There are limitations to the manager's investigation of all damage sites and establishment of management plan in terms of manpower and cost. Community mapping can be used to overcome these problems with the information. However, it is difficult to make decisions when multiple information are registered in multiple areas of damage. Because community mapping information are registered only with pictures and simple contents, it is so difficult for the manager to clearly understand the site situation. This study suggests a methodology to support decision-making processes during disaster management through system integration between the community mapping and the drone mapping. By applying the proposed method, decision makers can make a timely judgment effectively on the damage situation. It is expected that the proposed method will save time, manpower, and cost in the recovery phase.

In order to respond to the complexity and uncertainty of water management due to the climate crisis, K-water established a digital twin water management platform based on our experience in operating ICT infrastructure such as hydrological data sensing and high-quality data management and water management capabilities. In this platform, data from related organizations and real-time observation data in the basin are displayed on 3D topographic domain. Also it is configured to support optimal decision-making through simulation for various situations, displaying and analyzing results, and feedback on them. It is completed to establish the platform for Sunjim river basin. Based on this technologies and experience, K-water is planning to expand this digital twin to 5 major rivers in Korea. Through this, it plans to build comprehensive decision-making system for efficient water management considering various conditions in entire basin. Also it aims to create a new water industrial ecosystem and contribute to secure technological competitiveness cooperating with private companies.

최근 지구의 온난화 및 급격한 기후변화는 전 세계적으로 수해를 촉진 시키며, 이와 같은 기상변화에 따른 우리의 치수 제도는 해마다 증가하는 재해에 대하여 발 빠른 대응을 하지 못하고 있는 실정이다. 따라서 본 연구는 미국, 일본, 유럽의 홍수 특성을 파악한 후 이에 대한 홍수대응 기본방침, 구조적 대책 및 비구조적 대책의 연관성을 고려한 홍수피해 대책, 치수종합계획, 극한홍수 및 이상홍수의 대응 방안 등을 우리나라의 현 치수관련 제도 및 홍수 피해 대책 등과 비교 분석 하였다. 우리나라의 치수 제도는 기본적으로 하천등급 위주의 홍수방어에서 지역특성에 맞는 다양한 방어대책으로의 전환의 필요성이 대두 되었다. 또한 예방, 대비, 대응, 복구의 4단계의 Feedback System이 상호 보완적 이지 못하며, 하천에 대한 계획 수립 및 관리를 중소 유역별 치수 정책에서 국가 차원의 통합치수 정책으로 확장성 있는 치수 정책이 필요함을 알 수 있었다.

규모가 큰 시스템의 연구개발 사업을 성공적으로 수행하기 위해서는 라이프 싸이클 모델에 의한 인력, 요소 기술 및 시간 자원의 효과적인 세분화와 유기적인 결합을 통해 전체 연구개발 사업에 대한 올바른 계획을 수립하고 이를 종합적으로 관리하여야 한다. 여기서 라이프 싸이클 모델(life-cycle model: 순기모델)이란 연구개발 계획 시점부터 완료 시점까지의 기간을 활동 내용에 따라 여러 단계로 정의한 모델로, 개발하고자 하는 시스템의 품질 향상 및 연구개발 사업의 성공적인 수행을 위해 필수 불가결한 요소이다. 특히 중형급(midrange)이상의 컴퓨터 시스템과 같이 구성 요소들이 순차적으로 연구개발 사업 자체의 성공적인 수행 여부 뿐만 아니라 향후 산출되는 개발 결과물의 품질에도 중요한 영향을 미친다. 그러나 우리나라는 연구개발 측면에서 큰 규모의 프로젝트를 수행한 경험이 많지 않아 이에 대한 기술 축척이 미진하며, 주로 선진 외국의 공학 기술을 그대로 사용하기 때문에 우리나라의 기술이나 연구 환경에 적합하지 않은 경우가 많아 이에 따른 시행 착오를 많이 겪어왔다. 본고에서는 1987년부터 현재까지 수행되고 있는 주전산기 연구개발 사업(주전산기 I, II, III, IV) 수행을 통해 얻은 경험을 중심으로 구성 요소들이 계층적 구조를 갖는 컴퓨터 시스템을 연구 개발하는데 필요한 하나의 라이프 싸이클 모델을 제시하고자 한다.

산소저감에 대한 프로젝트는 여러 가지 다른 이해관계와 의견 등을 종합적으로 고려해야 한다. 고객은 무엇보다도 안전하면서 비용적으로 효율적인 설비를 원한다. 도급자는 신기술을 신뢰하고 의지한다. 최신 기술이라도 이미 시간이 지난 것이라는 사실을 건축 계획자는 기억하지 못한다. 관할기관은 추가적 안전, 즉 비상시 보완적 수단을 원한다. 보험회사는 또 다른 위험을 감수하기를 원치 않는다. 신기술은 최첨단 기술과 신뢰할 만하고, 시험되고 인증된 설비를 반영한 문서의 초안을 요구한다. 안전요구 사항이 너무 낮다면 관할기관과 보험회사는 방화 수준을 향상시키는 것이 어렵다는 것을 지각한다. 우리는 권고사항을 알려주는 것만이 아니라 우리가 스스로 만들어낸 실수들을 부보하는 것이다. 자동차산업에서 리콜은 비용도 많이 들고 기업이미지 훼손도 심각하므로 고객들은 그들 스스로의 경험에 의지한다. 산소저감설비의 설치는 고객, 계획자, 보험회사에게 미래지향적이면서 안전한 설비를 선택했다는 확신을 심어줄 수 있다.

2004년 12월 17일, 정부혁신위원회는 가족정책을 기존 보건복지부에서 여성부로 이관 할 계획이라고 밝혔는데, 지난 3월 2일 국회 본회의에서 이와 관련된 '정부 조직법'이 통과됨으로써 오는 5월부터 본격적으로 가동되게 된다. 이는 여성부가 여성가족부로 확대, 개편됨에 따라 앞으로 가족정책을 모두 총괄하는 기능을 갖는 다는 의미인데, 작년 사회복지제도가 격렬하게 반대의견을 내건 '건강가정기본법'과 '모.부자복지법이 이관된다. 이 같은 변화는 지난 2001년 여성의 권익증진, 차별개선 등 여성정책 시행을 위해 여성부가 출범하여 지난해 '영유아보육 업무'를 이관 받은 뒤 5년도 체 안되어 가족업무까지 맡겨져 여성부의 어깨를 한층 더 무겁게 하는 것이다. 정부혁신지방분권위는 작년 말 이 같은 계획을 발표하여 전통적 가족구조가 무너져 가족해체 현상이 크게 나타나며, 이에 대한 국가차원의 종합적인 예방정책의 1단계로 이같이 조정했다고 밝혔다. 그리고 이전부터 여성청소년가족부를 만들어 통합관리하자는 주장을 제기해 온 여성부도 이번 변화에 대해 굳은 의지를 보였다.

The 「Health Care Workforce Support Act」 was came into effect on 29 October 2019. Health care workforce is the most important national health resource, and the quantity and quality of them is also related to the level of national health care. This study examined the background and major contents of this Act and suggested future improvement by analyzing main issues. Th e Act was enacted to support the health care workforce for their recruitment and better working environment. By stipulating the establishment of the master plan, management of the supply and demand, improvement of working environment for health care workforce, the act contributed to raise the quality of health service and health promotion. Given that the act was developed in consideration to support of health care workers, it has many meanings. However, it is necessary to reexamine the above-mentioned five issues in order to develop the effective law while utilizing the significance of the law for health care workforce support and has to revise as soon as possible.

The disposal facility in Gyeongju is planning to dispose of 800,000 packages of low- and intermediate- level radioactive waste. This facility will be developed as a complex disposal facility that has various types of disposal facilities and accompanying management. In this study, based on the comprehensive development plan of the disposal facility, a preliminary post-closure safety assessment is performed to predict the phase development of the total capacity for the 800,000 packages to be disposed of at the site. The results for each scenario meet the performance target of the disposal facility. The assessment revealed that there is a significant impact of the inventory of intermediate-level radionuclide waste on the safety evaluation. Due to this finding, we introduce a disposal limit value for intermediate-level radioactive waste. With stepwise development of safety case, this development plan will increase the safety of disposal facilities by reducing uncertainties within the future development of the underground silo disposal facilities.

This study is a basic study to establish a comprehensive plan for operating the Hanam Library, a regional base library that will be built in Gwangsan-gu, Gwangju Metropolitan City. We investigated opinions about the collection, library program, role and task of a regional base library and the operation of the cooperative shared storage. As a result of the study, the information resources that users prefer are a book form of the literary subject, and preferred library services are the use of information resources and participation in cultural events. Public library librarians answered conducting user-centered services and carrying out a cooperative projects between libraries are important and they recognized cooperative acquisition as a task should be performed first. In addition, opinions about the operation of cooperative shared storage is generally positive. The regional base library managers said that it is important to establish library governance by clarifying the status and role of the library and that as a public library, and to promote information services and cooperation projects for local users. The results of this study can be expected to be the useful basic material for the establishment of the Hanam Library comprehensive operation plan.

In this study, a survey was conducted targeting specialized librarians, and the impact on the work area according to changes in the internal and external environment and policy support measures was analyzed. In this study, we tried to derive factors that affect library development and policy suggestions accordingly. As a result of the study, first, it was confirmed that 58.3% of the negative opinions in terms of the importance of library development plans were positive in recognition of the role of library status within individual institutions. Second, in order to increase the status of specialized libraries, it was found that awareness of academic research activities was necessary by recognizing the importance of major functions and roles. Third, among the comprehensive library development plans, the recognition of specialized libraries and operational evaluation was the highest in recognition of the expansion of national public information services to the public. In addition, it was confirmed that among the five-year development strategies, the policy that should be implemented first is the preference for updating the status of specialized libraries and establishing a system for investigation. Fourth, as a result of analyzing effective alternatives and improvement indicators to increase the participation rate in library operation evaluation, the weighting of the "institutional library operation evaluation" item in the evaluation item of public enterprises was the highest at 4.01 on average. Therefore, for the development of specialized libraries, it was recognized as the most urgent task to establish a system that can comprehensively grasp the current status of specialized libraries as well as active academic research and support them.
