This study intends to present policy proposals to make the transition from policy adjustment system based on hierarchial authority to deal with energy policy to network establishment based on the central government, local government, industry and civic group, that can be converted into governance. To this end, the legal foundation to make the network-based policy adjustment for government's energy policy possible first. Second, contribution should be made to establish governance related to central government's energy policy. Third, contribution should be made to establish governance related to local government's energy policy. Based on this, this study intends to secure policy measures to establish and improve governance related to energy policy in Korea.

Electro-Rheological(ER) fluids undergo a phase-change when subjected to an external electic field, and this phase-change typically manifests itself as a many-order-of-magnitude change in the rheological behavior. This phenomenon permits the global stiffness and energy- dissipation properties of the beam structures to be tuned in order to synthesize the desired vibration characteristics. This paper reports on a proof-of-concept experimental investigation focussed on evaluation the vibration properties of hollow cantilevered beams filled with an ER fluid. and consequently deriving an empirical model for predicting field-dependent vibration characteristics. A hydrous-based ER fluid consisting of corn starch and silicone oil is employed. The beams are considered to be uniform viscoelastic materials and modelled as a viscously-damped harmonic oscillator. Natural frequency, damping ratio and elastic modulus are evaluated with respect to the electric field and compared among three different beams: two types of different volume fraction of ER fluid and one type of different particle concentration of ER fluid by weight. Transient and forced vibration responses are examined in time domain to demonstrate the validity of the proposed empirical model and to evaluate the feasibility of using the ERfluid as an actuator in a closed-loop control system.

동물과 사람의 연구에서 위장관 영양 인자는 위장관 점막이 점막손상으로부터의 회복에 중요하고 출생 후 경구 영양에 적응할 수 있게 하는 데에 중요하다. 경구적으로든 전신적으로 투여된 성장 인자들은 위장관의 성장과 발달을 촉진시킨다. 신생아 혈중의 영양인자들이 장관 세포의 수용체를 통해 작용하여 위장관의 성장을 조율한다. 위장관 영양인자들은 체내에서 합성될 수도 있고 모유를 통해 공급된다. 사람에서 출생 후 위장관이 장관영양에 신속히 적응할 수 있도록 위장관 영양 인자들이 중요한 작용을 한다. 모유 내의 성장 인자들이 신생아 생존에 필수적인 것들은 않아도 모유를 먹은 영아들이 조제분유를 먹은 영아들에 비하여 급성 설사, 괴사성 장염, 크론씨 병과 같은 위장관 질환의 위험율이 낮다. 위장관 영양 인자들의 대부분이 시판 조제분유에는 존재하지 않고 주로 모유에 존재함을 앎으로써 모유의 장점을 설명하는 데에 적용할 수 있을 것이다. 그리고 위장관 영양인자는 위장관 점막 손상된 경우 치료 목적으로 사용될 수 있는 여지가 높다. 이러한 임상적 이용은 특히 미숙아, 수술 후의 영아 등에서 적용될 수 있다. 그러나 향후 더욱 연구되어야 할 항목들로는 작용기전, 경구 및 정맥 투여 방법에 의한 효과의 차이, 체내 성장 인자들과의 상호 작용, 외부적 투여가 체내 인자에 대한 영향, 위장관 이외의 타 기관에 대한 영향, 그리고 안전성과 약물 역동학적인 특성 등이다.

본 연재는 앞으로 2회에 걸쳐 '네덜란드의 건축정책(Architectural Policy)'과 '네덜란드의 건축센터(Architecture Centers)'의 역할을 살펴보게 될 것이다. 이를 통해 각각 중앙 정부와 지역이 어떻게 상호 관계를 맺으며 네덜란드의 건축과 도시를 조율하고 발전시켜나가는 건축 정책의 중요한 주체로서 작용하는지 살펴보고자 한다. 이러한 복합적인 층위의 역할과 그 협력 관계를 이해하는 것은 오늘날 세계 건축계를 이끌어 가고 있는 네덜란드의 건축문화를 이루는 원동력이 무엇인지를 아는 데에 있어 매우 중요한 일이다. 네덜란드는 세계 최초의 정부 주도로 수립된 건축정책을 통해 지난 20여 년 간 건축의 공공성을 표방하며 자국의 건축문화를 발전시켜왔다. 네덜란드의 건축문화는 개별적인 작가들에 의해서라기보다는 건축가(군), 건축기관, 정부 등 여러 주체들에 의해 발전되었으며 건축 정책을 통해 지속적인 시스템을 구축했다는 점을 주목해야 한다. 네덜란드 정부는 건축정책을 수립하고 그 실행을 전문적 건축기관에 일임함으로써 전문가들이 분야의 전문성과 폭넓은 네트워크를 바탕으로 건축의 공공성을 지향하고 건축실천의 방향성을 유도하는 역할을 하고 있다. 한편 지역의 자발적인 움직임으로 설립, 운영되는 지역 건축센터들은 지역의 폭넓은 커뮤니티에의 접근성을 바탕으로 정부의 적극적인 지원 속에서 중앙의 건축정책의 방향성을 지역의 커뮤니티에 전달하고 지역의 이슈를 발굴하고 발전시킨다. 본 연재는 시대적 변화 속에서 개별적 주체들의 의식 성장으로 하향식 주도가 더 이상 작동하기 힘들며 관심과 동기가 다른 다양한 주체들과의 협의와 협력이 불가피해지고 공공성의 대변자 역할을 했던 건축, 도시계획의 위상이 근본적으로 변화를 겪으면서 공공성에 대한 이해의 재정립이 요구되는 현 시대에 네덜란드의 건축정책과 건축센터의 사례를 통해 우리에게 시사하는 바를 찾고자 한다.

"건축이 가진 본질적인 의무가 인간의 삶을 담는 공간, 더불어 공동체 속에서 살 수 있는 공간을 만들어내는 것이라 할 때, 건축의 공공성을 최우선 가치로 두고 공동체간 소통하며, 공유할 수 있는 공간들을 많이 만들어내는데 힘을 쏟을 계획입니다." 진희선 서울특별시 행정2부시장은 서울시에서도 손꼽히는 건축 도시전문가다. 기술고시 23회 출신으로 공직생활을 시작해 서울시 도시관리과장, 주거재생정책관, 주택건축국장 등을 지내고 지난 2015년 1월부터 도시재생본부장으로 업무를 수행하며 지역별 주거생활권 특성을 살린 정비사업 패러다임을 재정립했다. 개발과 보전의 조화를 통한 서울형 도시재생사업을 총괄해 서울의 건축 도시 기본틀을 마련했다는 평을 듣고 있다. 올 8월에는 서울시 행정2부시장에 임명돼 서울시 도시 건축행정 사령탑을 맡게 됐다. 건축전문가로 서울시 최고위직에 오른 거의 최초의 인물이라 서울시의 질적 성장에 기대가 크다. 작년 'UIA 2017 세계건축사대회' 개최는 우리 건축이 세계와 어깨를 나란히 하는 계기가 됐다고 말하는 그는 앞으로 서울이 이전보다 더 주변과 어울려 하나의 공동체 역할을 할 수 있는 공간구조가 되도록 하고, 시민의견을 반영해 여러 도시문제를 조율해 나가겠다고 말했다.

In recent days, the issues regarding the artists' status as labor and improvements of laboring circumstances, creating the well-fare system for artists are raised in our society. This paper searches for the process of various artists unions which are performing the important roles in the musical theatre industry in the U.S.A. The artists unions have developed the bargaining contracts and strengthened the protection of their original works. The discussions among many unions provide useful information to the independent artists when they make contracts in our Korean musical theatre market.

실혈견(失血犬)에 있어서 염산(鹽酸)케타민 전신마취(全身麻醉)가 심전도(心電圖), 뇌파(腦波) 및 혈압(血壓)에 미치는 영향(影響)을 조사(調査)하였던 바 그 성적(成積)은 다음과 같았다. 심전도소견(心電圖所見)에 있어서는 동성빈맥(洞性頻脈)이 지속(持續)되었으나 심장조율(心臟調律)에는 특이(特異)한 변화(變化)가 나타나지 아니 하였다. 그러나 건강견(健康犬)에 있어서 염산(鹽酸)케타민 마취군(麻醉群)과 비교(比較)해서 파형(波形)의 변화(變化)와 S-T분절(分節)의 편위(偏位)가 경미(輕微)하게 있었으며 P-Q와 Q-T 간격(間隔)은 상대적(相對的)으로 다소(多少) 연장(延長) 되었다. 뇌파(腦波)는 건강견(健康犬)에 있어서의 염산(鹽酸)케타민 마취군(麻醉群)과 유사(類似)한 양상(樣相)을 보였으나, 그 진폭(振幅)은 약간 감소(減少)되었다. 혈압(血壓)은 마취후(麻醉後) 약간 하락(下落)되었으나 곧 마취전(麻醉前)으로 회복(恢復)되었으며, 악화(惡化)되지는 아니하였다.

티타늄과 티타늄 합금은 재료적 특이성 때문에 심장 혈관 임플란트에서 일반적으로 사용되어 왔다. 일찍이 적용된 예로는 인공심장판막, 심박조율기의 보호케이스, 혈액 순환 장치 등이 있다. 하지만 물질유도혈전증(Material-induced thrombosis)은 혈전폐색에 의해 기인한 기능 손실로 심장혈관 임플란트 장치의 주된 합병증으로 존재하고 있으며, 심장혈관 임플란트의 혈전유전자는 심장혈관장치의 발달에 주된 난관 중 하나로 남아있다. 그리고 텍스처 혈액 접합 물질(Textured blood-contacting material)은 1960년대 초반 이후부터 혈액순환 보조 장치의 임상실험에 사용되고 있다. 접합 물질에 내장된 텍스처 섬유조직 표면은 형성, 성장, 안정적 부착, 생물학적 내벽(neointimal layer) 등 유도 혈액(entrapping blood) 성분에 의해 형성된다. 공동(cavity) 형상의 용해 가능한 미립자를 사용하는 SCPL법(Solvent casting/particulate leaching method)은 티타늄 기질 이전에 형성된 폴리우레탄 위에 텍스처(texture)를 생성하기 위해 사용되었다. 또한 콜라겐의 부동화(不動化)에 의한 공동(cavity)은 혈액 접합면에 잔존하기 위한 내피세포를 고정할 수 있는 효과가 있다. cpTi로 층화된 PU 기소공성(microporous)은 구조적 특성과 혈전증 감소를 위한 생물학적 내벽 사용의 잠재성을 평가하기 위한 세포 공동체 실험을 통해서 평가되었다.

It is expected that the role and market share of B2B Electronic Commerce between countries increase in the future. To motivate this new type of marketing, civil-leading flexible regulation frame is needed than any other factors including its legislation and administration for activating each companys cooperation mind and friendly relationship also. Government policies should focus on coordination of competing circumstances and participating to international standardization working scope In addition, domestic situation of B2B Electronic Commerce and political perspectives are to be analyzed and proposed that contribute to broaden market share. These aims are obtained by scrutinizing some critical factors of current B2B market: companys trading characteristics, possibility of introducing to trading scope, and B2B Electronic Commerce Policy etc.
