A Study on the Archives Management System in Cloud Computing (클라우드 컴퓨팅 환경 영구기록물관리 시스템 구축 방안 연구)

  • This paper proposes a cloud system model for incorporating the existing Records Management System (RMS), Archives Management System (AMS), and Central Archives Management System (CAMS) into a cloud-based national records management system. To do this, research on concrete and stepwise ways to transform AMS, including CAMS, into a cloud computing environment was carried out. This study developed a cloud system design strategy and goal model to integrate national records-related systems into a single cloud system to share and utilize information resources, manage them efficiently, and reduce costs. In particular, this study analyzed technical security and operational security that are exposed in the cloud environment and suggested measures to solve them. As a result, cloud computing technology can be applied to achieve low-cost and high-efficiency effects.

  • This study is to propose an archive management model based on cloud computing for preservation and utilization, as analyzing the characteristic of business model, electronic records and archival system. To achieve the goals this study classifies hardware and software resources by cloud computing models and redesigns business processes based on cloud computing. Adopting cloud computing technology in a central archives management system can be a exemplary case for other archives management systems to improve system and business performance.

A Study on the Records Production Report of Public Institutions (공공기관의 생산현황통보에 관한 연구)

  • The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.

Blockchain System for Academic Credit Bank System (학점은행제를 위한 블록체인 시스템)

  • The academic credit banking system is an educational system to implement a lifelong learning society. Students who meet the requirements of this system can achieve academic degrees equivalent to those of junior colleges or four-year universities. Credits and degree information of these students are recorded and managed by the central institution. However, this system can cause security problem such as hacking due to centralized management. In this paper, we propose an academic credit banking system which can manage credits and degree information based on blockchain technology. In the proposed system, credits and degree information are stored in block and managed in the public ledger in a permanent manner. Blocks are connected in the form of blockchain on a distributed network to improve security problems such as hacking and manipulation. Also, the efficiency of credit bank management can be increased because the functions of the central institution are distributed to the network participants. The prototype of the proposed system was implemented on the Go-Ethereum platform and experimentally verified the blockchain information among participating organizations using smart contracts.

A Study on the Management of Copyright Information for Increasing the Free Use of Government Publications as Public Works (공공저작물로서 정부간행물 자유이용 촉진을 위한 저작권정보 관리에 관한 연구)

  • This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

A Study on Open Source Transition Strategy of Record System (기록시스템의 오픈소스화 전략 연구)

  • This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.
