정과 밀접한 관계가 있다. 21세기 지식기반 사회에서 국가경쟁력은 그 국가가 보유한 연구중심대학의 역량에 의해 크게 좌우되기 때문이다.
