A Study on the Seabed Information of the Korean Coast (우리나라 연안해역 해저정보에 관한 연구)

  • 현재 우리나라는 육역에 대한 조사와 영해관리를 위한 조사는 이루어져 있으나 연안해역에 대한 해저정보조사는 부족한 실정이다. 비록 국토지리정보원은 1976년부터 연안 해역기본도를 제작 및 배포하고 있으나 갱신주기가 매우 길며, 소축척으로 제작하여 정확도가 낮다. 따라서 해양수산행정 서비스를 위한 기초 자료가 매우 부족한 실정이다. 그리고 NGIS와 MGIS(해양수산부에서 추진하고 있는 해양 GIS사업)와의 연계를 위해 해양 분야에 대한 국가기본지리정보 D/B를 구축하여 디지털 국토 완성할 필요성이 있다. 관련법규를 조사하여 연안해역 해저정보의 조사 필요성과 타당성에 대해 법적인 근거를 마련하였고, 과거 진행되어왔던 연안관련 사업에 대한 조사를 현재 제작되거나 제작중에 있는 자료의 종류와 정확도에 대해 조사하고, 이미 제작된 자료의 문제점에 대해분석 하였다. 효과적인 연안해역 해저정보조사를 위해 우리나라 연안을 아래 그림과 같이 10개 권역으로 구분하고, 이를 다시 7.5'x 7.5'의 소구역으로 구분한 후 각 소구역의 중요도에 따라서 등급을 부여하고, 각 등급별로 IHO S-44 기준의 관측정확도를 따르도록 하였다. 또한 자료조사항목을 선정하여 중요도가 높은 조사항목에 대해 우선적으로 조사할 수 있도록 하였다. 연안해역 해저정보에 대한 조사가 이루어지면 연안 행정 업무 효율성 증대되고 긴급상황에 대처한 신속한 의사결정 가능하며, 다양한 자료의 복합적인 분석 가능할 것이다. 또한 NGIS와 MGIS를 연계하여 많은 부가가치를 창출할 수 있을 것이라 예상된다.

  • 무선 인터넷 기술의 발달과 함께 이동 컴퓨팅 환경에서 수치지도를 신속하게 출력하고, 이동 지역에 대한 수치지도를 무선 인터넷을 이용하여 클라이언트에 신속하고 효과적으로 전달하기 위해서 국립지리정보원에서 제공하는 수치지도의 경량화가 필요하다. 또한 인터넷의 방대한 자료를 지리정보시스템에서 효과적으로 이용할 수 있도록 화면상에 출력된 수치지도의 특정 건물이나 지역에 URL를 저장시키고, URL이 삽입된 수치지도상의 특정지역에서 사용자의 간단한 조작만으로 웹 사이트에 접속할 수 있도록 본 논문에서는 지리정보와 웹 정보의 연동을 위한 시스템을 설계 및 구현한다.

대용량 영상 자료를 활용한 환경지리정보 인트라넷 시스템 개발

  • 최근 들어 위성영상 및 항공사진은 국토환경관리에 매우 중요한 수단으로 인식되고 있으며, 이러한 추세에 따라 환경부 및 환경부 산하 기관의 많은 공무원들이 이러한 영상자료를 빠르게 업무에 활용할 수 있는 시스템이 필수적으로 요구되고 있다. 그러나 기존 시스템은 고가의 영상처리소프트웨어를 사용자 PC에 설치한 뒤 이를 이용하여 사용자 개인 컴퓨터에 저장되어 있는 대용량의 영상자료를 처리하여 업무에 활용하는 방식을 택함으로써, 영상자료 유출의 위험성, 소프트웨어의 중복적 구매에 따른 비용증가, 대용량 영상자료의 이동성 감소, 관련 소프트웨어 교육 시간 및 비용 증가 및 대용량 자료 처리에 따른 처리시간 증가 등의 문제를 야기해 왔다. 본 논문에서는 이러한 단점을 극복하고 환경부 공무원의 사용자 활용도를 증가시킨 '대용량 영상자료를 활용한 환경지리정보 인트라넷 시스템'을 개발했다. 본 시스템은 최신 영상 압축 및 전송 기술을 활용하여 영상자료의 물리적 파일 크기에 관계없이 사용자가 원하는 부분만을 압축 전송함으로써 매우 빠른 속도로 사용자가 원하는 지역을 인트라넷을 통해 서비스할 뿐만 아니라, 이렇게 전송된 영상을 웹 상에서 실시간으로 영상처리함으로써 사용자 편의성과 속도를 매우 향상시켰다. 또한 본 시스템은 환경부가 제작한 34종 이상의 벡터 자료와 함께 통합되어 서비스됨으로써 영상자료와 벡터자료의 통합적 활용성을 증가시켰다.용성을 증가시켰다.

Design and Implementation of Crime Analysis GIS (범죄분석 지리정보시스템의 설계와 구현)

  • It is important to scrutinize spatial patterns in crime analysis since crime data has geographical attribute in itself. We focus on the development of ¨Crime Analysis GIS¨ prototype which can discover spatial patterns in crime data by integrating mapping functions of GIS and spatial analysis techniques. The structure of this system involves integration of DBMS and GIS, and the major functions of the system include (i) exploring spatial distribution of point data, (ii) mapping hot-spot, (iii) clustering analysis of crime occurrence, and (iv) analyzing aggregated areal data. The process of design and implementation of this system is based on object-oriented methodologies. A web-based extension of the prototype using 3-tier architecture is currently under development.

  • Life of building repeats removal and new construction continuously because it is limited like living things. But, because the physical standard is subjective and abstract, saying too much is not even though it had been influenced by policy decision of the government. To solve these problem clear data about superannuation degree of building after construction accordingly decision relationship necessity continuously rise. To above background, this study on the Constructing Database Based and Improvement of Old Building using GIS in Busan. The results are as following. First, presented necessity of knowledge information gap mitigation. Second, present Busan's ordinance detailed Contents of old-badness building and production-consequences.

  • It is very important to select appropriate methods of collecting, predicting, and analyzing information for the development of urban water resources and the prevention of disasters. Thus, in this study an accurate data generation method is developed using Geographic Information System (GIS) and Remote Sensing (RS). The methods of development and application of an expert system are suggested to solve more efficiently the problems of water resources and quality induced by the rapid urbanization. The time-varying data in a large region, the An-Yang cheon watershed, were reasonably obtained by the application of the GIS using ARC/INFO and RS data. The ESPE (Expert System for Parameter Estimation), an expert system is developed using the CLIPS 6.0. The simulated results showed agreement with the measured data globally. These methods are expected to efficiently simulate the runoff and water quality in the rapidly varying urban area.

Analysis of Present Status for the Monitoring of land Use and Land Cover in the Korean Peninsula (한반도 토지이용 및 토지피복 모니터링 위한 현안 분석)

  • This paper is written to analyze possible problems encountered with the existing data for the monitoring of land use and land cover change over the Korean peninsula and, further, to provide technical alternatives for the future land monitoring over the area. The oldest type of non-spatial data related to the land use change are cadastral statistics obtained since 1911. Annual statistics of cadastral data in early years (before 1942) can be used to assess land use change over the area. However, the cadastral statistics after the Korean War are not very appropriate for land use monitoring since the land class in cadastral data does not always correspond with actual land cover status. Majority of spatial data available for land monitoring over the area are land cover maps classified from satellite imagery since early 1970's. To analyze the suitability of land cover maps that were produced by two separate institutes with about 10 years interval, we conducted simple change detection analysis using these maps. These maps were not quite ready to be compared each other, in which they did not have the same class definition, classification method, and geometric registration. To achieve continuous and effective monitoring of land use and land cover change, particularly over North Korea, we should have a standard scheme in type and season of satellite imagery, image classification procedure, and class definition, which also should correspond to international standards.

  • MGF(Marine Geographical Framework) data are the essential data sets concerning graphical and attribute information on coast and ocean among various marine-related data, which consist of framework data of the National Spatial Data Infrastructure(NSDI). This study did research and analyzed the development of current data, the situation of its usage, related technical environment and case study of foreign countries through the survey on the users and experts. Then the item of marine geographical framework data was selected in accordance with the measures for usage and management of possible MGF data. A map was pilot producted based on selected items and MGF data was presented through making up some problems shown ill the process. The importance of GIS will be growing continuously which can develop, deal with and provide the various data to efficiently manage coast and ocean. Accordingly, the MGF data will be applied to various areas such as Internet or raw data for marine information system.

An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

A Study on the Applications of a Geographic Information Systems To A Transportation Planning Model (교통모형에서의 지리정보시스템 활용방안에 관한 연구)

  • This article contains three objectives. First it is to revise unnecessary procedures of a transportation models and transform results of a model into an image. Second objectives is to develop an operational structures which automatically input all data needed from arc-node topology to link-node topology of transportation network. By solving the network discrepancy, time and money for constructing to transportation can be saved. In addition, the rate of errors that my caused during data input process can be reduced. Conclusively, it is found that the integration package may provide user friendliness and reduce the rate of errors. The package can extract informations such as distance between zones and nodes, lane numbers, and hierarchy from arc-node topology for executing SDI. Another advantage of integration is the ability of spatial analysis. The integrated package may provide adequate arrangements of traffic facilities and checking systems of the shortest path. Finally, the database function of GIS package provides various information about study area for transportation analysis.
