A Study on the Problems and Solutions of the Single-Person Navigation Duty System of Fishing Vessels (어선 1인 당직체계의 문제점과 해결방안에 관한 소고)

  • In many cases, fishing vessels operate on a schedule that leads to departure, sailing to the fishing spot, fishing, and sailing to the port of return. Consequently, most of the captains of fishing vessels operated on a single-person navigation duty system rarely have time to rest, resulting in frequent accidents owing to drowsy operation. In addition, accidents frequently occur when a tired captain leaves his duty to an unqualified seaman who does not have the basic knowledge of navigation and sleeps in the bedroom. This problem has been discussed for a long time; however, it has not been solved yet because of lack of proper countermeasures. As a measure to reduce these accidents, this article proposes a certification system for navigational-duty crew of fishing vessels.

A Detection System of Drowsy Driving based on Depth Information for Ship Safety Navigation (선박의 안전운항을 위한 깊이정보 기반의 졸음 감지 시스템)

  • This paper propose a method to detect and track a human face using depth information as well as color images for detection of drowsy driving. It consists of a face detection procedure and a face tracking procedure. The face detection procedure basically uses the Adaboost method which shows the best performance so far. But it restricts the area to be searched as the region where the face is highly possible to exist. The face detected in the detection procedure is used as the template to start the face tracking procedure. The experimental results showed that the proposed detection method takes only about 23 % of the execution time of the existing method. In all the cases except a special one, the tracking error ratio is as low as about 1 %.

  • 어선의 해양사고 중 가장 많이 발생하는 충돌사고의 경우 선박 운항자의 졸음 등의 이유로 경계를 소홀이 하여 발생하는 경우와 어로 작업 중 접근하고 있는 상대선을 발견하고도 어로 작업 특성상 조종성능이 극도로 제한되어 적절한 피항 동작을 하지 못하여 발생한 경우가 대부분이며 이는 성어기의 어선 조업 특성상 선박의 조종업무를 수행할 수 있는 선장의 업무과중에 의한 피로누적과 어로 작업 특성상의 조종성능제한에 의해 기인한 것으로 판단되어 동해지방해양안전심판원 관할구역 내에서 주로 행해지는 자망, 채낚기, 기선저인망, 동해구 트롤어업의 조업 형태에 따른 어선 선원의 작업 여건과 각 어업별 어로 작업 중인 선박의 운항 성능에 대해 알아보고 충돌사고 방지를 위한 대책을 제안하고자 한다.

A Basic Study on the Fatigue Analysis Model for Marine Officers (항해사의 피로도 분석모델에 관한 기초연구)

  • Safe navigation is closely related to the fatigue of marine officers. Also, the fatigue of duty officer can cause serious marine accidents. In this study, the documentary survey about the marine officers' working environments, fatigue factors and symptoms was conducted. And the questionnaire survey which is related to the fatigue analysis factors such as sleepiness, mental physical workload and alcohol for apprentice officers was carried out, and the results of questionnaire survey were analyzed. Lastly, on the basis of this study, the fatigue analysis model was suggested in order to assess the marine officers' performance in the future.

Analysis of Grounding Accidents in Small Fishing Vessels and Suggestions to Reduce Them (소형어선의 좌초사고 분석과 사고 저감을 위한 제언)

  • An analysis of marine accidents that occurred in the last five years, revealed that 77.0 % of all grounding accidents and 66.1% of all marine casualties involved small vessels, which was a very high level relatively. The Mokpo Regional Maritime Safety Tribunal (Mokpo-KMST) inquired on 72 cases of marine accidents in 2021, of which 10 cases were grounding accidents. Furthermore, eight cases of grounding accidents occurred in small fishing vessels. This study analyzed eight cases of grounding accidents on small fishing vessels that inquired in the jurisdictional area of Mokpo-KMST in 2021. I found out that this grounding occurred in clear weather with good visibility (2-4 miles) and good sea conditions with a wave height of less than 1 meter. Furthermore, I found that the main causes of grounding were drowsy navigation due to fatigue, neglect of vigilance, neglect of checking ship's position, overconfidence in GPS plotter, and lack of understanding of chart symbols and tidal differences. To reduce grounding accidents of small fishing vessels, I suggested the following measures. First, crew members who have completed the able seafarer training course on bridge watchkeeping should assist to the master. Second, alarm systems to prevent drowsiness should be installed in the bridge. Third, the regulation should be prepared for the performance standards and updating GPS plotter. Finally, the skipper of small vessels should be trained periodically to be familiar with chart symbols and basic terrestrial navigation.

어선의 해양사고 방지방안에 대한 고찰

  • 최근 10년간 해양사고를 분석한 결과 어선은 전체 해양사고의 70퍼센트를 차지하고 있으며, 상선의 경우 충돌 및 좌초 등 운항과실에 의한 발생빈도가 높은 반면에 어선은 조업 중 및 기관구역 사고의 발생빈도가 높다. 또한 해양사고의 총톤수별 분석 결과 총톤수 100톤 미만의 소형선박이 72퍼센트를 차지하였다. 이에 이 글은 다음 7가지를 고려한 어선의 해양사고 방지방안을 제시하고자 한다. 1)충돌사고, 2)어선의 구조 및 설비에 따른 사고, 3) 어선의 전복사고, 4)어선의 기관, 화재, 폭발사고, 5)혼승선박의 비상대응능력, 6)어선의 출항통제기준, 7)동해안의 특성.

  • When a vessel is underway in a heavy weather, passengers and crew suffer from seasickness caused by ship motions such as pitch, heave or roll, or all combined Sickness induces drowsiness, dizziness, headache, stomachache etc, in extreme conditions, they are met with a serious trouble which is physiologically unrecoverable. It results in weakening of spiritual activities or making errors from decrease of motivation, dropping off skills, poor recognition and poor judgement. In this paper, it was examined the international standards concerning the occurrence of sickness and the execution of works, also evaluated the boarding comfort by conducting several times of questionnaire on cadets boarding on the training ship HANBADA As a result, it was confirmed that the main factor of occurring the sickness was the vertical acceleration and the level was more than 0.2g. Also, it was presented the way how to reduce the sickness by changing the speed and/or course in relation to the encounter period.

A Study on the Sea-sickness Susceptibility of Seafarer at the Wheel House and Engine Room (조타실과 기관실 근무자의 뱃멀미 민감성에 대한 연구)

  • Seasickness not only makes persons on board vessels to vomit but also causes vertigo, headache, sleepiness, fatigue, lethargy and other discomforts. This ailment leads to disturbance of biorhythm and decline of perception which would eventually cause reduction of situational awareness among ship's operators that leads to marine accident. This study is about the sensitivity of people onboard ships to seasickness and focused on deck or navigation officer cadets(apprentice officers) and engine officer cadets(apprentice engineers) who have no previous experiences on board. It is conducted by using motion sensor that can measure ship's X, Y, Z-axis motions and through the questionnaire survey, and evaluated each students' degree of seasickness symptoms. Through this study, in same circumstance, we have known that there are different degrees of motion sickness for wheel house worker and engine room worker, It also confirmed that seasickness have high relationship with degree of hull motion and also, with cycle of hull motion. In addition, we have confirmed that Z-axis hull movement has higher relationship with seasickness than X-axis and Y-axis hull movements. This study aims to initiate additional researches about X-axis and Y-axis of the ship's motion which it expects to greatly enhance safety of wheelhouse and engine room personnel, ship's livability and comfortable sailing.
