The Spillover Effect of Public Hosing Policy on Rental Housing Market: The Case of Seoul, Korea (공공임대주택이 주변 전세시장에 미치는 효과: 서울시 장기전세주택(SHIFT)의 경우)

  • SHIFT is public rental housing policy introduced by Seoul Metropolitan in 2007, which works as Chonsei(korean unique deposit rental system). This paper examines the effect of SHIFT on Chonsei prices of neighborhood apartments. To estimate the change in prices of Chonsei after the provision of SHIFT, I collect data on Chonsei prices of apartments within a 5km radius from the SHIFT housings. Summary of main results are following. Chonsei prices of the apartments within a 2-3km radius decreased by 4.4% after the provision of SHIFT housings. In contrast, when it comes to apartments within a 1-2km radius, I can't find the stochastic relationship between the provision of SHIFT hosing and price changes. This results can be explained by "Offset effects" caused by real estate development. Provision of SHIFT can sequentially induce nearby area's development, which plays a factor in the effect of price increases. And this offset effects varies in each apartment complex depending on demand for Chonsei and supply of the SHIFT.

A Study on the Policy Proposal for the Revitalization of Small Libraries in the Residential Communities in Gyeonggi-do (경기도 공동주택단지 내 작은도서관 활성화를 위한 정책 제안 연구)

  • In Gyeonggi-do(province), where the largest number of small libraries are located in Korea, 42% of small libraries are located in apartment complexes. However, as libraries established under legal obligations are managed and operated on voluntary will, there have been numerous ongoing cases of temporary closure or permanent shut down. To revitalize small libraries in apartment complexes, it is reasonable to seek ways to revitalize them through the role of the central point of the village community in the complex. To that end, this study surveyed the current status of small libraries in Gyeonggi-do, a survey of small library operators and related persons in apartment housing complexes and similar residential communities in Gyeonggi-do and 31 cities and counties. Based on this, this study was intended to derive practical measures to revitalize the operation and preservation of small libraries in such residential communities. Four goals were set to improve community awareness of small libraries, cultivate self-operating abilities, improve laws and systems, and strengthen support for local governments. Research needs to be carried out not only for small libraries in apartment complexes in Gyeonggi-do but also for the continued development of other small private libraries.

  • The Purpose of this study was to enhancing sustainable participation of community gardeners by comparing general apartment complex with public lease apartment complex by drawing indices for quantitative research. This research carried out interviews and statistical research with 319. The results revealed statistically difference between 2 types of apartment, and satisfactions and intention of continuous participation is also different from each sustainable in participating in community garden are also different from each type. Overall, however, participation of female citizens, public assistance, area of plot, and effectiveness of exchange can enhance participants' continuous participation.
