  • 해상교통관제시스템의 발달로 과거에 비하여 해상교통의 안전과 항만의 효율성은 크게 향상되었다. 이러한 관제설비는 유기적으로 상호 연동 공유되어야 관제사에게 정보를 효과적으로 제공해 줄 수 있다. 관제장비의 증가는 여러 정보를 수집할 수 있다는 면에서는 긍정적이만 점차 다양해지는 장비로 관제사의 업무량도 증가하기 마련이다. 따라서 여러 관제장비를 상호 연동하고 통합하고 그러한 정보를 활용할 수 있는 시스템이 필요할 것이다. 본 연구에서는 관제사의 업무를 효과적으로 지원해 줄 수 있고 정보를 지속적으로 기록 관리하여 이 정보를 활용할 수 있는 선박안전종합관리시스템의 개발방안을 모색하여 보았다.

  • 가스시설물의 안전관리는 개별적 위험인자를 전문가가 통계적인 기준을 적용하여 위험 상황을 분석하고 있다. 또한 개별적 위험인자를 모니터링하는 안전관리 시스템 등이 현업에 적용되고 있지만 위험인자들을 종합적으로 검토하고 통계적 모델의 제한성 때문에 다양한 가스안전관리에 적용되는 방법이 필요하다. 본 논문은 종합적으로 가스시설의 위험인자를 고려하면서 다양한 가스안전관리에 효과적으로 적용되는 지능형 위험패턴 분석 알고리즘을 제시하고 알고리즘이 효과적으로 사용되기 위한 도구를 구현하는 것이 목적이다. 이를 위해 ESSOM기반 지능형 위험패턴 분석 알고리즘을 제시하며, 데이터 생성기, 데이터 필터 및 가시화 모듈이 탑재된 분석도구를 개발하였다.

A Study on the Improvement of Maritime Traffic Management by Introducing e-navigation (E-navigation을 활용한 해상교통관리체계 개선방안에 관한 연구)

  • This study proposes the improvement of maritime traffic management for domestic ships and fishing vessels by introducing the e-navigation environment. This study discusses the development of present Vessel Traffic service (VTS) in a systematic aspect and a fuctional aspect. The concept and architecture of e-navigation operation system based on the General Information Center on Maritime Safety and Security (GICOMS) are proposed as a solution for the improvement of maritime traffic management in Korean coastal waters. Especially, means of data exchange between ships and ship-shore based on the Maritime Cloud and regional e-Data Center are discussed. This study will help to the implementation of the Korean e-navigation project which focuses on the safety of small ships and fishing vessels. In the future, it is needed to study for the development and operation of accident prevention system under the e-navigation environment.

  • SITES(Site Information and Total Environmental Data Management System) has been developed for the purpose of systematically managing site characteristics and environmental data produced during the pre-operational, operational, and post-closure phases of a radioactive waste disposal facility. SITES is an integration system, which consists of 4 modules, to be available for maintenance of site characteristics data, for safety assessment, and for site/environment monitoring; site environmental data management module(SECURE), integrated safety assessment module(SAINT), site/environment monitoring module(SUDAL) and geological information module for geological data management(SITES-GIS). Each module has its database with the functions of browsing, storing, and reporting data and information. Data from SECURE and SUDAL are interconnected to be utilized as inputs to SAINT. SAINT has the functions that multi-user can access simultaneously via client-server system, and the safety assessment results can be managed with its embedded Quality Assurance feature. Comparison between assessment results and environmental monitoring data can be made and visualized in SUDAL and SITES-GIS. Also, SUDAL is designed that the periodic monitoring data and information could be opened to the public via internet homepage. SITES has applied to the Wolsong low- and intermediate-level radioactive waste disposal center in Korea, and is expected to enhance the function of site/environment monitoring in other nuclear-related facilities and also in industrial facilities handling hazardous materials.

A Study on the Integrated Control and Safety Management System for a LNG Storage Tank (LNG 저장탱크의 통합제어 안전관리 시스템에 관한 연구)

  • This paper presents integrated control and safety management system for a LNG storage tank. This system is for collecting and analyzing the temperature, pressure, and vibration signals in which are used to control and guarantee the system safety and leakage control from the inner gas tank. Based on the investigations of LNG tank related failures and accidents, we strongly recommend the modification and new development of current safety related measuring and control systems because the LNG tank is constructed bigger and bigger in recent years for the efficiency and safety increments. Thus, this paper presents newly developed integrated control and safety management system for a large LNG storage tank. This system provides the enhanced measuring and control systems, and new displacement based safety system, which may detect and control the deformation properties of tank structures. In addition, we recommend that the new integrated control and safety management system should be coupled by process integrated innovation system (PIIS) for an increased safety, efficiency, and productivity of LNG tanks.

  • 사업장에 우수한 안전문화를 정착시키기 위한 필수요소는 무엇일까. 근로자들의 적극적인 참여, 원활한 노사관계, 경영진의 확고한 의지, 선진 안전기술 및 기업 등 다양한 요소가 있다. 이 모두가 무재해 사업장을 만드는 기본 틀이지만 그중에서도 '경영진의 안전의지'는 단연 사업장 안전활동의 성패를 결정짓는 핵심 요건이라고 할 수 있다. 실제 우수한 안전관리 체계가 갖추어진 사업장들을 보면, 공통적으로 경영진이 안전보건에 높은 관심을 가지고 있음을 확인할 수 있다. 지난해 말 열린 안전경영대상에서 최고상인 종합대상의 영예를 차지한 한국가스공사 인천기지본부 역시 이런 특징을 갖고 있다. 본부의 총책임자인 유두현 본부장이 굳건한 안전 신념으로 사업장 전반의 안전관리를 진두지휘하고 있는 것이다. 유 본부장을 만나 그의 경영방침과 철학 등에 대해 들어봤다.

Development of Safety Equipment Database for Effective Management in Wooden Cultural Heritage (효율적 목조 문화재 방재관리를 위한 방재설비 데이터베이스구축)

  • Wooden cultural heritage is vulnerable to fire, flooding and other hazards. Therefore, an effective disaster prevention and mitigation strategy for them should include preventive measures in a full range of management. These were used to construct a disaster safety system for 508 wooden cultural heritage items by the Cultural Heritage Administration. According to the type of ownership and administration, national and public heritage is controlled by personal management or commissional management. Among them, it is arranged with the safety security institute for important cultural properties. In addition, they have problems of field management with no computerization about the management information for a disaster facility system. Therefore, this study aimed to develop a DB platform that can share information with many users who need to manage cultural heritage. Through a field survey, it is feasible to develop a disaster facility system to provide the information, such as the main data, quantity and location.

A study on the City-gas Pipeline Management System by Reliability Based Design and Assessment (신뢰도평가 기반 도시가스배관 종합관리시스템 구축 연구)

  • For efficiently safety management of city gas pipelines, the City-gas Pipeline Management System(CPMS) has been developed to systematically manage and analyze the data collected from 33 city gas companies and to effectively perform internal and external affairs related to gas safety management. The piping information data uploaded to the CPMS is ranked the risk according to the criteria specified in the KGS Code, and the safety management of the piping has performed close inspection according to the risk ranking. However, the criteria for deriving the risk ranking is very simple and lacks relevant grounds, and the reliability for the determination of the close inspection pipeline is no high due to the redundant rank. Therefore, we developed a risk assessment program based on the Reliability Based Design Assessment(RBDA) methodology and tried to derive a reasonable risk ranking by linking it with the CPMS system.
