본 연구는 민간 회전익항공기 사고의 80% 이상이 조종과실이라는 사실과는 대조적으로, 모든 국내 회전익항공기 조종사들은 군에서 많은 경험을 가지고 민간 분야에서 종사한다는 점에서 어떤 특정한 환경적 요인이 있을 것이라는 명제를 바탕으로 연구를 시작하게 되었다. 우리는 지난 10년간 총 14건의 민간 회전익 항공기 사고가 있었다. 그중 9건 (64%)이 항공기 외부에 인양물을 매달은 채로 사고가 발생했다는 사실과 국내 외부인양물에 대한 구체적인 훈련 규정이 없다는 점을 반영하여, 우선 조종사 외부 인양물 훈련에 대한 국내외 훈련 및 자격 부여 과정을 비교 분석하였다. 그리고 조종사 훈련과 관련된 미국 연방항공청 (FAA) 파트 133 규정인 회전익 항공기(헬리콥터)를 이용한 외부화물 운송관련 법률과 국내 법률을 비교 분석하여 시사점을 도출하여 국내 상황을 적합한 외부인양물에 대한 조종사 훈련과 자격부여에 대한 대안을 제시하고자 하였다.

본 연구는 부조종사 자격증명 (MPL) 제도 도입을 위한 시범운영 로드맵에 관한 연구로서, MPL 제도의 국내 도입은 기존의 조종사 자격제도와는 다른 역량 (Competency) 기반의 신개념 조종인력 양성 및 자격제도로서 새로운 조종사 교육 및 자격제도이다. 따라서 MPL 제도의 국내 도입은 초기 규정 확보, 훈련사업자 또는 교육생 확보 등의 제반 사항 준비 및 훈련 인프라 구축이 어려울 수 있으므로 MPL 제도의 성공적인 도입을 위해서는 시범운영에 필요한 로드맵이 매우 중요하다. 국내 항공시장에서 MPL 제도가 검증된 훈련프로그램 및 자격체계를 확보하기 위해서는 정부와 항공업계 구성원이 공동으로 참여하여 MPL 훈련프로그램 과정의 점검, 평가 및 개선사항의 도출해내는 국내 비행 환경에 적합한 MPL 제도의 시범운영 로드맵의 중요성을 강조하고자 한다.

본 연구는 미래 성장산업으로 각광을 받고 있는 무인비행장치 교육훈련 및 조종자격증명제도 개선방안을 항공선진국의 사례와 전문가 인터뷰를 통하여 제시하였다. 개선방안으로 무인비행장치 조종사에 대한 명확한 개념의 정립, 무인비행장치 자격증명 및 자격증명 유지를 위한 제도시행, 자격증명 취득을 위한 표준교재 개발과 보급, 모의비행장치 인증기준 마련 등을 제시하였다.

Most aircraft accidents are attributed to crew error, but traditional training programs focus on individual training and evaluation. So, FAA developed innovative training and qualification programs that incorporate the most recent advances in training methods and techniques. AQP(Advanced Qualification Program) is focus on crew and individual performance in both training and evaluation. The primary goal of AQP is to achieve the highest possible standard of individual and crew performance. Nowaday, a lot of Airlines of US and Europe are managing aircrew qualification with AQP or ATQP. This paper proposed government's organization, documents, personnel and education to apply AQP to Korea, as well as domestic airlines available application of AQP.

Early remotely-piloted aircraft system (RPAS) development focused on simple reconnaissance to obtain information by visual observation for military demands. Currently, various types of remotely-piloted aircraft (RPA) is being developed worldwide for applications in many different areas. As RPA avionics are combined with CNS/ATM technologies, RPA capabilities will be enhanced and the market is expected to grow rapidly. ICAO has been held the Air Navigation Commission on 14 October 2011 to discuss revising Procedures for air navigation services (PANS) and guidance material related to RPA and their associated systems. It progressed that Annex 2 and 7 will be revised and came into effect from 2012. However most of incorporate revisions are not clear yet. Because the revision articles recommend follow requirements of the state(s). Considering operations of RPA in controlled airspace and between adjacent states, the qualification and training of RPA pilot will be one of the main issues for RPA operation. In this paper, we will take a look at international and domestic trends of regulation framework in ICAO and RPA advanced country in chapter 2.1 and suggest about consideration of remote pilot qualification and training for establishing regulations of remote pilot license.

현재 국내에서는 제트 한정자격을 취득하려면 소형 비즈니스 제트 기종으로 교육을 받아야 한다. 그 이유는 항공안전법 시행규칙 『별표 4』의 "중략~ 2시간 이상의 비행훈련을 받아야 한다."라는 법규 때문이다. 결국 운용비용이 상대적으로 저렴한 소형 비즈니스 제트 항공기로 형식 한정자격을 취득하는 셈이다. 이렇게 취득한 자격은 항공사에서 운용하고 있는 항공기와는 차이가 있다. 그러나 초기 제트 한정자격이 있으면, 항공사 보유 항공기 자격을 시뮬레이터 훈련만으로 취득할 수 있기에 항공사는 소형제트 한정자격이라도 소지하기를 원한다. 하지만 미국과 호주에서는 초기 제트 한정자격을 취득함에 있어서 실비행 훈련 없이 시뮬레이터 훈련만으로 해당 기종 한정자격을 취득할 수 있는 제도가 마련되어 있다.

An airman licensing system is central to the establishment and management of a state's airman licensing which gives official privileges to a person to perform specific activities by evaluating applicant's knowledge and proficiency. In recent decades, the level of the domestic aviation industry continues to leap forward and state's airman licensing system has also been advanced. However, accidents caused by pilot human errors are still occurring. In particular, the pilot occupations require a lot of experience and knowledge and the student pilots receiving the initial flight training have formed their own flight habits based on knowledge, skill, training methods, procedures, etc learned from the flight instructor. This paper discusses possible ways on the improvement for the domestic flight instructor rating by analyzing domestic and international rules and procedures for a flight instructor rating.

It is often misled that Multi Pilot License is introduced by International Civil Aviation Organization for the shortage of pilots. The truth is, however, that the license is focused on efficient training of co-pilots in the airline transportation system which an autopilot system is increasing in the Multi Crew environment. ICAO has been researching on the license since 1982, and made it international standard on 2006. Currently, co-pilots trained under Multi-Crew Pilot License courses are continuously increasing over the world. Although the license has introduced to Korea in September 10, 2009, it has not won popular support yet. This paper will lead people to precise understanding of Multi-Crew Pilot License and suggest its introduction plan.

A survey was conducted on the awareness and demand for the Multi-crew Pilot License (MPL) to prepare the legal institutional basis for the MPL certification system. A total of 288 airmen were asked questions about the awareness and demand of the MPL certification system, and factors affecting the establishment and participation of MPL training programs. The survey results show the understanding of the MPL certification system is significantly lower than that of the current pilot certification system. The demand for the MPL training program was found to be significant, trainees and low-skilled airmen was greater demand. The factor that has the greatest influence on the establishment and participation of the MPL training program was identified as employment connection (airline recruiting). It is expected that the result of this study will be used as basic data necessary for establishing MPL certification system policy.
