Relative Efficiency of Jeju Self-Governing Schools (제주형 자율학교 상대적 효율성 분석)

  • The purposes of this study was to analyze the relative efficiency of nineteen Jeju Self-Governing Schools (JSGS) in elementary level by using DEA (Data Envelopment Analysis). Major results from the study are as follows: First, there were significant differences on the relative efficiency among JSGS, which might come from operation factors rather than from size factors of JSGS. Second, to improve the relative inefficiency of JSGS, it is quite suggestive that satisfaction of both students and parents would be developed, and that the quality of educational programs should be developed by analyzing especially parents characteristics and reflecting their needs. Lastly, the perspective of efficiency, which is a measure of the optimal usage of available school resources, should be adopted and used for school assessment in order to develop the relative efficiency of JSGS.

Current Status and Tasks of Autonomous Schools (자율학교의 현황과 과제)

  • The purpose of this study is to explore tasks based on the current status of autonomous schools currently in operation. The research method used the method of literature research. In addition, the research contents were divided into the significance and development of autonomous schools, the types of autonomous schools, the current status of autonomous schools, and the areas of tasks. In the significance and development of autonomous schools, as alienation from standardized and standardized education occurred, autonomous schools with special cases for school and curriculum operation were systematically guaranteed for the improvement and development of the education system, including the school education system. Next, the types of autonomous schools were divided into general autonomous schools and Jeju autonomous schools. The general type is based on the Elementary and Secondary Education Act, and the Jeju type is operated under the Jeju Special Act, and the contents are also different, so their characteristic aspects were examined. Finally, the current status and tasks of autonomous schools were discussed. The characteristic aspects of the general and Jeju types, which differ in legal basis and content, were examined, and tasks were presented accordingly. The tasks were presented as the large number of autonomous schools, the concentration by region and type, the use of special cases mainly on institutional aspects such as principal qualifications and school management committees, and the smoothness of manpower support in Jeju. As a result of these discussions, it was requested to operate a substantial autonomous school, not a formal autonomous school operation.

An Analysis and the Improvement of Jeju Self-Governing School Policy (제주형 자율학교 정책 분석 및 발전방향)

  • The purpose of this study is to analyze comprehensively Jeju Self-Governing School Policy (JSSP) by using the four dimensional views of policy theory frame and to suggest its improvements. The results are as follows: First, JSSP should improve differentiation of curriculum and locality centered on local basis, wide application of the special laws, and professional accountability. Second, JSSP should improve the policy structure of educational governance and differentiated standard of students achievement assessment, resolve equity issue, and secure the self-finance of the schools. Third, JSSP should improve localization of educational administration, administrative and financial support for teachers, parent's empowerment, and students understanding of the policy, and expand principal invitation system, Fourth, JSSP should improve public relations, the roles of the Council and professionalism of assessors, and adopt efficiency approach into the assessment system.
