Due to the rapid progress of globalization, fierce international competition, a declining population, low birth rate and aging population, deficit in a difficult situation at home and abroad, Japan's local governments expand internal and external alliances and partnerships to maximize the economic benefits to the region seeking to enable in the region have efficient allocation of human and material resources through industry support, funding, and administrative efficiency for the purpose of speeding up the formation of a mega regional economies. Union of Kansai Government implements, especially in the wide area of industrial clusters, economic policy need to comprehensive planning and growth strategy such as adjusting the growth strategy attempts to promote the local economy and to enable investment planning and coordination within the current mega regions, These roles are further improving and upgrading their importance of mega regional phase in Japan's regional economic policy.

디지털 경제시대의 웰빙주거문화생활을 위한 욕구 충족추세에 따라서 정보통신서비스는 광대역화 및 이동성을 지향하며 발전하고 있으며, 서비스 및 기기의 융합이 가속화 될 것으로 전망되고 있다. 디지털기술에 의한 서비스, 단말기, 네트워크등 융합의 시발점은 가정이며, 가정에서 정보를 편안하게 이용하고, 즐길 수 있도록 제공하는 방법이 주거용 건물의 디지털 네트워크 구축기술이라 할 수 있다. 이와 같은 디지털 융합 패러다임에 의해, 전개되는 새로운 정보통신환경에 적극적으로 대응하기 위해서 정보통신부에서는 세계 최고의 IT 인프라 환경을 기반으로 국민의 삶의 질과 정보화의 혜택을 극대화 할 수 있도록 정보화촉진전략을 추진한 결과, 수요자 정보인프라는 기존 정부정책에서 일부 소외되어 왔음을 보여준다. 이제부터는 디지털경제의 공급측면의 인프라 수준만큼 수요측면의 양적 질적 성장을 끌어올리는 일만이 남아있다. 기술과 시장 변화는 무엇보다도 정부정책 및 규제의 변화를 필요로 한다. 따라서 디지털홈의 정보가전 기기간 상호운용성이 보장되는 표준화로 네트워크가 구축되어야 하며, 표준과 연계된 기술이 지속적으로 개발되어야 한다. 본 발표내용에서는 최근 발표된 정보통신부의 초고속정보통신 건물인중기준과 각 지방자치단체에서 실시하는 정보통신설비 사용전검사기준에 적합한지 여부에 관해 문제점을 검토 기술하였다.

As Internet CIS technology keeps improving dramatically, its use on ordinary people is widely expanded. Informatization of local government is accelerated by the introduction of e-government policy with the purpose of providing public information to the citizen. According to this, construction of Internet homepage is increasing very rapidly by each department of local government. However, the public information service using Internet GIS is very limited. In this study, we propose how to provide the regional information by using Internet GIS by analyzing the following cases; 1) homepages using GIS technology in public and private sectors in case of Seoul, 2) homepages using GIS of foreign local governments, 3) the Seoul Metropolitan government' tasks and data which are important in terms of information service to the citizen. In results of the analysis, we propose a strategic plan of construction of Internet CIS homepage.

This research has been accomplished to build up the growth strategies of Kangwon district's small & medium-sized construction firms. For this purpose, we made an investigation of the present situation and status for existing regional small & medium construction firms by analyzing data. Based on the results from this study, the following growth strategies are suggested to gain their competitive advantages. Firstly, most of all, the role of the top manager is the most important factor since most of the top manager for the small & medium-sized construction firms coincide with the owner the firms. Secondly, the specialization strategy is to establish. Above all they concentrate their business capacities on core business. Then, this growth strategy should be based on the selective escalation of functions in order to maintain an appropriate level of construction works. Thirdly, the specialized skills and skilled workers are ensured for competitive advantages. For human resource development, they should train workers to be multi-functioned on the assumption the they could stay at firm until they wish to retire. Finally, the government must also spare no effort to encourage the small & medium-sized construction firms to build up it's competitive power and cultivate it's spontaneous generation power though the reformation of system related whit the small and medium construction industry.

80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped.
