건축주와 설계 사무소가 건축 설계 용역 계약을 체결하고 일을 진행하다가 계약이 해제된 경우 건축주는 계약이 해제됐음에도 불구하고 설계도를 계속해서 사용할 수 있을까? 최근 건축 설계도의 저작권 침해 여부와 이용권에 대한 여러 가지 문제가 제기되고 있다. 설계 도면의 저작권 문제와 관련된 몇 가지 사항에 대해 살펴보았다.

기후변화에 따른 강수의 시 공간적 변동성 및 패턴변화는 다목적댐 등 수자원시설물을 이용한 용수공급 및 미래 용수공급의 안정성에 많은 어려움을 줄 것으로 전망되고 있다. 여름철 홍수기 유입량에 의존하고 있는 기존 다목적댐 저수지 운영기준으로는 더 이상 안정적인 용수공급을 만족하기 어렵다. 주요 취수원인 다목적댐에서의 가뭄단계는 기준저수량에 의해서 결정되어지며 가뭄단계는 관심, 주의, 경계, 심각 총 4단계로 구분되며, 해당 기준저수량 이하로 저수량이 저하될 경우 가뭄단계가 발령 및 용수제한공급이 시행된다. 그러나 가뭄단계별 해제의 경우, 정상 용수공급 환원기준에 도달하여야만 용수공급이 정상으로 회복되는 보수적인 기준을 적용하고 있어 정상환원공급 기준에 도달할 때까지 가장 심각한 단계의 용수공급 제한을 감수하여야 한다. 반면, 미국 등 선진국의 경우 가뭄대응 단계 발령 및 해제기준을 기상 및 수문조건 그리고 저수지 수위의 유지 상태 등 다양한 조건을 분석하여 제시하고 있다. 본 연구에서는 일단위 실시간 가뭄(유입량) 지수(SFI, Standard Flow Index)와 단계별 저수지 수위의 유지 기간을 통합한 가뭄대응 단계별 해제기법을 개발하였다. 최적 해제기준 도출을 위해 낙동강 다목적댐을 대상으로 다양한 가뭄해제 시나리오를 선정하고 가뭄대응 단계별 해제기준에 대한 정량적 효과를 분석하여 제시하였다.

일본 총무성은 2010년 6월 30일 SIM 잠금해제에 대한 가이드라인을 발표하여, SIM 잠금 정책을 구제화 하였다. 이를 통해 2011년 4월 이후 출시되는 단말부터 이동전화사업자는 이용자의 요구가 있는 경우 SIM 잠금을 해제해야 한다. 이것은 지금까지의 갈라파고스 신드롬으로 불리는 기술 국수주의를 극복하고, 이동통신소비자들의 선택권을 확대하는 동시에 통신사업자들의 시장경쟁을 활성화하기 위한 조치의 일환으로 볼 수 있다. 그러나 NIT 도코모와 KDDI는 총무성의 SIM 잠금해제 정책에 긍정적인 입장을 취하는 반면, 소프트뱅크 모바일은 자사의 아이폰 가입자를 도코모로 유인하려는 의도로 생각하여 반대의 입장을 표명하고 있어 총무성의 SIM 잠금 해제 정책이 일본의 이동통신시장에 미치는 효과가 어느 정도일지는 지속적으로 지켜볼 필요가 있다.

This study aimed to analyze the appropriateness of the criteria and methods of the feasibility study for national park re-planning. The rate of 'release area' was derived at a lower rate in the absolute evaluation (the second) than the relative evaluation(the third) Seoraksan and Juwangsan National Parks as well as Gayasan National Park. Despite the third evaluation method aiming to maintain park area through retention by setting the areas available for release as 10% rather than applying release, it was found that the absolute evaluation method did not derive more areas available for release. When the second and third ecology-based assessments were applied to study sites, both second and third ecological-based assessments showed that the actual release areas were not reflected in the extraction in 2011. Consequently, it was found that the ecological-based assessment was only a means of assistance instead of a means of critical decision-making for determining the release area. From the district adjustment of the park planning easibility study, it can be determined that interactive exchange and priority application of release criteria as external factors acted more significantly.

2009년 부동산 시장이 밝았다. 하지만 현 부동산 시장 상황은 10년 전, 1998년으로 되돌아간 듯하다. 헐값으로 나온 오피스 빌딩을 외국계 자본이 노리고 있고, 양도세 일시 감면 투기 지역 투기과열지구 해제 등 각종 부동한 규제책들이 무장 해제되고 있다. 지난달 부동산 시장의 단면들을 담은 주요 이슈들을 정리했다.

This study aimed to assess the economic value of the UX design and applied contingent valuation method (CVM) to the three smartphone screen unlock interface types: touch, fingerprint, and iris recognition. The contingent valuation method was chosen from various economic valuation approaches because the interface components such as the screen unlock are important user experience values but non-market goods which are not traded independently. Using the double-bounded dichotomous choice approach of the contingent valuation method, the survey results of the logit model showed that the economic value of touch unlock interface was 529 won, fingerprint was 4,214 won, and iris recognition was 1,316 won. That is, the fingerprint interface had the highest economic value, followed by iris recognition and touch interface. The main contribution of this research is that we examined a method for economic valuation of the UX design and generated systematic and credible results.

Locking은 다중 스레드간의 경쟁 상태를 조절하기 위한 전통적인 메커니즘이다. 하지만 Locking을 사용할 경우, 공유 데이터에 대한 잠금(lock) 및 해제(unlock)에 따른 대기 시간(waiting time)이 발생하며, 이는 전체 시스템 성능을 저하시킨다. Wait-free 동기화는 이러한 전통적인 Locking의 비용을 줄이고자 하는 기법이다. Wait-free 동기화의 기본 아이디어는 공유 데이터 수정 시 복제본을 생성해 처리함으로써 잠금에 따른 대기시간을 제거하는 것이다. 따라서 Wait-free 동기화 기법에서는 복제본생성 이후의 메모리 해제가 가장 큰 비용을 차지한다. 이에 본 논문에서는 Wait-free 동기화 및 메모리 해제 기법과 관련하여 주요 이슈 및 기술 현황에 대한 분석을 실시하였다.

우리나라의 다목적댐 저수지 운영기준은 홍수기에 발생한 유입량에 의존하고 있으며 최근들어 빈번하게 발생하고 있는 가뭄으로 현재 기준으로는 안정적 용수공급을 하기 힘든 상황이다. 이러한 가뭄에 의한 용수부족을 사전에 대비하기 위해 국토교통부에서는 댐 용수부족 대비 용수공급 조정기준을 제시하였다. 기준에 의해 가뭄시 다목적댐에서는 4단계의 가뭄단계(관심, 주의, 경계, 심각)로 관리되며 용수제한공급이 시행된다. 하지만 가뭄단계 해제시 다소 보수적인 기준으로 인해 용수제한공급으로 인한 피해를 최소화하기 위해 가뭄단계별 해제기준을 개발하였다. 본 연구에서는 AR5 RCP 4.5/8.5 26개 시나리오를 분석하여 기간신뢰도와 공급신뢰도를 산출하고 하위 시나리오와 median 값을 가지는 시나리오를 선정하여 해제기준을 적용하였다. 기간 공급신뢰도, 회복도 및 취약도와 추가공급가능량 및 용수 추가공급가능일수를 통해 용수공급능력을 평가하였다. 시나리오별로 용수공급 실패기간 유지일수에 따라 기간 공급신뢰도와 회복도 및 취약도가 상이하게 분석되어 향후 미래 기후변화시나리오 적용 분석시 적절한 기후변화 시나리오의 선정이 필요할 것으로 판단된다.

Hard disk passwords are commonly not well known. If the passwords are set, forensic investigators are not allowed to access data on hard disks, so they can be used to obstruct investigations. Expensive tools such as PC-3000 are necessary for unlocking such hard disk passwords. But it would be a burden on both organizations that should pay for these tools and forensic investigators that are unfamiliar with these tools. This paper discusses knowledge required for unlocking hard disk passwords and proposes methods for unlocking the passwords without high-priced tools. And with a vendor-specific method, this paper provides procedures for acquiring passwords and unlocking hard disk drives.

The U.S. NRC establishes a radiological criteria with regard to restricted or unrestricted use of nuclear plant site after decommissioning in NUREG-1757. According to this, a nuclear plant site can be released in a restricted way or unrestricted way only if a licensee demonstrates that the dose criteria is fulfilled after the site decontamination and remediation. In order to prove compliance with the radiological criteria of site release, LTP(License Termination Plan) must include the site release criteria, site characterization, final survey plan with major radionuclides and DCGL(Derived Concentration Guideline Levels), etc. Based on the decommissioning case of Rancho Seco nuclear power plant in the United States, this paper analyzed a method of setting the DCGL that can be applied to Kori NPP Unit 1 which will be permanently disabled in 2017.
