This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

수문조사기기의 검정은 수문조사에 활용할 기기를 일관되고 표준화된 기준으로 검사하여 수문조사에 적합한 기기인지 확인하는 것이다. 이러한 검정은 국가수문자료의 신뢰도를 높이고 유지하는 기본적이고 중요한 업무이다. 검정대상기기는 강수량측정기기, 유속측정기기, 수위측정기기, 부유사측정기기, 토양수분측정기기, 증발산량측정기기로 총 6가지이며, 2009년부터 국토교통부 위탁사업으로 한국건설기술연구원(유량조사사업단)에서 수행하고 있다. 특히 유량조사사업단에서는 유속측정기기를 제외한 나머지 5개 수문조사기기에 대해 검정을 수행하고 있다. 연도별로 2009년부터 2015년까지 98대, 334대, 572대, 539대, 359대, 682대, 690대로 총 3,274대를 검정하였고, 관측기종별로 강수량 1,579대, 수위 1,589대 부유사 23대, 토양수분 33대, 증발산량 50대이다. 신청기관별로는 국토교통부(홍수통제소) 1,847대, 환경부(국립환경과학원) 4대, 한국건설기술연구원(유량조사사업단 포함) 81대, K-water 338대, 한국수력원자력(주) 91대, 일반업체 913대에 대한 검정을 실시하였다. 검정을 실시한 강수량측정기기 1,579대 중 보정없이 합격된 기기는 1,495대, 허용오차기준에 미달되어 보정 실시 후 합격한 기기는 76대이며, 불합격 처리된 기기는 8대이다. 수위측정기기는 합격이 1,586대, 기준에 미달되어 불합격된 기기가 2대로 나타났다. 강수량측정기기의 각 연도대비 통계분석 결과 보정률은 2009년 97대 중 8대(8.2%), 2010년 194대 중 3대(1.5%), 2011년 180대 중 24대(13.3%), 2012년 175대 중 17대(9.7%), 2013년 165대 중 15대(9.1%), 2014년 547대 중 8대(1.5%), 2015년 221대 중 9대(4.1%)로 다소 낮은 수치로 나타났다. 이처럼 보정률이 낮게 나타난 이유는 관할기관의 검정을 위한 유지관리 및 사업자의 사전검사 등을 통해 감소한 것으로 판단되며, 이와 같은 결과는 수문자료의 품질 및 신뢰도 향상으로 이어졌다. 그러나 여전히 선진국에 비해 수문조사기기 검정의 중요성에 대한 인프라 구축이 미흡한 실정이다. 수문조사기기 검정의 선진국이라 할 수 있는 미국의 경우 USGS에서 HIF(Hydrogical Istrumentation Facility)라는 별도 조직을 운영하여 관측기기의 렌탈, 수리, 교정 및 검정, 개발, 교육 등 이러한 작업을 일괄 수행하고 있고 조직 내 자체 시설로 수중펌프 시험소, 자연과 유사한 환경에서 테스트 하는 장소, 대형온도챔버 등을 갖추고 있으며, 이러한 시설을 이용하여 기기의 교정 및 검정, 연구 등을 현장과 비슷한 환경에서 다양한 실험을 통해 검정방법을 비교, 분석하는 것을 볼 수 있다. 현재 우리나라의 수문조사기기는 다양한 방법으로 현장에 설치되어 검정방법의 다양성이 요구된다. 향후 우리나라도 HIF와 같이 다양하고 선진화된 시설과 기술을 개선하고 다각적인 시험 과정을 통해 수준 높은 검정방법체계를 갖추려는 노력이 필요하다.

In recent times, surface texturing methods have been widely applied to reduce friction and improve the reliability of machine components such as parallel thrust bearings, mechanical face seals, and piston rings. In this study, a numerical analysis is carried out to investigate the effect of uniformly spaced hemispherical dimples on the lubrication characteristics of a slider bearing using a commercial computational fluid dynamics (CFD) code, FLUENT. The pressure distributions, load capacity, leakage flowrate, and friction force are strongly affected by the dimple diameter and the number of dimples. In particular, the load capacity and friction force decrease linearly with the dimple density whereas the leakage increases. These results can be used for designing the optimum dimple characteristics in order to improve the lubrication performance of slider bearings, for which further studies are required.

The eddy current test(ECT) probe of differential encircling coil type was designed and fabricated, and the optimum condition of ECT was derived for the examination of the irradiated fuel rod. The correlation between ECT test frequency and phase & amplitude was derived by performing the test of the standard rig that includes inner notches, outer notches and through-holes. The defect of through-hole was predicted by ECT at the G33-N2 fuel rod irradiated in the Kori-1 nuclear power reactor. The metallographic examination on the G33-N2 fuel rod was Performed at the defect location predicted by ECT. The result of metallographic examination for the G33-N2 fuel rod was in good agreement with that of ECT. This proves that the evaluation for integrity of irradiated fuel rod by ECT is reliable.

The adult guardianship system takes effect from July 2013. At this point, just a month prior to the enforcement of the system, Korea should be prepared for specific countermeasures to implement the optimized system. Japan has high similarities in social and culture matters with Korea and is evaluated that the introduction background of adult guardianship system and overall operation system is similar to Korea's. As misconducts by adult guardians among the various problems occurred in Japan bring decreasing trust and delay the system settlement, proactive and posterior measures should be prepared for these problems. Therefore, in this study, misconducts by adult guardians occurred in the enforcement of adult guardianship system in Japan is to be examined and through these findings, several strategies were suggested to prevent misconducts in Korea which include the expansion of organization and manpower in family Court, dual supervision system and emergent appointment system etc.

Middle East Respiratory Syndrome (MERS), which occurred in the Middle East in 2015, is the most acute respiratory infectious disease in Korea. The limitations of the government's ability to respond to the spread of MERS and the inadequate communication of the government to the public have reduced the public's confidence in the government's infectious disease management policy. And it became an opportunity to raise awareness that infectious diseases could easily break down the national anti-virus system. Therefore, this study investigated the emergency response system of the infectious disease in the United States and sought to improve the infection control system in Korea. In order to achieve the purpose of the study, we analyzed the government's response to the MERS in 2015, analyzed the organization structure and role of the US CDC, and IMS.

The purpose of this study is to understand how to affect the safety behavior to the organization's trustees to investigate the level of safety awareness, safety awareness via the distribution center workers prepare the logistics industry disaster prevention measures. The survey was analyzed data to target by the clothing distribution center employees of 182 people. Analysis First, the level of safety awareness showed on a positive effect on organization trust. Second, it was found on the safety level of consciousness a positive effect on the safety behavior. Third, the level of safety awareness affect the safety behavior showed that the mediating role of organization trust. That is a higher level of safety awareness, such as the strict practice of business activities, investments, safety rules on safety education and training emphasis on safety increases confidence in the organization. It was confirmed the higher the confidence in the safety organization appears behavior such as actively participating in the work carried out in a safe manner, safety education and training. In addition, the effect was mediated by the organizational impact on confidence in the safety of personnel safety awareness actions. Based on that research results prepared safety awareness was raised through the industrial accident prevention measures.

This study is to consider political implication of indicators to measure personal information security in public sector studied by Ministry of Public Adminstration and Security from 2008 to 2011. The study analyzed the priority of personal information security policy dividing into personal information security infrastructure, personal information management with life cycle, correspondence of information infringement by scholars, experts, and chargers. As the results, to progress personal information security policy is important to management of personal identification information on web site; specially institutional infrastructure as responsible organization, exclusive manpower, and security budget; personal information security infrastructure. As like the results, it would be reflected in the progress of personal information security policy and tried to provide systematic management program with improving safe information distribution and usefulness.

This study is for analyzing the management performances of Korean tourism firms, operating as preparing strategically against FTA which is one of the most importantly external environment in international management since in the middle of 1990s. The main purpose is to test empirically some relations between the management performances and the levels of ownership-specifics advantages of Korean tourism ones. To be exact, the dependent variables of management performances are classified with sales, profits and management satisfaction, while the independent ones of the competitive advantages are sorted with the 5 following factors like marketing, product development, service supply, finance and organization culture. The survey of Korean tourism enterprises engaging in management activities in Korea is implemented by collecting questionnaires. And for testing the hypothesis, the analyzing tools are being used for correlation, reliability, validity, multi regression and the path analysis of structural equation modeling. As a result, Marketing is certified as only common factor to influence three dependent variables of sales, profit and management satisfaction positively.

Time series analysis is widely employed by many organizations to solve business problems, as it extracts various information and insights from chronologically ordered data. Among its applications, measuring time series similarity is a step to identify time series with similar patterns, which is very important in time series analysis applications such as time series search and clustering. In this study, we propose an efficient method for measuring time series similarity that focuses on anomalies rather than the entire series. In this regard, we validate the proposed method by measuring and analyzing the rank correlation between the similarity measure for the set of subsets extracted by anomaly detection and the similarity measure for the whole time series. Experimental results, especially with stock time series data and an anomaly proportion of 10%, demonstrate a Spearman's rank correlation coefficient of up to 0.9. In conclusion, the proposed method can significantly reduce computation cost of measuring time series similarity, while providing reliable time series search and clustering results.
