Effect of Pay-as-you-throw Bag Prices on Domestic Waste: Evidence from a Natural Experiment of Busan (종량제봉투 가격이 생활폐기물 배출량에 미치는 영향: 부산광역시 자연실험 사례)

  • This study analyzed the effect of pay-as-you-throw bag prices on domestic waste through the natural experiment difference in difference with synthetic control method using cases of price cuts in some districts in Busan in 2019. In order to consider the endogenous problem when estimating demand and price elasticity, the price-invariant district was set as a synthetic control group and the price-cutting district was set as a treatment group. As a result of the analysis, the price elasticity of demand was 0.05~0.11, and the price of the pay-as-you-throw bag had little effect in sales. This seems to be because pay-as-you-throw bag is necessities and account for a very small proportion of household income. This suggests that a policy that can shift the demand curve will be more effective than a price policy to achieve the waste reduction goal because the demand curve is almost vertical.

Estimating the Price of Standard Waste Bags Using a Structural Model (구조모형을 이용한 적정 종량제 봉투 가격 추정에 관한 연구)

  • This paper estimates the price of standard waste bags that satisfies the polluter pays principle. Unlike previous studies, this paper suggests a method that can find new equilibrium prices using a structural relationship between the demand and cost function for the wastes. To do this, we employ the fixed-point iteration. The main findings of this paper are as follows. Assuming that the polluter pays principle is achieved at the average cost for the waste treatment, the price need to be set at a level about 3.12 times higher than the current one. The estimation result using a structural model, however, shows that the price should be set at a level four times higher than the present. This results are because the quantities reduced of the wastes make the cost per quantity of wastes due to the fixed costs increase. If applying the estimated price to the demand function, the amount of discharge of waste generated nationwide can be reduced by 10%.

The Impact of Unit Pricing System on the Demand for Solid Waste Disposal, Food Waste Disposal, and Recyclables (종량제 가격이 생활폐기물, 음식물쓰레기, 재활용품 수거서비스 수요에 미치는 영향)

  • This paper investigates the impact of an increase in unit price of solid waste collection on demand for alternative solid waste disposal types. I control for other variables affecting the demand and employ both community and time fixed effects models in the estimation of each reduced-form demand functions. Estimation results show that an increase in unit price reduces the demand for garbage bag collection services of non-food solid wastes while it increases the demand for food wastes and source-separated recyclables. These results imply that reduction in the demand for non-food solid wastes collection is mainly achieved by increasing the amount of recyclables and food wastes collected. However, it appears that an increase in unit price increases the total amount of solid wastes generated. This suggests that price incentive effects are offset by the decrease in source-reduction efforts because of feedback effects resulting from the increase in recycling, food waste separation, and illegal disposal of wastes.

  • To suggest the separate collection system of garbage in household, people's disposition was evaluated. It was indicated that garbage be collected daily to minimize the odor which was major nuisance from garbage. However, most people wanted to discharge garbage in two or three days interval, as they did not prefer frequent handling. So, proper size of garbage container was determined as two to three days capacity. In contrast with it, it was major opinion that dicharged garbage should be collected everyday by local government to eliminate the outdoor pollution. Plastic bag was the most popular container, as it could be used instantly. Price of the bag affected on the efficiency of reduction and separate collection of garbage. Low price increased the separate collection and decreased the reduction, while high price introduced the opposite result. So, the dual price system was suggested to enhance both objectives.

  • 본 논문은 쓰레기종량제 하에서 가격유인책 및 다른 사회 경제적 변수가 가정의 쓰레기발생과 재활용품배출에 미치는 효과를 분석하고 있다. 개별 가정설문자료를 이용하여 가정의 쓰레기발생과 재활용품배출에 대한 구조적 방정식을 3단계 최소자승법으로 추정하였다. 추정결과 가계소득과 가족 수는 쓰레기발생량에 정의 관계로 영향을 미치며, 재활용품배출량은 가정주부의 시간가치와는 역의 관계를 가지고 교육수준과는 정의 관계를 보이고 있다. 쓰레기봉투가격의 인상은 쓰레기발생량에는 영향을 주지 않고 재활용품배출량의 증가를 통해 쓰레기수거서비스에 대한 수요를 감소시키는 것으로 나타난다. 가정에서 분리수거를 통해 재활용할 수 있는 잠재적 재활용가능량은 정부의 재활용품목의 지정 및 재활용기술에 의해 제한되기 때문에 쓰레기가격의 대폭적 인상을 통해 쓰레기수거서비스의 감소를 유도하는 것은 한계가 있는 것으로 보인다.

Analysis of Citizen's Attitude to the Foodwaste (II) (음식쓰레기에 관한 실태조사(II))

  • This study was conducted to analysis citizen's attitude and style to the foodwaste from l0th Sept. to 30th Sept. in 1996. The research was used questionare method and analysis was used prequency analysis and cross table method by SPSS (scientific statistics). The foodwaste of householdwaste account for 24.8%, and the magnitude by the kinds of garbage were waste from pre-cocking stage, fruitshell, foodwaste remained after eating, septic foodwaste during storage. The more the housewives'age are young, foodwaste volumne were much. Most remained foodwaste after eating were soup and pot stew. The main cause of foodwaste production was overvolumne cooking. 88.8% of answers think that a menu can be useful to reduce foodwaste. The survey showed that 87.3% of answers put into the meter-rate bag after removed wetness of garbage. 84.1% of answers thought that the recycling of foodwaste needed, but the practical housewife was only 21%. For the suitable treatment of foodwaste, Survey showed that the consistent policy of goverment and continuous publicity was needed essentially, and that the public notice of TV or radio was effective. All of answers would like to participate in recycling of foodwastes whether public-posting or personal-posting. To set up vessel of posting at household, the proper purchase price and space of institution are needed, also the solution of sanitory & aesthetic problem and the collection of composting-product must be achieved smoothly.
