본 연구에서는 조선왕조실록의 호우기록을 이용하여 강우량 기록기간을 확장하는 효과를 얻어 이를 반영했을 때의 확률강우량의 변화를 검토하였다. 우리나라의 조선왕조실록은 약 500여년에 걸친 조선왕조의 주요한 사건들을 다루고 있으며 큰 피해를 입힌 홍수나 가뭄피해 및 현상을 잘 기록하고 있다. 특히 조선시대의 경우 조선초기부터 강우량의 과학적 측정에 대한 관심으로 측우기를 개발하여 전국적인 우량 관측망을 갖춘 바 있으며 현재는 영조 말년에 해당하는 1777년 이후의 측우기 기록이 남아있다. 따라서 조선왕조실록의 큰 호우사상이 발생하였을 때의 기록을 당시의 대처, 기록방법 등의 검토와 함께 측우기 기록과 비교하여 조선왕조 전체에 걸친 주요호우사상을 판별할 수 있었다. 이때, Stedinger가 제시한 censored data를 이용한 빈도해석 방법을 적용할 경우 조선왕조실록을 검토하여 얻은 주요 호우사상의 개략적인 규모 및 회수를 이용하여 확률 강우량을 산정할 수 있었다. 이 방법은 일정기간동안 특정 크기 이상의 호우사상의 크기를 안다면 연속적인 연최대강우량계열이 있는 것과 거의 동일한 수준으로 확률강우량을 산정하는 방법이다. 현대 강우빈도해석의 가장 큰 문제는 자료의 관측기간의 부족으로 인해 고빈도에 대한 신뢰도가 떨어지는 문제이다. 이에 대한 대안으로 조선왕조실록과 측우기 자료를 이용하여 장기간의 강우자료를 확보한 효과를 반영할 때 확률강우량은 현재보다 상당히 증가할 수 있는 것으로 검토되었다.

Annals of the Joseon Dynasty is a librarian that compiled the history of the Joseon Dynasty for 472 years, from Taejo to Cheoljong. The Annals of the Joseon Dynasty, National Treasure No. 151, are important documented heritages, but they are difficult to analyze due to their vast content. Therefore, rather than analyzing all the contents of the Annals of the Joseon Dynasty, it is necessary to extract and analyze important words. In this paper, we propose a method of extracting words from the main body of the Annals of the Joseon Dynasty through web crawling and analyzing the translated texts of the Annals of the Joseon Dynasty based on the data sorted according to the frequency of words. In this study, only the part of King Sejong of the Annals of the Joseon Dynasty was extracted and the importance was analyzed according to the frequency of words.

The Annals of the Joseon Dynasty are important records registered in UNESCO. This paper proposes a method to analyze big data by examining the frequency of words in the Annals of the Joseon Dynasty translated into Korean. When you access the Annals of the Joseon Dynasty from an Internet site and try to investigate the frequency of words, if you directly access the source included in the page, the keywords necessary for the HTML grammar are included, so that it is difficult to analyze big data based on the frequency of words in the necessary text. In this paper, we propose a method to analyze the text of the Annals of the Joseon Dynasty using Java's Jsoup crawling function. In the experiment, only the Taejo part of the Annals of the Joseon Dynasty was extracted to verify the validity of this method.

본 연구에서는 조선왕조실록을 중심으로 조선시대의 호우 및 홍수기록의 기술방법에 대해 텍스트마이닝 분석을 실시하였다. 조선왕조실록은 조선시대의 큰 호우사상은 모두 포함하고 있기 때문에 이를 일정한 등급으로 나누어 분류한다면 극치 호우 사상의 발생특성을 이해하는데 도움이 될 수 있다. 전체적으로 '큰비'에서와 같이 강우에 대한 언급만이 있는 경우가 '큰물', '홍수', '폭우'와 같이 홍수유출 및 이에 따른 피해가 설명되어 있는 경우보다 강우의 재현기간이 작게 나타나는 것을 파악할 수 있었다. 또 하나 주목할만한 점은 기록된 호우사상이 강우의 총량보다는 강우의 지속기간에 보다 민감하다는 점이다. 즉, 일시에 많은 비가 온 경우보다는 장기간에 걸쳐 내린 호우사상에 보다 초점이 맞추어져 있다는 점이다. 즉, 홍수유출의 크기 및 이에 따른 피해의 정도가 실제 이들 호우사상이 기록으로 남게 되는 원인으로 파악된다.

The annals of Joseon Dynasty is the most valuable resource containing the record of Korean history and has been known as one of the UNESCO's Memory of the World Register. There was a period that the annals of Joseon Dynasty was used with beeswax to control pests. It is considered as the prior reason of damage on the annals of Joseon Dynasty. Therefore, in this study we analysed the spectrum of traditional paper inside and outside of Korea, beeswax and accelerated artificial aging paper to restore the waxed volume in the annals of Joseon Dynasty by using FT-IR. As a result of FT-IR analysis, spectrum did not showed its big difference in all paper used in this study. However, there was a different spectrum in paper which was made with not Broussonetia kazinoki, but Echinochloa crus-galli var. frumentacea and Dioscorea batatas. Among traditional papers in various countries, spectrum of Korean paper showed the most similarity from the annals of Joseon Dynasty. In comparison between accelerated artificial aging paper and waxed volume, we could identify the change of spectrum affected by the damage.

최근 전 세계적 기상이변으로 홍수 가뭄 폭설 혹서 혹한 등의 재해 때문에 많은 사람들이 고통에 시달리고 있다. 기상이변으로 인한 재해는 과거에도 존재하였으며 한민족의 역사와 함께하였다. 온고이지신가 이위사의(溫故而知新可以爲師矣)는 논어의 위정편(爲政編)에 나오는 공자의 말씀이다. '옛 것을 익혀 새것을 알면 남의 스승이 될 수 있다'라는 뜻으로 재난을 연구하는 연구자의 입장에서 보면 반드시 새겨둘 구절이다. 역사 속에서 자연재해는 군주(君主)의 부덕(不德)이나 실정(失政)의 소치(所致)로 여겨지고 나아가서는 왕조나 국운의 쇠퇴와도 관련이 이어지기까지 했다. 이미 과거 자연기록에 있었던 일들이며 이러한 사실은 세계문화유산으로 지정된 "조선왕조실록"을 통해 조선시대의 자연재해 기록을 살펴볼 수 있다. "조선왕조실록"을 보면 경술년 현종 11년(1670년 5월 2일) "가없는 우리백성들이 무슨 죄가 있단 말인가. 아, 허물은 나에게 있는데, 어째서 재앙은 백성에게 내린단 말인가." 1671년 말 경신대기근으로 인한 사망자 수가 100만 명에 이른다고 기록도 있다. 기양의례'란 가뭄, 홍수, 전염병 같은 자연재해만이 아니라 개인의 질병과 불행 등 일상적인 삶의 조건을 위협하는 상황이 닥쳤을 때 이를 소멸하고자 거행하는 대표적인 재난문화의 종류이며 비정기적 의례를 의미한다. 조선시대에 기양의례는 재난대응의 상징적인 의미를 갖고 있다. 현재의 우리나라로 보면 재난안전대책 본부와 비견할 수 있다. 조선시대에는 "기양의례"를 통해 임금을 포함한 조정이 적극적 해결의지를 천명하고 각 고을의 관리와 지방군을 동원하여 수습 복구에 최선을 다했다. 부세를 견감하고 구제곡을 지급하는 등의 진휼정책이 뒤따랐다. 백성들도 오가작통제와 향약을 통해 환난상휼을 실천하였다. 이처럼 조선시대에는 비록 기술적인 부분은 미약했지만 재난대응의 체계만큼은 상당히 앞서있었다. 본 연구에서는 조선시대의 강원도 영동지방 자연재난사례를 조선왕조실록을 통해 조사하고 재난에 대응하기 위한 재난문화를 조사하고자 한다.

강원도(도지사 최문순)가 주최하고 강릉시(시장 최영희)가 주관한 '오대산 사고본 조선왕조실록 의궤 특별전'이 8월 6일부터 31일까지 강릉 오죽헌 시립박물관에서 열렸다. 이번 특별전은 광복 70년을 맞아 문화재청(청장 나선화)의 후원으로 진행됐다.

After analyzing the record of climate of the Chosun era with the weather data written on the true history of the Chosun Dynasty, and in comparison with the latest weather data in Seoul, the following conclusion has been reached. It s not easy to restore the climate of the Chosun era with the true history of the Chosun Dynasty only, for the data of the Chosun era is nothing but 5.4% of that the recent 10 years, centering around Seoul. The number of days of the praying for rain and fine weather have nothing to do with those of precipitation. The monthly number of days of precipitation and hail are similar to those of the recent 10 years, even though the data is not enough. The situation of the days of frost and fog are very different from that of the recent ,10 years. This suggests that they recorded the situation when there was a lot of casualties to men and property, while they didn't record it when there were no casualties because the precipitation occured at the time.
