Cartography and geographic information system in Korea (한국의 지도학과 지리정보 시스템 반세기)

  • With the increased availability of spatial datasets and advances in data processing technologies, the last 50 years witnessed remarkable progress in the area of cartography and geoinformatics. Researchers in Korea involved in these area, however, were exposed to the new development only recently. They are now at the stage of absorbing the works of leading countries. There have been only a small number of research papers on the area of conventional cartography land use/vover mapping, mapping of distribution of slope calsses, and topographic models. It is only recently that the research scope be extended to computer-assisted cartography and Geographic Information System (GIS). The majority of research papers have been focused on the applications of GIS. Recently, a group of researchers begin to address some of the fundamental issues in GIS such as formal models, standization, data structure, spatial analysis and networking.

  • In the 21th century as knowledge-based society and according as GIS is embossed, demand of map is increasing rapidly for GIS's basic. Ministry of Construction & Transportation Republic of Korea National Geographic Information Institute who supervise basis geography information run the studies of basis geography information construction, therefore choice of each subject extent and standardization of data model for basis geography information is attained. In this study, framework data has been established in three steps according to Framework data Product Specification in Facility Area. Also the evaluation of usability was implemented as combining Framework data.

  • This study intended to show the way of evolving 'National Geographic Information Clearinghouse' to 'National Integrated Geospatial Portal'. For this purpose we have analyzed Geospatial One-Stop Portal in the US and then suggested future model of National Geographic Information Clearinghouse. The Integrated Geospatial Portal model is based on the Reference Model for Open Distributed Processing(RM-ODP) which is an international model for information distribution and sharing. The Integrated Geospatial Portal architecture consists of the data layer, middle-ware, presentation layer. It will help users to determine their fitness for nation wide GIS application and provide tools for accessing, visualizing, or ordering various geospatial data.

  • The current system for private participation in infrastructure can be applied for geographic information system(GIS) projects. But there are some limits to promote the private sector's participation GIS projects. The purpose of the study is to explain the major causes of conflict and conflict control for private participation in geographic information system projects. First, the theoretical perspectives for private participation in geographic information system projects and conflict issues were represented. Second, this paper presents the causes of conflict and conflict control on the basis of case study. In conclusion, the policy is developed for the promotion of private participation in geographic information system projects.

  • GIS is essential to regional development and management in informatization age. But utilization of GIS in Korea remains still elementary area of automated mapping or facility management. In this paper, we suggest executable principles that are able to enhance and improve the efficiency of regional development affairs using GIS DB. In order to accomplish the role of planning support tool, GIS DB have to be plentiful geographic contents. Metadata DB, user-friendly application interface and compatibility of data between the public and the private must be constructed in GIS DB. And geographic information should be shared between the public and the private.

Structures and Policies of British Geographic Information Dissemination for Korea National GIS Project (국가지리정보사업 추진을 위한 영국지리정보 유통구조 및 정책 연구 - 영국지리정보원의 역할을 중심으로-)

  • The objective of this paper is to discuss geographic information policies and strategies of British government and suggest effective policies for Korea National GIS project GIS that has been implemented geographic information infrastructures into public sectors and private markets for the last ten years. To obtain the research aim, this paper reviews the main factors of the Britain GIS project such as distribution structure and process of GI markets, government policies and strategies that are led by Ordnance Survey, most leading mapping agency in the UK. In conclusion, some issues have been explored with reference to the experiences of the Britain GIS projects. The first of these is the nature of geographic information and the second concerns the notion of the circulation policies of spatial data, and the last proposes Korea GIS policies and strategies for successful geographic information and spatial data implementation. The findings of the analysis of the Britain GIS development indicate that a shift began to take place from central government coordinate toward more extensive utilization of private and commercial sectors. This reflects both the increasing importance of geospatial data circulation in all levels of GIS stakeholders. Finally these discussions are particularly to be the issues where multi-agency collaboration of Korea government is concerned and can take the form of joint ventures by consortiums of both involving data producers and data users in order to increase commercial participation for value-added geospatial items, and to encourage both research and development sectors with low or free price policies.

Identification of Usable Geographic Information for Pilot of Forest Fire Suppression Helicopter and Its Acquisition from Public Data (산불진화헬기 조종사에게 유용한 지리정보의 식별 및 공공 자료로부터의 획득 방안)

  • The research investigates the identification of necessary geographic information needed by forest fire suppression helicopter pilots, and the ways to acquire the required information from public institutions. Firefighting helicopter pilots demand 7 physical geographic and 13 human geographic data. Applying the geographical information acquired from Korean public institutions, the following 15 characteristics (3 physical geographic, 12 human geographic) can be found: altitude and highlands, river, high population and urban areas, roads, national park and state boundaries, fuel re-supply facilities, freshwater areas, cultural assets, (LPG)gas charging stations, gas stations, ammunition storage areas, ground power cables, and steel towers. Within the database of physical geography, there is a need for improvement on bird habitat details. Also, the availability of visibility, wind directions, and wind velocity data is limited and therefore requires refining. The location of refueling areas can be obtained by applying information received from institutions to the GIS spatial analysis.

Advancing National Geographic Information Clearinghouse to Extend Functionality and to Improve Usability (활용활성화를 위한 국가지리정보유통망 고도화 방안 연구)

  • The National Geographic Information Clearinghouse (NGIC) in Korea has been established to share dispersed geographic information in many government organizations. The NGIC has become a main hub for sharing and exchanging geographic information in Korea. However, due to rapid technological advancement, citizens not only require more information but also demand more functions for NGIC. In this regards, this research tries to find the way of developing NGIC from a means of 'information sharing' to an arena of 'information use'. To do so, it suggests new technical frameworks and functionalities for NGIC. Then it recommend policy measures to improve current NGIC.

Analysing GIS Implementation Factors in Local Governments (지방자치단체의 지리정보시스템 집행요인분석)

  • As the digitization of maps in Korea has been completed in 1998, local governments begin to apply digital maps for their administrative convenience. In applying GIS to local administration, there are some important aspects to be considered such as technical aspect, organizational aspect and data managerial aspect. Using surveys to local governments, the study examines the implementation factors such as leadership, GIS organizational settings, human and financial resources, and education programs which are related to the applications of GIS to local governments in Korea. As a conclusion, the study proposes that organizational and human factors be combined harmoniously with technical factors from the beginning stage of GIS installation for the successful implementation of GIS applications to local governments.
