Status and Participation Plan of Economic Coorperation in Border Region of N.Korea and China (북·중 접경지역 경제협력 현황과 참여방안)

  • North Korean leader Kim, Jung-Il visited Beijing, China, May 2010, when he made a common recognition with Chinese President Hu Jintao on construction of the Rasun SEZ and the Hwanggumpyong-Wyhwado SEZ for development of Economic cooperation between N.Korea and China and accelerating establishment of SEZs in N.Korea. However, after N.Korea's third nuclear test on Feb. 2013, the relationship between N.Korea and China became a little worse. Recently, three nations' border region near Rasun in N.Korea is reconsidered that it is very important place for collaboration between and among 2, 3 or 4 countries, S.Korea, N.Korea, China and Russia. This thesis examined these changes of cooperation and plans among the countries near the border region and proposed some measures for participation of S.Korea on the projects in the Rasun region.

Problems and Solutions for the Term of Existence of the Housing Lease in the Digital age (디지털시대에 있어서 주택임대차 존속기간에 대한 문제점과 개선방안)

  • The Housing Lease Protection Act was enacted from March 5, 1981 as Law No. 3379 to guarantee the stability of residential life and legal status. After then, there were many problems, but through several times revision, it had improved insufficient part. However, in order to give guarantees actually the position strengthen for homeless poor people many issues still need to be solved and it has been raised. Along the way, with the introduction of the tenant renewal claims, in February 14, 2015, the National Assembly planned to discuss current issues by operating the Special Committee for housing welfare of ordinary people in the extra session. In the current, however, the conflict of the pros and cons is shown clearly. Meanwhile, because the contract renewal claim of tenant was not guaranteed, if the minimum duration of the lease will be lapsed, contract renewal is dependent on the intention of landlord. Thus, the residential stability of homeless poor could become unstable. Therefore, in this paper, to stabilize the residential living for tenants who are in poor status, analyze our term of existence regulation and through the compared to the national legislation about the term of existence, it will try to propose the specific legislative approach to the problem.

Applying CVM for the Reinvestment Ratio of Development Profits Generated by Renewing Old Industrial Park in Daegu Metropolitan City (CVM 분석을 이용한 개발이익 재투자 비율 설정에 관한 연구: 대구광역시 노후산업단지 재생사업을 중심으로)

  • In December 2019, the Ministry of Land, Infrastructure and Transport announced the revision of the Enforcement Decree of the Industrial sites and Development Act. In this revision, the reinvestment ratio of development profits generated by renewing the old industrial park is delegated to the local government ordinance. According to this announcement, the reinvestment ratio can be adjusted to less than 50% of sales revenue from construction projects and 25% of land sales for non-industrial use depending on local government conditions. This study aims to investigate the policy rationale for the adjusted ratio of reinvestment in development profits and explore how Daegu City can use this policy when revising ordinances in the future. A survey was conducted with a total of 320 experts, including public corporations, public officials, and industrial site workers in the Industrial Complex Committee. We employ contingent value measurement (CVM) based on 262 valid responses. The results showed that 27% of sales from the construction business and 22% of sales from non-industrial land were derived with an appropriate reinvestment ratio. Although the results in this study might not be generalized in other regions, we provide a potential reference for other local governments who are interested in ordinance revisions in the future. Another contribution of this study is to suggest the statistical method to derive the relevant ratio.

Cross-Border Interactions in the Swiss - German - French Border Region (스위스.독일.프랑스 접경지역에서의 월경적(越境的) 상호작용)

  • This paper is to explore the cross-border interactions and the formation of trans-boundary regional identity in the Swiss-German-French border region. It begins with a brief review of recent studies on 'boundary and border region', in order to gain a insight into the theoretical debates on this theme and to find out ideal types of the cross-border co-operations. And then it deals with the everyday cross-border movements(working, shopping, living) in 'Regio TriRhena', discussing the development of the trans-boundary co-operations in the EuroRegion 'Upper Rhine'. There are several committees to be defined in trans-boundary co-operation on the 'Upper Rhine', with different scopes of action, structured collectively like Russian dolls(Babushka principle). The economic differences between 3 countries trigger massive cross-border movements. This paper attempts to organize these cross-border interactions around Ullman's 3 bases for spatial interaction(complementarity, transferability, intervening opportunity). In conclusion, this paper shows that the elimination of economic obstacles does not suffice to create trans-boundary identity or a trans-border common regional spirit.

  • This study is a study to develop a configuration management methodology for efficient and systematic management in the event of configuration changes such as deformation, explosion, and remodeling of launch vehicle development test facilities, which are emerging as important national facilities in the era of full-scale space competition. Through the analysis of international standards for configuration management, a configuration management process framework to be applied to launch vehicle development test facilities is extracted, a survey was conducted on experts who performed life cycle engineering of launch vehicle development test facilities, and a configuration management methodology optimized for operation/management of domestic launch vehicle development test facilities was proposed. Identify the configuration for launch vehicle development test facilities, the configuration management manager, configuration management organization, and configuration management board approve/process the configuration changes, and after construction is completed according to design requirements, launch vehicle development test facilities try to manage the configuration in a controlled state.

A Study on the Improvement Plan of the Urban Area Using the Three-Dimensional Road System -Focus on Shinbashi·Toranomon area in Japan- (입체도로제도를 활용한 도심 정비방안에 관한 연구 -일본 신바시, 토라노몬 재개발사업을 중심으로-)

  • This study assessed the maintenance plan of the Shimbashi-Toranomon Development Area in Japan, which has recently been completed using the three-dimensional road system. In the main relevant law system, a three-dimensional road system, which enables the construction of buildings above and below the road, was applied. The specific construction regulations applying the financing power and knowledge of private business operators were applied. In the development district, city maintenance guidelines were established, and housing and shopping malls were regulated. This purpose was to promote change, unity of distance, effective use of land, and continuous urban revitalization with charm and vitality. The main features of the maintenance plan were accessibility and greenery, comfort and a sophisticated design, and a maintenance concept utilizing historical buildings and road space through the participation of local residents and the opinions of related committees. In addition, in the case of the construction of the upper and lower roads, the construction restrictions were relaxed, and the separation of the roads and the undergrounding of electric poles were promoted. The main aim was to improve the convenience of the residents and produce a pleasant road landscape.

A Study on Analysis and Problems of Deliberation to Change the Present Condition Around Cultural Properties - Focusing on the Cultural Properties of Standard Establishment for Change the Present Condition - (문화재 주변 현상변경허가 신청안 분석 및 문제점에 관한 연구 - 현상변경허용기준 수립 문화재를 중심으로 -)

  • The purpose of this study of deliberation results to Change the Present Condition of Gyeonggi-do Designated Cultural Properties established Acceptable Standards of Change the Present and its disposal of the fire, Accordingly to minimize the complaints of neighbors cultural property and Decision of Change the Present Condition to maintain the consistency of that is the purpose of this study and The results of the study are as follows First, 82 of proposals with tangible cultural monuments and 56% and 50% each accounted for the majority. 84% of the individual applicant, the application uses 94% of the construction, application facility houses the highest percentage of 40%. Approved and reconsideration results, while the largest number of monuments, rejected the result was the most frequent types of cultural property. and Building height, the highest was filed. Second, the results of deliberation voted two of the most frequently voted 36.5% to 48.7%, 14.6% is the reconsideration. The main reason for the decision passed Cultural minimal impact surrounding landscape, and the application of the buildings surrounding the site have voted in determining the existence of many affected. The main reason for rejection of the decision and voted to determine the cultural assets, compared to inhibition surrounding area of application architecture is characterized by large-scale. A Study of Establishing the Plan of Lodging for the Workers of Gaesung Industrial Complex (개성공단 근로자 기숙사 건립 계획 연구)

  • Now that it is the current situation that the smooth supply and demand are necessary for 2nd phase of beginning construction and stable development of Gaesung Industrial Complex, this study was willing to offer the planning criteria and model to establish the lodging for the workers in Gaesung Industrial Complex based on the agreement that both South and North Korea agreed in 2007. Regarding the plan, its standard and the alternative were reviewed considering welfare of workers, economic efficiency, technical validity, possibility of agreement and long-term development. The exclusive area per capita was calculated through Labor Standards Act of Korea and status survey of lodging for the workers provided to border line area between China and North Korea and the economic alternative based on one room for 6 persons with the public restroom was compared with that of development type based on one room for 4 persons with indoor restroom. Especially regarding the proposed site, the area with the optimized position was set by considering gradient, accessibility and convenience of development out of the area of Dongchang-ri where was agreed already and the priority of the proposed site that can keep the existing building site and provide was offered. The necessary period for whole construction was set as approximately 36 months. Regarding construction method, RC Rahmen method was selected as the optimized alternative considering the workmanship of manpower of North Korea and conditions of supply and demand of materials and cluster-type vehicle allocation plan based on 4~6 units considering the efficiency of supplying service facilities and convenient facilities along the simultaneous accommodation of 15,000 people was offered. It was analyzed that total business expenses of approximately 80~100 billion Korean Won would required though there were the difference for each alternative in the charged rental way that the development business owner develops by lending the inter-Korea Cooperation Fund and withdraws the rent by the benefit principle. The possibility of withdrawing the rent was analyzed assuming that the period of withdrawing the investment is 30 years. Especially for the operation management after moving, the establishment of the committee of operating the lodging for the workers of Gaesung Industrial Complex (tentative name) was offered with the dualized governance that the constructor takes charge of operational management, collecting fees and management of infrastructure and human resource management is delegated to North Korea.
