컴퓨터가 현대 생활의 필수 도구로 자리잡으면서 컴퓨터를 매개로 이루어지는 범죄행위에 대하여 법적인 처벌 문제가 중요하게 대두되고 있다. 컴퓨터범죄를 형사적으로 처벌하기 위하여는 디지털증거의 증거능력과 증명력이 인정되어야만 한다. 하지만 디지털증거는 그 특성상 조작, 손상, 멸실의 우려가 높다. 디지털증거가 형사소송법상 유효한 증거로서의 증거능력을 인정 받기 위하여는 데이터의 변형 없이 수집하고 때로는 손상된 디지털 증거를 복구하여 원본과 동일하게 복사하여 정확히 분석한 후 제출되어야 한다. 이와 관련된 학문 전반을 컴퓨터포렌식이라고 하는데 국내법 혹은 국제법적으로 유효한 절차 및 수단에 따라 관련 증거들을 수집하여 함은 물론이고 과학적인 논거들로 입증하는 것이 또한 매우 중요하다. 현재 국내법상 디지털증거에 관한 입법이 없으므로 일반적인 증거증력에 관한 규정과 일부 판례를 차용하여 증거능력과 증명력을 갖춘 컴퓨터포렌식 절차를 제안 한다.

Medical certificate is a document to demonstrate a patient's health status, made up and signed by a physician, dentist, or oriental physician who attended the patient. It serves as an evidence in many official process including civil or criminal law suit, especially for one's personal injury. The Korean legal system also acknowledges and protects the evidentiary function of medical certificate by mandating physicians etc. to issue medical certificate in good faith and only when they personally attended the patient, and by criminally punishing them when they do not comply with these legal requirements. There are some reasons, however, that medical certificates often do not reflect the true health status of the patient: When physicians attend the patient and collect information regarding the health status of the patient, their priority is and should be the most cost-effective way to meet the health needs of the patient. It does not necessarily correspond to the accurate examination of the health status of the patient. Even when the patient's report on the history of the illness or the injury seems suspicious, physicians might have to avoid disproving it because that kind of attitude might harm the rapport between the physician and the patient. All these can distort the perception of the physicians and this distortion can be reproduced in the medical certificate they made up. Some of these problems might be resolved or at least enhanced by introducing new form of medical certificate which would guide physicians to reveal the nature, factual and theoretical grounds, and the limit of their findings more accurately. Others, however, would not be able to address, because it stems from the conflict between the physician's primary duty, duty to be loyal to the patient's life and health, and his secondary duty to serve as a public or neutral witness on the health status of the patient, and when both values or duties conflict with each other, they should choose the duty to the patient sacrificing the duty to the public or the court.

The jury instruction consists of a set of legal rules and provides a guide for jurors to interpret evidence and the legal standard of a proof beyond reasonable doubt. Jury instructions are usually given after the closing arguments (at the end of the trial). But some research has shown that jury instruction provided before the evidence may have an impact on verdict. The present study was to determine the cognitive process caused by early instruction: (1) Early instruction may influence the verdict by upwardly adjusting the threshold for the decision to convict; (2) early instruction may influence the verdict through evaluations of the probative values of evidence; (3) Or both. 187 people older than 20 years of age participated in the on-line survey. With a trial scenario, one independent variable, Instruction Procedure, was manipulated in three levels: before-and-after the evidence procedure, after-only evidence procedure, and no-instruction procedure. The instruction procedure conditions did not show any difference in the evaluation of the probative values of evidence. On the other hand, before-and-after condition showed the lowest rate of guilty verdict and the highest probability of guilt for the defendant in the scenario. This latter result clearly suggested that the instruction procedure affects the decision threshold. Specifically, instruction provided twice, once before and again after the evidence, may upwardly shift the threshold for the decision to convict.

The judgement of 'Koreon Maritime Safety Tribunal'(KMST) influences criminal/civil trials, and thus the judgement must be decided very carefully. The Judge must bear in mind the Principle of Free Evaluation of Evidence is restricted by the admissibility of evidence, in dubio proreo and others. Also, empirical role must be used very carefully with strict proof. Therefore the reasons of the proof shall be expressed on the adjudication.

녹색인증 제도는 '저탄소 녹색성장'을 실현할 새로운 경제 패러다임으로서, 미래 기술을 선점할 수 있는 발판 마련과 함께 주계약자공동도급을 위한 파트너 선정 시 기술력 증명의 근거가 되는 등 설비건설업계가 경쟁력을 갖출 수 있는 한 방안으로 부각되고 있다. 국토해양부, 지식경제부, 기획재정부 등 8개 주요 부처가 공동으로 지원하는 녹색인증제는 크게 ▲녹색기술 인증 ▲녹색사업 인증 ▲녹색전문기업 확인 등으로 구분된다. 녹색기술인증은 신재생에너지와 탄소저감 등 10개 분야를 중심으로 핵심 요소기술을 선정하며, 녹색사업은 녹색성장과 관련된 경제활동으로 경제 기술적 파급효과가 큰 사업을 선정하고 있다. 또한 녹색전문기업 확인은 녹색기술에 의한 매출액 비중에 따라 선정하고 있다. 녹색인증을 획득하면 대외적으로 기술력을 증명할 수 있을 뿐만아니라, 녹색금융상품 세제 혜택, 녹색기술사업화 기업지원 등 각종 지원 혜택을 받을 수 있다. 본지는 이번 호부터 녹색인증제에 대해 연재한다.

Concentration is one of the most important factor in learning ability. It is important to improve concentration for learning ability. Most digital kids have been accustomed to addictive media like games since childhood, so traditional methods of teaching and learning has been difficult to give interests for them. Therefore introducing a new teaching methods was inevitable for students with low concentration. This is an experiment to prove the hypothesis that the concentration training by certain serious game would be helpful for improving students' concentration. Not only some serious games but also meditation by music was effective to improve concentration in the experiment. Average people is hard to immerge in meditation. but some serious games involve fun factors like curiosity, challenges, competitions and rewards. Games are not more negative to young people, will be helpful to society in various forms.

단체수의계약은 중소기업의 경쟁력을 강화하는 기능을 갖고 있는 반면, 생산업체들은 경쟁을 하지 않고 일정 수준의 물량을 확보할 수 있기 때문에 중소기업들이 품질향상과 기술개발 노력을 등한시하는 요인으로 작용하기도 한다. 따라서 동 제도의 점진적인 축소에 이어 폐지시에는 그 대안으로 제한경쟁 및 지명경쟁 입찰자격 증명과 계약담당 공무원이 실시하는 이행능력평가를 협동조합이 담당하는 입찰자격증명 및 이행능력평가제도 도입도 검토해 볼 필요가 있다.

Among the techniques to protect private information by adopting biometrics, speaker verification is expected to be widely used due to advantages in convenient usage and implementation cost. Speaker verification should achieve a high degree of the reliability in the verification score, the flexibility in speech text usage, and the efficiency in verification system complexity. Continuants have excellent speaker-discriminant power and the modest number of phonemes in the category, and multilayer perceptrons (MLPs) have superior recognition ability and fast operation speed. In consequence, the two provide viable ways for speaker verification system to obtain the above properties. This paper implements a system to which continuants and MLPs are applied, and evaluates the system using a Korean speech database. The results of the experiment prove that continuants and MLPs enable the system to acquire the three properties.

The system needs to be modified to improve the performance of the aircraft in operation or to satisfy the requirements of related laws. Appropriate standards are required for the technical skills for remodeling the aircraft system, design verification for airworthiness of the aircraft, and supplemental type certification (STC) certification procedures for type certification. This study analyzes the current status and demand of domestic aircraft remodeling, examines the current supplementary type certification procedure, and diagnoses the problem. In addition, as a result of researching measures to improve remodeling technology and certification capabilities to extend the life of the aircraft, improvements in the education system were derived to improve the domestic additional type certification process, such as approval of remodeling agencies and appointment of qualifications for each professional technician.
