경제적 가치가 급증하고 있는 주파수자원은 유한하므로 이를 보다 효율적으로 배분하는 것이 전파관리의 중요한 과제가 되고 있다. 특히, 지나치게 높은 수준의 주파수 할당대가는 초기 투자비용을 증대시켜 경쟁력 있는 시장 형성과 원활한 서비스 제공을 저해하는 요소가 되며, 이에 따라 소요되는 비용은 소비자 요금으로 부당하게 부과될 수 있다. 따라서 본 연구에서는 주파수 이용대가를 국가별로 비교하여 현재 우리나라의 주파수 할당대가 수준을 분석하고자 한다. 세계적으로 주파수 할당대가의 산정방법은 IMT-2000의 사업자 선정을 계기로 크게 비교심사제도와 경매제도로 나누어 진행되어오고 있으며, 방법에 따라 주파수 이용대가의 결과는 다양하게 나타났다. 본 논문에서는 ITU, OVUM, OSIPTEL 자료를 바탕으로 약 30개 국의 IMT-2000 주파수 할당대가 산정 결과를 분석하고자 한다. 또한 주파수 할당대가 산정 시 영향을 미치는 요인을 관련 선행연구를 토대로 선정하여 회귀분석을 실시하고자 한다.

주파수와 같이 매우 희소한 경제적 자원을 배분하는 경우 경매는 배분적 외부성으로 인하여 비효율적 결과를 낳을 수 있다. 경매수입이 아닌 사회후생을 기준으로 하면, 경매를 통한 배분은 경매참여자가 2인일 때에도 비효율적일 수 있다. 이는 2위 기업이 주파수를 더 효율적으로 활용할 수 있다 하더라도 이를 통해 얻는 이익은 크지 않은 반면에 선도기업이 시장을 잠식당함으로써 입는 손실이 클 때 발생한다. 2-경기자 호텔링 모형을 사용하여 분석한 결과, 2위 기업의 입찰가에 어떠한 승수를 곱함으로써 2위 기업을 경매에서 유리하게 만들 경우 경매를 통한 배분 결과가 파레토 개선된다. 승수는 시장점유율을 바탕으로 구할 수 있으며 시장점유율 격차가 클수록 높다.

This paper introduces the 5G spectrum auction in Germany that occurred last summer and ended overheatedly after an extraordinarily long period. We describe the context of the latest German spectrum auction and trace the participants' bidding behavior. This case details the trend of the 5G spectrum auction and the factors that affect the spectrum auction as follows: First, it is determined that investment obligations that force network installations can be a financial burden to mobile network operators (MNOs) and require a careful approach. Second, excess demands can cause auction overheating and the spectrum supply volume needs to be determined by a proper demand forecast and investment incentive. Third, 'Set-Aside' for local usage aids in developing the vertical industry; however it limits the spectrum supply for mobiles and leads to higher bidding prices. Fourth, a modified adoption of a typical spectrum auction can alleviate MNO's financial burdens to secure the broadband spectrum. Finally, competition to secure the necessary bandwidth in the situation of limited spectrum supply may delay the process of the spectrum auction, causing it overheated.

This study was aimed to derive implications in terms of competition to establish a reasonable spectrum policy for fifth-generation (5G) spectrum allocation through an in-depth analysis of C-band spectrum auctions. As a result of examining auctions in five countries, namely, Belgium, Sweden, Canada, Brazil, and Hong Kong, we identified various characteristics. First, the minimum bandwidth that is essential for service competition is guaranteed. Second, in Brazil, the network construction cost of mobile network operators is regarded as a part of the spectrum price. Third, a joint allocation of spectrum is permitted in Sweden, and spectrum sharing after allocation for 5G services is allowed in Canada. Finally, the reserved spectrum is provided for new service providers in Belgium and Canada. Our findings may provide insights for establishing policies of 5G spectrum allocation and competition in the telecommunications service market in Korea.

This study derived implications regarding competition policy to establish a reasonable spectrum allocation draft of a 3.7 GHz spectrum band by indepth analysis of 5G spectrum auctions. The following general features were identified by examining auctions of three countries, including the United States, United Kingdom, and Denmark, were completed in 2021. First, securing the minimum bandwidth that is essential for service competition was guaranteed by applying the spectrum cap. Second, a continuous spectrum band was allocated to all mobile network operators. Third, certain requirements were implemented to encourage the expansion of 5G service coverage. The spectrum cap that was implemented in Korea during the most recent spectrum auction was ineffective regarding competition policy. Additionally, it is anticipated that the allocation of 3.7-4.0 GHz spectrum will considerably impact market competition because the continuity of spectrum band is different among mobile service operators. Therefore, it is time to discuss promoting the 5G service competition in Korea by revising related laws.

기존 연구는 주파수에 대한 정부 규제가 지극히 당연함에 인식의 바탕을 두고 있어서 주파수 배정에 대한 정부의 정책 분석이 직관적인 것임에 비하여 본 논은 주파수를 일종의 경제재로 간주하여 이에 대한 후생경제학적인 분석을 하였다. 본 논문은 주파수 규제의 기존 논리의 오류를 지적하고 주파수 수요와 주파수 공급간의 불일치를 야기시키는 초과잉여의 재분배라는 점에서 정부의 규제가 필요하다고 결론내렸다. 그러므로 주파수 배정절차도 이러한 맥락에서 이해되어야 한다. 현재 주파수 배정 제도고서 공개 심사, 경매, 추첨, 연합 콘소시엄, 개척자 우선의 원칙 등이 거론최고 있는데 된 논문은 이에 대한 객관적인 경제 분석을 통하여 정책 결정강의 함의를 도출하였다.

본 논문에서는 모바일 단말기를 통한 방송 콘텐츠 이용행태, 방송 통신 서비스 수신환경, 그리고 지상파 방송의 보편적 서비스 및 공익적 서비스 제공 의무에 따른 이용자 인식에 따라 지상파 방송의 디지털 전환 이후 700 MHz 주파수 대역의 할당 및 주파수 경매 선호에 대해 조사하였다. 본 연구결과를 요약하면 첫째, 모바일 단말기를 통한 DMB 이용시간이 많은 사람일수록 여유 주파수가 통신에 할당되어야 한다는 응답이 많았고, 둘째, 기술적 측면에서 디지털 지상파 방송의 수신 상태나 IP를 통한 동영상 수신 상태는 여유 주파수 할당 선호에 아무런 영향을 주지 못했다. 마지막으로 지상파 방송의 보편적 서비스가 중요하다고 인식할수록 방송용 주파수 경매가 필요 없다고 응답하였으며, 방송의 공익적 서비스 제공 의무에 대한 인식의 차이는 유의미한 영향을 주지 않는 것으로 나타났다. 이러한 분석 결과를 통해 미래의 지상파방송은 수신환경 개선이 가장 기본적인 과제라는 것을 알 수 있었다.

시장기반의 주파수정책이 도입되면서 주파수의 경제적 가치에 관심이 증가하고 있다. 특히 주파수의 할당대가, 주파수경매의 유보가격 및 입찰가격, 주파수 회수대가 등의 구체적 가격결정의 기반이 되는 주파수의 경제적 가치의 산정을 위한 방법론과 그 결정요인에 대한 연구와 실무적 적용이 활발히 전개되고 있다. 본 연구에서는 가치산정의 기본적인 방법론에 입각하여 주파수가치 산정방법론을 분석하여 가치산정에 영향을 미치는 변동요인들을 도출하고 개선된 적용방안을 제안하고자 한다. 주파수가치를 기술적 가치, 상업적 가치 전략적 가치로 구분하는 모형에서 추가적으로 고려하여야 할 변동요인과 그 변동요인의 적용방안을 제시한다.

본 논문에서는 방송에 사용되는 주파수 이용 현황을 조사, 분석하였다. 주파수 이용 기본 정비 방안과 세부추진 방안을 분석하여 바람직한 활용방안을 제시하였다. 주파수 할당을 위한 경매 제도를 분석하여 DTV의 스펙트럼의 재활용 방안으로서의 적합성을 검토하였다. DTV의 리턴채널 가능성도 분석하였다. 분석한 결과를 토대로 3가지 활용방안을 제시하고 각 방안의 장단점도 언급하였다.
