한국의 사회적금융지원제도에 관한 탐색적 연구

  • 정부는 2018.2.8일 국정현안점검조정회의를 통해 국무조정실, 금융위원회, 기획재정부, 고용노동부, 중소벤처기업부 등 관계부처 합동으로 "사회적금융 활성화 방안"을 최종 확정하였다. 한국의 사회적금융은 보조 기부행위가 아닌 투자 융자 보증 등 회수를 전제로 사회적기업, 협동조합, 자활기업, 마을기업 등 사회적경제기업에게 다양한 자금을 지원하는 금융활동 전반을 말한다. 현재 민간의 자발적인 금융지원활동도 일부 있으나, 정부 공공재원 중심으로 기존의 서민금융진흥원의 사회적기업 신용대출, 중진공의 정책자금 대출, 신보 지신보 특례보증, 사회적기업 모태펀드 등 중기 서민 정책금융체계내의 사업이 대다수를 차지하고 있는 실정이다. 한국의 사회적금융은 미국과 일본, 영국 등의 선진국에 비하면 이제 태동기로서, 사회적경제기업은 자금 공급부족, 제도 금융권에서의 소외 등 자금조달에 큰 애로를 겪고 있다. 따라서, 공공부문 주도로 자금공급을 확대하고 있으나, 사회적경제기업의 자금수요에는 아직도 크게 미치지 못하는 상황이다. 특히, 지원방식이 짧은 만기, 대출 보증에 편중되는 등 사회적경제의 특수성에 대한 고려가 미흡하여 수요-공급 간 미스매치도 큰 상황과 자금수요자와 투자자를 이어주는 사회적금융 중개기관, 사회적성과 평가 등 시장 인프라도 전반적으로 크게 미비 되어 있어 민간의 참여를 제약하는 것도 그 이유이다. 본 연구에서는 한국의 시회적금융지원제도의 전반적인 현장의 실태를 중심으로 실무적인 측면에서 분석 및 향후과제를 도출하여 관계기관 등에 정책적인 시사점을 제공하고자 한다.

중소.벤처기업의 신용대출 활성화 방안

  • 우리나라 금융시장에서는 부동산담보 위주의 대출관행이 지속되고 있다. 이러한 대출관행은 부동산 수요의 유발로 부동산 가격상승의 원인이 될 뿐만 아니라 금융기관이 담보 부족을 이유로 중소 벤처기업자금 지원에 소극적이거나 기피하는 등 신용경색의 요인으로도 작용할 수 있다. 아울러 담보 부동산가격이 하락할 경우 금융기관의 부실이 될 수 있다. 이러한 문제점을 해결하기 위하여 금융기관의 낙후된 여신심사 및 사후관리기법을 선진화하고 효율적인 대출제도를 도입함으로써 중소 벤처기업의 신용수준에 부합하는 신용대출을 활성화하여야 한다. 본 연구는 중소 벤처기업의 신용대출을 활성화할 수 있는 방안들을 살펴보았다. 먼저 1980년대의 미국 및 일본의 금융위기와 이의 대응방안을 비교함으로써 담보대출의 문제점 및 개선을 위한 시사점을 살펴보았다. 다음으로 관계중시대출(relationship lending)을 통한 신용대출 활성화를 지적하였는데 관계중시대출은 금융기관이 고객과 밀접한 관계를 장기간 유지함으로써 고객에 대한 정보를 축적하여 금융서비스를 제공한다. 관계중시대출의 중소 벤처기업대출에 대한 시사점은 은행과 차입 중소 벤처기업은 긴밀한 관계유지가 장기적으로 모두에게 도움을 주는 합리적인 신뢰관계를 구축하여 신용대출을 가능하게 한다. 마지막으로 중소 벤처기업 신용대출의 활성화방안을 금융당국, 금융기관 그리고 중소 벤처기업으로 나누어서 각각 제시하였다.

법령과고시(2) - 기계설비공사업, 중소기업정책자금 대상 포함

  • 중소기업청은 지난 해 12월 23일 기계설비공사업에 해당하는 "배관 및 냉난방공사업과 건물용 기계장비 설치공사업"을 포함하여 "2015년도 중소기업청 소관 중소기업 정책자금 융자계획"을 공고했다. 중소기업청 소관 중소기업 정책자금 융자계획에 기계설비공사업이 포함된 것은 대한설비건설협회가 회원사의 기술개발 촉진과 기술경쟁력 제고를 위한 금융지원 방안 마련을 위해 중소기업청 정책자금 지원대상에 기계설비공사업이 포함되도록 국토교통부와 중소기업청 등 관계기관에 제도개선을 건의한 결과이다. 이에 따라 대한설비건설협회는 회원사의 원활한 정책자금 활용을 위해 각 시 도회 사무처에 "중소기업 정책자금 지원센터"을 설치하고 정책자금 상담 및 중소기업진흥공단 지역본(지)부와 연계 서비스를 지원하고 있다. 또한 협회 홈페이지(www.kmcca.or.kr)에 '2015년 중소기업 정책자금 신청 매뉴얼'을 링크하고 홈페이지 방문자의 이해를 돕고 있다. 중소기업 정책자금 지원 및 신청사항은 다음과 같다.

  • The government provides various support systems for small-medium companies who perform a vital role for hiring and manufacturing: focusing on activating of start-up. Various governmental supports have been made and these entrepreneurship support systems have been contributed a certain point to start-up activation. Based on precedent study, this study has been setup the independent variables as five factors: mainly tax support system, financial support system, technology support system, management support system, self-employment infrastructure support program and empirically completed with the hypothesis how independent variables affect entrepreneurial intention. In this study, surveys which consist of measurements and questions allowing drawing variables and verifying the relationship between variables, and empirical study methods that prove in accordance with statistics process of measured data were implemented. To conclude, the results are as follows. It was showed in supplemental analysis performed through path analysis that tax support system and financial support system influence entrepreneurial intention.

Analysis on the Credit Guarantee System for Creative Economy in Korea (창조경제 활성화를 위한 금융지원 방안에 대한 연구 : 신용보증제도를 중심으로)

  • Considering the network externality and spill-over effects, this paper constructs the theoretical model for analyzing the financial policies focusing on the credit guarantee system for Creative Economy, which has been set as the new policy paradigm for the Korean Economy. The analytical results show that it is as much as important to improve the efficiency of the financial markets and construct the infrastructure for reducing the information asymmetry problem which would be more serious in the creative finance. Although it is important to fill the gap due to the market failure it is also crucial to construct the appropriate financial schemes for the various stages of the innovative firms growth. Without these, the impacts of current public funding policies may crowd out the amount of private market funds for the innovative firms or reduce the possibility of commercialization of new technologies in these firms. Based on the evaluation of current related public policies from the perspectives of creative finance, we imply that the current financial policies appear to be quantity oriented not the quality based. Although the policy goals would be appropriately set for vitalizing the Creative Economy in Korea, they appear to be still unsuccessful to address the information asymmetry issue which is the major concern in vitalizing the creative economy. Thus we emphasize the market friendly policies, risk-sharing between the various market participants, revitalizing the relationship banking and efficient management of credit guarantee system in Korea based on the analytical model as well as the evaluation of related policies regarding the creative economy.

  • In the past, an policy measures for the promotion of the export has actively used trade finance, but also in its effect there is no doubt. However, in 2008 the bankruptcy of Lehman Brothers triggered the global financial crisis. As a result, the need to effectively manage liquidity risk posed, and was a debut for Basel III. Focusing on trade finance banks are being made. Domestic commercial banks have not been able not utilize various trade finance techniques. In these situations, the introduction of Basel III can discourage trade finance. Therefore, responses should be prepared for it. Therefore, this study analyzes the status of trade finance system. And international regulation of the financial market are investigated for changes. Based on this, the development direction of Korea's trade finance is proposed.

A study on the Problems and Improvement of Export Credit Guarantee System in the Trade Insurance (무역보험의 수출신용보증제도의 문제점과 개선방안)

  • In this study has been suggested on the basis of the Court of Audit's report on trade insurance issues presented and the Export Credit Guarantee Insurance Improvement. First, the improvement insurance underwriting standards and come up with measures to improve the soundness of the insurance fund trading. In order to do this, (1) warranty for a lower credit companies strengthen underwriting standards, (2) raise short-term solvency and the accuracy of financial statements Review criteria Borrowings calculated based, (3) trustee companies Warranty Terms for improvement, (4) for closure of businesses quickly take measures of bond conservation measures. Second, through improved risk management measures to strengthen risk management for export credit guarantees are to be provided.

  • Trade finance services have been played an important role in the Korea trade development history since 1960's. These days the trade environment is confronted by the 4th Industrial revolution and new trade protectionism. So we need to improve the Korea Trade Finance Services in order to improve Korea trade volume. Bank of Korea(BOK) also revised the Rule of Korea Trade Finance in 2014 and enlarged the trade fund for commercial banks where they handle the trade finance to small and medium enterprises(SME) in 2016. This article handle the current state and problems of Korea trade finance services and suggest the improvement measures as follows; First, the commercial banks, which handle trade finance fund, should improve the customs and practice of judge loan for SMEs. Second, the export volume counting rule for trade loan should harmonize between BOK's Rule and Foreign Trade Management Regulation under the Foreign Trade Act. Third, the processing trade and intermediate trade also can use the trade finance like other trade. Fourth, Trade finance should be in balance between export and import finance to defend the new protectionism. It means that the trade finance should expand to import in the certain conditions. Lastly, the related trade promotion agencies and their employees should improve their skills and abilities for handling trade finance.

Analysis of the financial products for supporting financing of small and medium-sized construction companies (중소건설기업의 자금조달 지원을 위한 금융상품 분석)

  • It takes a relatively long time for construction companies that lack the ability to finance to adapt to construction policy in the construction industry. However, financial institutions rarely provide financial products to construction companies, particularly small and medium-sized construction companies, because their security capacity and credit rating are low. This study investigates the financial products needed for small and medium construction companies to adapt to policy changes. The demand of small and medium construction companies for financial products is analyzed by experts' advise and survey. And, when the investigated financial products for the construction industry are introduced, the legal systems in need of revision are analyzed. Based on the analyzed demand and the number of legal systems needing revision, the priority for the introduction of financial products to the construction industry is analyzed. Among the financial products investigated, the priority of "Expert consultation, such as accountant, tax accountant, lawyer, etc." is the highest. In future studies, the criteria and method of financial product development for high-priority financial products could be researched.
