This paper examines the development process of China's venture capital industry and the characteristics of its capital spatial configuration. The results reveal that the development of China's venture capital industry has its unique modality, which varies greatly from existing studies, namely, the desynchronized paces of industry development as well as the regional real capital supply and demand trend. More detailed observation shows the Chinese venture capital's spatial configuration has three main characteristics: first, the separation of the registered location and the actual location of business operation; second, the division and spatial configuration of the venture fund's capital circulation. To find the relevant factors related to the above phenomena, a correlation analysis was conducted between both market factors and non-market factors with the above capital spatial configuration. The analysis confirmed that besides the market factors, local legislative condition also presents a high correlation with the phenomena.

The purpose of this study is to explore the enlightenment of the Korean long-term care insurance policy on Qingdao's long-term care insurance policy through policy comparison. China and Korea are very similar in terms of cultural background, living habits, and population structure. Therefore, the successful experience of Korean long-term care insurance has great implications for Qingdao even China to build a long-term care insurance system. Through the literature review, this article compares the long-term care insurance policy implemented by Qingdao City and Korea in Gilbert & Terrell's social welfare policy analysis framework. With the comparison this article discusses about the existing problems of the current pilot policy system in Qingdao, such as lack of legislation support and financial independence, assessment standards are not detailed, and human resources are insufficient. The author raises five suggestions to improve Qingdao's long-term care policy as the conclusion of this paper: legislation support, detailed assessment standard, expand categories of benefits, enrich delivery network, optimize financing sources.

지하전철은 고비용 구축에 의한 대량 수송의 실적에도 불구하고 현실적으로 고액의 적자행정에서 벗어나지 못하고 있다. 선진국에서는 비용과 효율성을 위하여 지하전철선호에서 지상 모노레일로 급격한 변화를 가져오고 있다. 특히 경량화에 의한 첨단기술력에서 생산되는 고급 모노레일 카의 쾌적성, 친환경적, 경제성, 저소음, 저오염, 국지적 효율성 등에 의한 유비쿼터스 사회에 기여될 수 있는 최적의 조건을 가지고 있으므로 향후 지자체 위주의 행정에 의한 재정자립도의 확보를 위한 관광지의 개발에 관련된 천연성 지형지물, 인문성 문화제, 조경성 예술분야 등에 효자 상품으로 등극할 것이다. 이에 따라 정책적인 조정에 필요한 법제도 및 지방 조례 등의 조정으로 특색 있고 미래지향적인 모노레일 카의 정책방안의 설정이 시급하다. 특히 지정학적으로 3면이 바다로 위호되어 있고 중국, 러시아, 일본 등의 열강 국들에 육교적인 지정학적인 최상의 관광 및 첨단 한류문화의 교류의 니치성 상품의 활성화로 상대적으로 작지만 큰 경제적인 효과를 가져 올 수 있는 신 수송환경에 적극적인 행정과 민의의 접점에 교두보적인 수송의 르네상스 개념이 필요하다.

B2B 전자상거래는 그 성장 잠재성이나 일국의 산업구조 전환에도 많은 영향을 미친다는 점에서 국가적 차원에서 효율적이며 지속적인 전략수립이 필요하다는 인식이 대두되었다. 현재 미국을 비롯하여 EC, 일본, 싱가포르, 중국등 주요국들의 정책동향을 살펴보았다. 전자상거래 정책의 범위 및 특징이 국가별로 상이하기도 하지만 논의동향이나 정책 등에서 주요국들이 범세계적으로 비슷한 정책형성을 나가고 있는 단계라고 할 수 있다. 다만 정책의 강조점이 선진국의 경우 전자상거래를 산업 민간부문의 우위를 바탕으로 전 세계적 수준에서의 표준화률 주도하려는 의지와 B2B 전자상거래 환경의 구축을 자국의 경쟁력 확보와 연결지어 중장기적 발전 비전을 제시하고 있다는 점에서 우리나라는 정부와 기업 등 여러 분야에서 대책이 필요하다.

In 2013 a new era for EU patent law system was launched. The creation of the EU patent with unitary effect and the establishment of the Unified Patent Court established a new legal framework on substantive patent protection and patent litigation in Europe. This year the EU Patent Package would become a reality. It includes a regulation on a unitary patent, a regulation on the translation regime and an international Agreement on the Unitary Patent Court. In contrast to the classical European patent, the post-grant life of unitary patent will be governed by the newly created unified patent court and it will have unitary effect. In this article, I highlight the effect of the unitary patent and the jurisdiction of the unified patent court over unitary patents (and 'traditional' patents granted under the EPC that are not opted-out) for actions in relation to patent infringement or to revocation of a European patent and to licences of right. This article explores on the one hand the relation between national patent, the classical European patent and EU patent with unitary effect and on the other hand the relation of unified patent court to the Brussels $I^{bis}$ Regulation. Particular attention is paid to the institutional changes created by the unitary patent package abd the new supplementary forum that enables the UPC to hear disputes involving defendants from third States that relate to an infringement of a European patent and give rise to damage inside as well as outside the Union. Furthermore on the perspective North-east Asia this essay examines the lessons from the experiences of EU patent package.
