일본의 신에너지 종합개발기구(NEDO)는 최근 「중장기계획-신에너지개발의 과제와 전망 」이라는 보고서를 발표했다. 이 중장기계획은 NEDO가 80년 10월에 관민활동으로 설립된 이후 처음으로 입안한 것이며, 그동안의 연구성과를 발판으로 향후 3년에 걸쳐 달성해야 할 사업목표와 중장기 전망에 대한 검토한 것으로 이른바 NEDO의 활동지침이라고 할 수 있겠다. 그 전문을 옮겨 싣는다. <편집자주>

거시모형(巨視模型)을 통하여 과거 우리나라의 고성장(高成長)을 이해하고 주요(主要) 정책변수(政策變數)와 외생변수(外生變數)가 경제에 미치는 영향을 파악하기 위해서는 중장기적으로 안정적이고 신뢰할 수 있는 거시모형(巨視模型)이 작성되어야 한다. 그러나 단순히 과거의 적합도(適合度)를 향상시키거나 단기(短期)시뮬레이션의 결과만을 토대로 작성된 거시모형은 중장기적인 안정성(安定性) 내지는 신뢰성(信賴性)을 확보하지 못할 수도 있다. 본고(本稿)에서는 거사모형의 작성에 있어서도 구조적(構造的) VAR모형(模型)에서처럼 모형의 중장기 특성을 파악하는 것이 중요함을 지적하였다. 구조적 VAR모형에서는 대부분의 이론이 수용할 수 있는 "수요충격(需要衝擊)은 장기에 실질성장에 영향을 미치지 않는다"는 최소한의 가정(假定)이 모형(模型)에 처음부터 직접적(直接的)으로 내재(內在)되도록 하고 있으나, 본고에서는 거시전망모형(巨視展望模型)의 작성을 위하여 중장기적(中長期的)인 시뮬레이션을 통하여 간접적(間接的)으로 위의 가정(假定)을 확인하는 방법을 택하였다. 이에 추가하여 중장기 전망을 시도했을 때 다른 나라의 경험과 크게 배치되는 결과가 나온 경우에는 모형을 수정하는 것이 필요함을 투자(投資) 및 소비식(消費式)의 예(例)를 들어서 논의하였다. 본고(本稿)의 공헌은, 중장기적으로 안정적이고 신뢰할 수 있는 거시전망모형(巨視展望模型)의 작성에 있어서 중장기시뮬레이션과 중장기전망의 결과가 모형작성자의 선험적(先驗的) 기대(期待)에 수렴될 때까지 모형의 수정을 해나가는 반복과정을 전망모형(展望模型) 작성에 있어 하나의 방법론(方法論)으로 제시한 데 있다.

소형열병합발전을 성장시킬 수 있는 길을 모색해야 한다는 목소리가 높아지고 있다. 소형열병합발전은 열과 전기를 동시에 생산해 에너지효율을 높이고 동고하저를 보이는 LNG의 수요관리를 위해 정부가 의욕적으로 추진하고 있는 에너지시책 중 하나다. 그러나 연료인 LNG의 요금이 급격하게 증가하는 데 비해 전기요금은 오르지 않아 투자비용 회수가 어렵다는 게 보급이 줄어든 이유다. 이러한 상황에서 에너지관리공단은 '소형열병합발전 중장기보급 활성화 연구'를 통해 사업자체에 대한 새로운 방안을 모색한다는 방침을 발표했다. 불과 5년 전만해도 대표적인 에너지 절약 시스템으로 주목 받았던 소형열병합발전. 현재의 딜레마를 벗어나 중장기 보급 활성화를 위해 필요한 역할과 그 요소는 무엇인지 살펴보았다.

Due to the transformation to the intelligent information society, the rapid change of our life and environment is expected. The Ministry of Science and ICT (MSIT) and the National Research Council of Science and Technology (NST) introduced a five-year government supported research institution's planning and evaluation based on the mid-to long-term perspective. This study collects international benchmarking information including industry, academia, and research fields by collecting mid- and long-term strategy reports from public research institutes, surveys by experts from abroad universities and research institutes, and analyzing overseas market information reports. The British Geological Survey (BGS), the U.S. Geological Survey (USGS) and the japanese geological survey related institutes (AIST-GSJ) plans for three-dimensional national geological information, predictions of geological environmental disasters, and development of important metals and material in the low carbon economic transformation and in the era of the Fourth Industrial Revolution. The mid- and long-term program emphasizes basic and public research on geological information through abroad experts survey such as the IPGP-CNRS etc. The market analysis of the mining automation and digital map sectors has been able to derive the fields in which the role of public research institutes by the market is expected such as data collection on land and in the air, mobile or three-dimensional information production, smooth/fast/real-time maps, custom map design, mapping support to various platforms, geological environmental risk assessment and disaster management information and maps.

The purpose of this paper Is to present a long-term development plan for the KRILI(Korea Research Institute for Library and Information). To do so, authors analysed a various library research institutes and related organizations in U.S.A., U.K., Czech Republic, Hungary, and Japan. And using the SWOT analysis, author identified and described the current status and also surveyed recognition of library and information science faculties as to desirable roles and phase of the KRILI. Based on the results of analysis and survey, this paper suggested a long-term plan(vision and objectives, strategic issues, desirable phase and organization system, growth and development model, Internal cooperative operating systems and external research cooperation system, etc.) of the KRILI.

국가연구개발사업은 현재 각 부처 별 다수의 법률에 근거하여 운영되고 있다. 일선 연구자 입장에서의 행정 절차 상 불편함과 국가 연구개발 중장기 계획 상 일관성의 부족이 문제로 지적되었다. 이에 수년 전부터 국가연구개발사업에 공통적으로 적용할 법률의 필요성이 제기되었으나, 실제로 제정되지는 않았다. 이 논문에서는 여러 정부 부처를 아우르는 국가연구개발사업 법률 제정 시 사안 별로 공통 적용을 해야 할 것과 그렇게 하지 말아야 할 것을 구별한다. 관련 정부 조직 개편에 있어서는 각 정부 부처들의 국가연구개발사업 기획 기능 강화와 국가과학기술자문회의 및 과학기술혁신본부의 정부 부처 간 사업 조정 기능 강화, 그리고 전문기관의 사업 관리 기능 전담을 법적으로 규정할 것을 주장한다. 국가연구개발 중장기 계획의 일관성 제고가 이 법률안의 취지에 포함되나, 중장기 계획은 지속적으로 제 개정이 필요하기 때문에 법적으로는 근거 조항만 두고, 국가과학기술자문회의가 범부처 중장기 계획을 수립하도록 할 것을 주장한다. 또한 부처 간 사업 조정 시 유사 및 중복 사업이 아닌 경우, 사업이 축소되지 않고 각 부처가 개별적으로 진행할 수 있는 근거 조항이 필요함을 주장한다.

중장기 전력계통의 신뢰도는 공급지장 에너지를 분석함으로써 평가할 수 있는데 이를 위해서는 발전설비와 송전설비의 정확한 비가용률 산정이 필수적이다. 본 논문에서는 우리나라의 발전기 비가용률과 송전선로 비가용률을 산정하고 이를 이용하여 중장기 전력계통의 공급지장 에너지의 추이를 분석한다.
