The role of urban green space in terms of popular values (주민의 입장에서 본 도시 공원녹지의 규제에 관한 연구)

  • 공원녹지가 군시내에서 수행하고 있는 역할에 대해 학자들은 크게 '주민을 위한 위락공간으로서의 역할' '도시구조를 이루는 한 요소로서의 역할' 그리고 '도시 생태계의 기반으로서의 역할'등 크게 세가지로 구분하고 있다. 본 연구는 대도시 주민들이 인식하고 있는 도시공원녹지의 역할을 그들의 이용과 가치관을 중심으로 설문조사에 기초한 결과의 일부이다. 조사에 의하면, 주민들은 대개 공원녹지를 그들의 위락공간을 위한 장소로서 인식하고 그 역할에 동의하고 있는 것으로 나타났다. 최근, 도시·조경계획분야에서 크게 논의되고 있는 생태학적 개념에 근거한 도시공원녹지의 '도시내 자연'으로서의 역할에 대한 주민의 인식이 전문가들의 열의에 배해 많이 높지 않음을 보여 주었다. 그러나 이는 위락공간으로서 역할 다음으로 중요도가 인식되고 있는 만큼 도시내 자연으로서의 공원녹지 역할을 높이기 위해서 학자들 사이에 구체적인 논의와 실증적인 연구가 뒤따라야 할 뿐만 아니라 주민들의 의사와 합의가 있어야 할 것으로 생각된다. 한편 도시공원녹지의 역할에 대해서는 도시주민의 사회적인 변수 특히 성, 교육수준, 임금수준 등에 따라 차이가 있는 것으로 나타나 도시공원녹지 계획시 이들 변수에 대한 고려가 있어야 할 것이다.

Empirical Study to Local Council Developmental Direction (지방의회 발전방향에 관한 실증적 연구)

  • This study conducted empirical research from the behavioral perspective with a survey to residents in order to grope for directions to develop a local council. The results gained from the research can be summed up as below: First, according to the result of evaluation on the essential roles (resident representative, checks, and legislation functions) of the council, the residents could not see any improvement in general. Regarding parliamentary activities and administrative changes, they also hardly felt any great changes. Second, according to the result of detailed evaluation on the council activities, the residents regard the collection of residents' opinions or the division exclusively in charge of collecting opinions to be very important. Third, in the developmental evaluation on the local council, they consider it is very crucial to induce outside specialists to secure expertise and establish the system to activate residents' participation. Above results imply that for the development of local councils, it is essential for the councils to play their roles responsibly as well as positively through communication and negotiation with the residents. It is thought that the research results will contribute to explaining the directions to develop local councils both practically and theoretically.

A Study on the Residents' and School Librarians' Perception on the Role of School Library as Local Reading Cultural Center: Focusing on Gyeonggi-Do (지역 독서문화센터로서 학교도서관 역할에 관한 지역 주민과 사서의 인식에 관한 연구 - 경기도를 중심으로 -)

  • This study has a purpose of understanding residents' and librarians' perception on the role of school library as local reading cultural center. For this purpose, we conducted survey on the residents' in schools located in Gyeonggi-do, Korea whose library is open to local community and conducted telephone interview with librarians in these school libraries. The study results can be summarized as follows. First, most of the residents' perceived that reading cultural programs of school library are necessary and showed positive satisfaction on the currently running reading cultural programs. Moreover, the residents' perceived that the reading cultural programs had positive impact on the activation of school library. Second, although librarians in charge of school library were aware of the importance of the role of school library as local cultural center, it was shown that school library was not providing diverse reading cultural programs due to budget insufficiency.

  • There is growing concern about landscape agreement with regard to a variety of activities within resident-based agreements in Korea. This study aims to investigate the communication method of the agreement contacting process and its essential role as a bottom-up resident-based process. The study site is Gobuk Market in Suwon city, where a resident-based landscape agreement was successfully made. In this study, the author implemented in-depth interviews and a literature review to understand the meaning of the agreement contracting process and participants' opinions regarding the Gobuk Market case. During the landscape contracting process, the level of participation of residents, experts and the government changed. The study found that diverse communication methods, such as training, agreement information sessions and seminars were conducted during the process of the resident-based landscape agreement and it is crucial to construct healthy relationship among stakeholders. Furthermore, the experts' role is crucial in establishing agreement among residents initially. However, as local empowerment and the willingness of local people grow, each stakeholder's role is changed by stage. Therefore the Central and Local Government have the necessary task of providing institutional strategy. This study has offered practical information on how each stakeholder played their individual role within the landscape agreement.

A Study on Degree of Interest in Health Projects Among Public Servants of Local Centers and Local Residents (보건사업에 관한 주민센터 공무원과 지역주민의 관심차이)

  • This study was intended to provide basic data for increasing the interest in health projects for the public servants and local residents in the period ahead by examining the difference in the degree of interest in health projects among the public servants at resident centers and the residents. For that, 46 public servants at resident centers and 107 local residents were sampled, and their degree of interest in specific health projects was analyzed based on Chi-Square and independent sample t-test. Based on comprehensive consideration of the results of analysis, public servants at resident centers were found to have lower interest in health projects than local residents. The results of this study showed that the public servants at resident centers had lower interest in health projects than local residents. That arises from the consideration that specialization is important for implementation of special works. Thus, this study needs to focus on expanding the role of public servants to ensure that resident centers can take on integrated role related to public health. Therefore, the results of this study can provide basic data for expanding the role of public servants at resident centers. Moreover, the results of this study suggested that various ways need to be explored to increase the interest in health projects for local residents.

  • 민선지방자치 실시 이후 충남도민의 자치의식 조사를 통해 자치의식 제고 및 자치역량 강화와 관련된 정책적 시사점 도출을 통하여 향후 바람직한 충남도민의 자치의식 정립 및 자치역량 강화에 요구되는 일련의 지침을 제공하고자 한다. 이러한 문제하에 자치의식 조사 결과를 통하여 본 정책적 함의는 지방자치단체의 정책능력 신장, 지방의회의 역할과 지방의원의 자질 향상, 지방공무원의 역할향상 기대, 주민의 자치의식과 주민참여 활성화 노력 등으로 요약할 수 있다.

  • Community Business is defined as profit-making enterprise for which a community residents can take to solve their own problems. It is comprised of some sequential activities: identifying problems, collective learning, organization. In rural South Korea, the central and local governments are promoting Community Businesses. However, the related policy programs are missing the very important perspective that self-help approach be essential in Community Business. Therefore, the policy programs should be changed so that they could effectively help community's autonomous practice.

  • This research examines classification of rural experience tourism villages and case study of 4 villages in Gyeonggi Province through theoretical studies on residents' participation and roles as the subject of regional development in the perspectives of place assets. The four types classified are as follows: 1) community systemization, 2) individual systemization, 3) community integration, and 4) individual integration. In order to achieve type of community integration, we pay attention to get more interests in intensifying the community systemization and further alternative approaches to rural tourism villages.

Success Factors of the Supdari(A Wooden Bridge) Restoration in Jeonju-River through Citizens' Initiative (적극적 주민참여를 통한 전통문화시설 복원 성공요인 분석 - 전주천 섶다리 놓기 사업을 중심으로 -)

  • This paper aims to analyze success factors for the construction of Supdari(a traditional wooden bridge to connect small streams temporarily), which is a citizens' initiative project to revitalize local community in Jeonju-River, Jeonju City. Recently Supdari has been restored for the use of belongings in local festivals. But Jeonju-River Supdari was designed and built to unite local citizens and connect river-divided villages. This project shows how investing social capital like Supdari makes the community vitalize through citizen's active participation. As a citizen leading project, there were several critical factors for sucess. At first, there were some noticeable ways to encourage local citizen's participation in online and offline. In the online, the Supdari internet cafe introduced what is a Supdari, how to make it and where we build using various media of UCCs and photos. In the offline, the small scaled model of Supdari was made and exhibited in the entrance of the village and related several seminars were hosted to discuss how to construct Supdari with citizens, local assembly men and public officials together. The Second is the movement to restore traditional and cultural resources for the community recovery triggered the supports from local councils and many civic groups. Civic groups supported ecological and structural expertise to guarantee environment friendly and stable construction. And local councils mediated citizen's and administrative office's opinions. The third is flexible administrative management to help citizen's ideas to be realized. Officials extended setting period of Supdari on the condition with the civic-control safety management.
