It is not so long that the cultural industrial sector has been noted as one of the major engines of regional economy in Korea. In parallel with balanced development strategies recently emphasized in the Korean regional policy, there has been a wide range of investment to formulate cultural industrial districts in major cities. This trend of investment focus has changed the development strategies of each city. There are criticisms, however, to this public sector-dominated nurturing of cultural economy. This paper overviews the recent policy of cultural industrial districts in Korea, in terms of its background, institutional basis, performances, and some evaluations. Some suggestions are provided in order to make the policy successful; emphasize developing the culture industry itself, develop clusters specifically focused on the characteristics of the culture industry, deliberate substantial measures for nurturing companies and human resources in the local regions, and formulate a system in which the local dominates and the center supports.

In this study, the factors of the industrial complexes were analyzed in a comprehensive review, and the research model was developed and related variables were adopted to the purpose of this study. Also, the determinants of location are analyzed by three factors of infrastructure stabilization, industrial resource access, and residential neighborhood factors. For the analysis of this study, the hypothesis was analyzed through the path analysis of the SEM through the set hypotheses based on the research model. As a result of analysis, it is analyzed that TI factors and RA factors of infrastructure, IF group, are both influenced by industrial location. In addition, there is a statistically significant correlation in the analysis between the parameters of the NEF and the determinants of industrial location. The results of this study are expected to provide useful guidelines for industrial infrastructure development and industrial complex development projects at national and local government.

The purpose of this study was to look into the formation process and characteristics of local high-tech industrial complex with an example of the Ochang Scientific Industrial Complex and analyzed the characteristics by business type and size, transfer process of the companies in the Complex. For this purpose, statistical data of the companies were analyzed and a survey of them was conducted, and the following results were obtained. First, the Ochang Scientific Industrial Complex was created for agglomeration of IT industries in early days but now there are IT industries and BT industries mixed due to internal and external economic condition. Second, there are more small and medium companies than large companies in the Ochang Scientific Industrial Complex. These companies are in the stage of developing new products and marketing, and many of them were parts and materials developers of core technology or high innovation with venture identification. Third, high rates of the companies in the Ochang Scientific Industrial Complex came from the capital area and the Chungcheong area and the companies which moved in the Complex with their head quarters accounted for more than 70 percent. Fourth, the companies were classified into 5 types according to the type of product and the level of technical innovation.

The purpose of this study is to analyze the demand for the science park development as a regional innovation hub to strengthen the internationalization capacity of local governments and to promote international exchange and cooperation based on public - private partnerships. For this, i)the main areas of interest and expectation for international exchange and cooperation, ii)preference for major projects, and iii)demand for development cooperation projects were identified, and it was figured out iv)what the core program is for cities of developing countries through network analysis using the UCINET program. Through these analysis, it was found that cities in developing countries wanted exchange and cooperation projects for the development of industrial and economic sectors. Especially, they wanted to develop industrial infrastructures and transfer advanced systems to foster regional strategic industries. In addition, the demand for the development of science park as a development cooperation project was found to be significant. Therefore it could be inferred that cities in developing countries want to develop a science park as a platform for regional development and industrial development, and to acquire development experience of advanced cities through continuous exchange and cooperation.

This study was performed to propose a development guide for the periphery of local industrial park in the region of Hongseng-gun located at the mid-west of Chungnam province., which is a representative agrarian society, has been approached to a super-aged society where the region shows a continuous decrease in population, and the composition ratio of old ages is about 17.1%. Also, the region is a period of a low ebb due to the traditional agriculture based industrial structure in producing mainly simple productions. Many local governments in agrarian and fishing regions have been efforted for luring some businesses in their regions by constructing industrial complex competitively in order to solve such structural problems in such local regions. However, in some cases, these efforts cause certain destructions in the local original natural environment due to such development of industrial complex and the decrease in the settlement environment of residents. The objective of this study is to establish a local development plan for building the sustainable and comfortable settlement environments based on the settlement of the residents and the labors in such industrial complex by preventing sprawl developments in the construction of general industrial complex. This study was processed as following procedures. First, this study drew the trend in the change of the local society of H-gun through collecting literatures and analyzing it. Second, this study proposed a proper level of settlement environments required to the development of surroundings in such industrial complex based on the survey of the consciousness of residents using a statistical method. Finally, this study proposed a development guide for the surroundings based on the proposed level of settlement environments.

경기도 안산시에 위치한 경기테크노파크(원장 배성열)는 '산업기술단지 지원에 관한 특례법' 에 의거해 현재 광역지방자치단체별로 설립된 전국 16개테크노파크중 하나다. 1998년 개원이후 유망벤처기업의 발굴육성을 비롯,교육 훈련,정보교류, 연구개발 등 중소기업을 위한 지원활동을 펼쳐왔으며 산업자원부 ,경기도, 안산시의 재정.행정지원을 바탕으로 한양대학교를 비롯한 인근 6개 대학을 연결해 경기도 중소기업을 위한 연구지원활동을 하고있다. 현재 59개 중소벤처기업이 입주해 있고 연구개발, 시제품 생산, 품질인증, 위탁생산, 마케팅, 경영컨설팅 등을 지원받고 있다. 경기지역의 명실상부한 첨단지식산업 육성의 요람으로 자리매김하고 있는 경기테크노파크를 찾아가본다.

This study assesses the strategy and performance of Eco-industrial Park (EIP) initiative implemented by Korea Industrial Complex Corporation (KICOX) with the support of Ministry of Trade, Industry and Energy (MOTIE), Korea since 2005 to 2013 and recommends future directions. After the concept of EIP based on industrial symbiosis (IS) is introduced, the background and implementation procedure of the EIP initiative are described. Then, economic and environmental achievement was assessed. During the project periods (2005-2013), 449 industrial symbiosis project were explored, among which 296 projects have been implemented. Among (Of these 296 projects,) them, 244 projects have been completed in which 118 projects have been commercialized which shows 48% commercialization rate of the completed projects. Through these commercialized projects, around 311.1 billion won/year of economic benefits and reduction of waste by-products of 828,113 tons/year, wastewater of 215,517 tons/year, reduction in energy consumption of 250,475 toe/year and GHG emission reduction of 1,107,189 $tCO_2/year$ were achieved. This results confirmed that EIP initiative based on industrial symbiosis can enhance eco-efficiency of industrial parks and harmonize economy and environment. However, there are obstacles like absence of interagency coordination and cooperation, laws and institutional barriers, increased demand for local governments, funding for project investment. Thus, to utilize EIP initiative as a strategic tool for competiveness and environmental management of industrial parks, it needs intergovernmental collaboration and interdisciplinary approach to lower barrier in implementation.

본 연구는 공공서비스의 지역특화발전특구를 위한 사전연구로서, 지역특화사업의 공공서비스 특구지정을 위한 논리적인 근거를 뒷받침하기 위하여 기존의 지식체계와 지역특구의 규제특례 실태 등을 분석해서 보령머드사업을 위한 정책 방향을 제시하는 데, 연구의 주목적을 두고 있다. 연구결과, 국가균형발전전략 패러다임의 변화 속에서 공공서비스로서의 보령머드사업은 공공성과 기업성, 지역성이 조화되는 지방공기업이나 공익사업 형태로 경영수익사업을 영위하는 것이 바람직하다. 또한 지역특화산업으로서의 지역성에 기반을 둔 산업단지 조성 등 인프라의 구축과 특색이 있는 지방화 및 세계화의 대응에 기여할 수 있는 보령머드특구 계획 수립을 제안하고 있다.

IMF위기 이후 여러 가지로 어려움에 처해 있는 경제를 회복하기 위한 돌파구로서 외국기업과 자본의 유치의 중요성이 더해지고 있다. 특히 대규모 기업의 구조조정과 기업들의 투자마인드 위축으로 어려움을 겪고 있는 지방경제를 활성화하기 위한 수단으로서의 투자유치는 먼저, 외국자본의 직접투자를 통하여 단기간에 산업기반을 강화할 수 있고, 제조업의 해외이전에 따른 산업공동화를 방지할 수 있다. 또한 당면한 과제인 고실업을 해소하기 위해서도 필요하다. 정부는 '98, 9. 17. 외국인투자유치촉진법을 제정, 공포하고, 시행령을 마련하여, 국세와 지방세의 감면혜택은 물론 분양가와 조성원가와 차액보조금, 고용보조금, 직업훈련비등의 인센티브를 보완한다. 경상남도의 외국인투자유치전략으로는 경남의 입지적 경쟁우위를 확보할 수 있는 업종을 선정하여 중점유치활동을 전개하고 있다. 이를 위한 구체적 방안으로는 첫째, 투자유치과를 신설하고 전문직공무원을 채용하였고, 민간전문가를 기업으로부터 파견받아 기존 공무원이 담당하기 힘든 부분을 담담토록 하고 있고, 둘째, 진사지방산업단지를 외국인투자지역으로 지정하고 하였다. 셋째, 외국인투자기업에 대한 여러 가지 인센티브를 위하여 경상남도 기업 및 투자 유치조례(안)을 입안중이다. 넷째, 투자유치 타켓기업을 선정하여 집중유치활동을 전개하고 있으며, 다섯째, 경남도내에 이미 투자한 기업에 대한 사후관리를 철저히 하여 경영상의 애로사항 해결에 만전을 다 할 것이다. 지방자치제의 실시로 지방자치단체간의 경쟁이 가열되고 있으나 투자유치활동에 있어서 동서의 협력방안을 모색해 보았으며, 공동투자프로젝트 개발, 공동투자유치설명회 개최, 투자 유치기법의 상호 벤치마킹 등이 필요하다. 결론적으로 외국인 투자촉진법 등 법령의 정비와 외국인 투자유치의 중요성에 대한 인식이 확산되어 외국인 투자유치의 환경이 획기적으로 개선될 것으로 기대된다. 지방자치단체에서도 투자를 기다리던 관행에 탈피하여 입체적인 투자유치노력을 전개해야 할 것이다.
