E-Government provides convenient information and service, and enhances service quality to people by using new technology. E-Government now becomes representative project that many countries in the world are promoting competitively as a key method improving national competitiveness in the 21st century. With joining WTO, China is also facing a new challenge as e-Government is becoming increasingly common. In accordance with this trend china's e-Government is developing rapidly. But at the same time it also reveals many problems. Especially government and e-Government laws and policies are not integrated into one and legal basis to change management system of government is still weak. Thus, this study deals in generalities such as the concept of Chinese electronic government, the process, the purpose, related issues of the policy by comparing the current state of the Chinese electronic government with Korea electronic government. The purpose of this study is to derive implications from the comparative analysis.

지난 5월 18일 중국과 유럽연합이 중국의 WTO 가입 협상을 최종 마무리함으로써 중국의 WTO 가입은 기정사실화 되었다. 중국의 WTO 가입은 중국 산업에 많은 변화를 가져오게 될 것이다. 인터넷 서비스를 포함한 부가통신서비스 산업에서의 변화는 다른 어떤 산업보다 더욱 심할 것으로 보인다. 현재 중국의 IT 산업은 전반적으로 낙후된 실정에 있다. 따라서, 중국 정부는 WTO 가입에 따른 자국 IT 산업을 보호하고, 육성시키기 위한 정책을 지속적으로 추구하고 있는 실정이다. 특히, 전자상거래를 21세기 정보사회 경제활동의 중요한 요인 중 하나로 인식하여 전자상거래를 활성화할 수 있는 정책을 마련하고 있다. 더불어 중국 전자상거래 분야의 경우 아직 초보단계에 머물고 있어 많은 부분들에 외국 투자가들의 지원을 받아야 할 실정이므로 중국 정부가 외국 투자자들을 유인하기 위한 정책을 펼칠 것으로 예상된다. 본 고에서는 이러한 관점에서 중국의 전자상거래 현황과 향후 시장 전망에 대해 살펴보기로 한다.

반도체는 전자시스템의 제어 운용, 정보저장의 기능을 수행하는 핵심부품으로서 휴대폰, 자동차 등 주력산업의 경쟁력을 좌우할 정도로 파급효과가 크다. 중국은 전세계 전자장비 생산이 중국으로 이전되고 있고 중국 내수시장의 급속한 성장에 따라 반도체 산업이 고도성장을 기록하고 있다. 이미 세계 반도체 시장에서 최대의 소비국으로 자리잡고 있고, 파운드리 분야와 팹리스 분야에서 강점을 보이고 있다. 본 고에서는 중국의 반도체 산업을 중국 정부의 반도체 정책, 산업동향 및 특성, 반도체기업 현황을 중심으로 분석하고 우리에게 주는 시사점을 도출하고자 한다.

지난 2001년 11월, 중국의 WTO 가입이 승인되었다. 이는 과거 약 15년간 계속되어 온 중국 정부의 노력의 결과로, 중국은 IT 산업을 포함하여 경제 전반에 어떤 모양으로든 영향을 받게 될 것이며, 또한 중국을 매우 중요한 무역상대국으로 대하고 있는 우리에게도 적지 않은 영향을 미치게 될 것으로 보인다. 이에, 본 고에서는 중국의 WTO 가입이 중국 IT 산업을 포함한 경제 전반에 미치는 영향과 중국 시장에 관심을 가지고 있는 다국적 기업 및 우리나라 IT 산업에 미치는 영향을 살펴보고, 중국 시장 환경 변화에 따른 기회/장애 요인과 중국 진출을 고려하고 있는 업체들이 고려해야 할 사항에 대해 살펴보았다.

The economic growth in China takes the step of the Internet/Mobile revolution together. The high internet penetration provided the opportunity to increase the e-commerce market with fast speed. However, due to imbalance of the growth speed and preparation, the problems on various infrastructures and regulations were generated. Therefore, this study investigateed the current status of e-commerce market and sub-categories. This study also discussed about the problem of e-commerce logistics system, consumer protection, R&D investment, and human resources and provided the considerations for the future improvement. Finally, this study diagnosed the mobile payment and internet finance market and new e-commerce tax regulation, and then suggested institutional implications for the international standardization. This study is meaningful to provide the first implication to the Korean exporters after Chinese government had announced market open strategy for the 5 year e-commerce development plan.

Single window has become a critical point of trade facilitation. While Korea has set up the first web based single window 'uTtradeHub', China has also been working on a seamless single window. As strong governmental support, advanced technology, leading agency and legal framework are success factors for single window, China already has solid foundation for this. For the leading agency, this research suggests the CIECC as a leading agency with linkage to E-Port service for seamless trade service for companies. We expect that Chinese single window will materialize in near future by a leading agency with the help of strong governmental support.

중국은 경제개방 이후 남부 및 동부 연해를 중심으로 고도성장을 이룩하였으나 서부지역은 개발이 지체되어 지역격차가 심화되었다. 중국정부는 균형발전과 내수진작 및 소수민족 거주지역의 정치안정을 도모하기 위해 서부대개발을 추진하고 있다. 4대프로젝트(천연가스 연결, 수력발전소 건설, 양자강수로 황하연결, 환경보호 위한 식목사업) 외의 정보통신부문은 IT 기술 확대적용, 정보화 촉진, 광대역 네트워크 구축, 무한의 광통신밸리, 사천성의 서부실리콘밸리, 서안의 중국판 실리콘밸리 구축 등이 있고, 시장확대와 신규수요 창출로 우리에게 새로운 기회를 제공하고 있다.

최근 신문기사를 보면 예전과 달리 심심치 않게 대만에 관한 소식을 접할 수 있다. 물론 중국과의 대립에 관한 기사가 대부분이지만 그 중에는 한국이 세계 1위를 차지하고 있는 LCD 분야에서의 대만의 성장에 관한 기사를 찾을 수 있다. LCD에 관한한 세계 최고의 자리를 얻기 위해 정부까지 발벗고 나선 대만, 그 곳에서 열린 전시회를 스케치하고 IT업체를 지원하기 위해 만든 사이언스 파크를 찾아가 봤다.

5G 이동통신은 4세대 LTE보다 전송속도는 270배 빠르고, 지연시간은 1/30에 불과 할 정도로 빠른 속도와 연결성을 제공하기 때문에 가상현실, 증강현실, 자율주행차 등의 새로운 서비스를 구현할 수 있다. 5G 이동통신이 미래 유망 서비스로 부각되자 이동통신사들은 노키아, 에릭슨, 화웨이, 삼성전자 등 글로벌 장비업체들과 제휴하여 2019~2020년 상용화를 목표로 5G 기술개발에 박차를 가하고 있다. 일본의 NTT도코모, 중국의 차이나모바일, 한국의 KT, SK텔레콤 등 동북아 3국의 통신사업자들이 정부 전략과 공조하면서 가장 앞서 나가고 있다.
