서울인쇄정보산업협동조합(이사장 이충원)은 지난 10월16일 인쇄정보센터 7층 강당에서 조달청 물품구매제도와 관련한 설명회를 개최됐다. 이날 설명회는 서울지방 조달청 혁신담당팀 박희경 계약전문관의 '나라장터 운용방법'과 조달청 중앙구매사업단 일반물자팀 설태웅 사무관의 '물품구매 적격심사제도 설명회'라는 2가지 주제로 진행됐다. 이에 본지에서는 인쇄업관계자들의 이해를 돕기 위해 조달청 물품구매 적격심사 부분을 요약, 게재한다.

For running various construction processing information and technological information, it is supplied by Construction CALS/EC systems properly during whole facilities life cycle. So it is urgently necessary to change Regional Construction 8t Management Office (RCMO) equipment construction administration business to electron processing system (CALS/EC). From construction work plan to completion, a present storage documents system is unsystematic. Therefore, it needs management system to store documents and to read in turn documents properly. This research suggest that it is to connect with various information systems and Construction CALS/EC for RCMO which is running public construction field. So it can be driven systematic and effective administration system about public construction business by Web-based present construction situation information system.

The use of private property occurs fatally to achieve public work such as road construction and appropriate compensation for land expropriation must be performed to use private property such as land. Since compensation of land expropriation is complicated and compensation target is various, electronic processing system development for land compensation processing business is required. The land compensation system for Regional Construction Management Office applied geographic information system (GIS) technology to land drawing that becomes basis of compensation business when constructing roads. It can perform the establishment of compensation planning, the understanding of the present state of compensation and the management of compensation business by connecting with land position information on drawings. We also implemented our system so that it can effectively accomplish various kinds of works such as compensation by agreement, expropriation, decision and deposit etc. Development of the land compensation system that can reduce time for processing civil affair administration and decrease costs efficiently to handle land compensation business

수질오염총량관리제는 설정된 목표수질 이내로 유역 내 오염물질의 총배출량을 관리하기 위해 도입되었다. 그 동안 4대강 수계를 대상으로 수질오염총량관리제를 시행해오면서 여러 문제점들이 발생하였다. 이러한 문제점들을 개선하기 위한 제도적으로 보완이 이루어져 왔으나, 중앙정부와 지방정부간에 역할이 명확히 정립되지 않았다. 따라서 본 연구에서는 수질오염총량관리제의 효율적인 시행을 위해 중앙정부와 지방정부간 역할 정립방안을 제안하고자 한다. 중앙정부는 국가하천 주요지점에 대상오염물질 및 농도를 설정하고, 지방정부는 해당유역에 대상오염물질의 목표수질을 설정하여야만 한다. 또한, 지방정부는 유역의 수질개선정도를 파악하기 위해 지류하천을 중심으로 수질 및 유량모니터링을 지속적으로 수행하여야 한다. 지방정부는 중앙정부(유역환경청)에서 수립한 기본계획에 따라 설정된 목표수질을 초과하는 유역의 시행계획을 수립하여야 한다. 수질오염총량관리 이행평가는 기초자치단체에서 매년 지류하천의 수질 및 유량모니터링을 통해 목표수질 만족여부만 평가하고, 이행평가보고서는 계획기간의 최종년도에 목표수질 초과유역에 대한 원인분석을 포함하는 이행평가보고서를 유역환경청에 제출하도록 해야 한다.
