The EU in order to surpass the United States in the world economy have tried several aspects. Economic growth is possible through the technological competitiveness of this industry, and also through the development of industrial technology and employment. Such EU Commission has taken several support policies in order to raise the R & D capabilities. Non-EU member countries, Korea, R & D pipe central incisor see support for the policy proposal evaluation for women is important. The aim of this paper is to analyze the proposal evaluation process of the EU commission for R&D projects. I argue that the EU's methode of proposal evaluation for EU R&D consists of five stages: expert briefings, proposals for individual assessment, consensus and finally a panel evaluation. The main features of the EU's R&D evaluation process for proposals are experts and panel evaluation. The Korean government could select, operate and manage experts for the EU's R&D evaluation. That would lead to a higher rate of success for Korean proposals in the EU.

공개 경쟁에 의한 제안 업체 선정과 객관적이고 공정한 제안서의 평가는 공공IT 부문에 있어서 성공적인 사업 수행을 위한 필수요소이다. '소프트웨어 기술성 평가기준 적용 가이드'에서는 소프트웨어 기술성 평가기준을 적용하는데 필요한 절차와 단계별 적용방법 및 세부내용 해설과 평가척도 예시를 제시하여 활용이 가능하도록 하였다. 그러나 기술성을 평가하기 위한 평가부문별 평가항목 및 평가기준에 대한 부분이 구체적이지 않아 경쟁력 있는 제안 업체의 기술성을 정확하고 공정하게 평가하는데 어려움이 있다. 따라서 본 연구에서는 제안 업체의 기술성을 정확하게 평가하기 위하여 평가요소 중에서 기술 평가요소에 대한 부분을 평가지표로 선정하고 통계 기법으로 평가지표를 검증하는 방법을 제시하고자 한다.

According to the 2007 national curriculum amendment, new 'informatics' textbooks have been used since 2010 as a textbook for middle school first graders and will eventually be used in other grades. However, only a few studies that have evaluated the 'informatics' textbooks, have been performed. What is worse is the fact that none of the evaluating tools even exist. Therefore, we propose the criteria of selecting 'informatics' textbooks in middle school. Its contents can be summarized as follows: First, this paper classifies previous studies on textbook evaluation into general criteria of selecting textbooks, method of textbook analysis based on how inquisitively students can learn and previous studies which analyzed existing secondary school 'informatics' textbooks and propose the criteria of selecting 'informatics' textbooks in middle school. Second, using the proposed selection criteria for 'informatics' textbooks and other evaluation criteria, five kinds of informatics textbooks were analyzed. Furthermore, it is expected that we can use the selection criteria as a material to choose the new 'Information science' textbooks, and to suggest alternative directions of future studies in the area of evaluating 'Information science' textbooks.

기존의 교과서 평가를 위한 준거에는 Shmidt의 일반적인 교과서 평가 준거, Dover의 교과서 선택 준거, Huetteman의 교과서 평가 준거, Romey의 탐구성에 대한 교과서 분석법 등이 있다. 아울러 2007년 공시된 2007년 개정 교육과정의 정보 교과목은 2010년부터 중학교 1학년에 적용된 뒤, 중등학고 전체로 확대 시행될 예정이다. 따라서 본 논문에서는 기존의 교과서 평가 준거를 분석하여 새로운 정보 교과서의 비교분석을 위한 선택준거를 제안한다. 또한 제시된 선택준거와의 비교를 위해 정보 교과서 2종을 Hutteman과 Romey의 분석법을 적용해 평가하였다.

Proposal assessments for new weapon system development such as C4I system have been applying a qualitative assessment. The main problem of qualitative assessment is that the results vary depending on the evaluator's subjective preferences and priorities. Also, if there is no discrimination of technical skills degrade, the company will be selected by bid price regardless of technical power. In order to making a fairness, We need a method to compensate for the evaluator's subjectivity and to enhance discrimination. Previous standardization method is limited because targets of the proposal assessment are minority and have similar skill level. So, The new standardized evaluation methods applicable to the proposal was presented. This way is using the priority instead of the score and has better performance than existing methods as the target numbers are smaller.

기존의 제안서 접수 및 평가 방식은 수작업이 대부분을 차지하여 많은 인력과 시간이 소요되며 정확성도 완전히 보장할 수 없는 단점을 가지고 있다. 이러한 비효율적인 방식을 개선하기 위해서 접수 및 평가과정을 웹상에서 자동화하여, 문서 작성자, 접수자, 평가자 및 관리자들이 좀 더 편리하게 관련 작업을 처리할 수 있게 하였다. 자동화를 도입하기 위한 방법으로 HWP 문서의 구조 정보를 표현할 수 있는 마크업(markup) 언어인 HWPML(HWP Markup Language : 이하 HML)을 사용하였으며, HML 문서를 파싱(parsing)하여 필요한 정보만을 추출하여 XML(eXtensible Markup Language) 문서를 생성하였다. 이렇게 생성된 XML 문서는 논리적인 구조 정보를 가지고 있고 플랫폼 및 소프트웨어 중립적이기 때문에 효과적인 검색, 관리 및 공유가 가능한 시스템 환경을 제공한다. 이 기법으로 표준 언어로 부각되고 있는 XML 형태의 문서 관리를 기존의 워드 프로세서 형태의 문서 관리에 확장 적용할 수 있다. 본 논문에서는 이러한 자동화 시스템의 구조와 문서 변환 기법을 제안하였다.

OTS(Operator Training Simulator) 소프트웨어는 원자력발전소, 화력발전소 또는 화학공장 등과 같은 플랜트의 동적 특성을 실제의 플랜트와 같게 컴퓨터 환경을 이용하여 모의하는 기능을 수행한다. OTS 소프트웨어는 개발 규모가 방대하고 개발에 소요되는 시간과 비용부담이 큰 특징을 갖는다. 또한 플랜트 공정제어와 감시에 대한 전문지식이 요구된다. 따라서 OTS 소프트웨어 개발은 정부투자기관이나 연구기관의 자체인력을 활용하여 개발되어 왔다. 그러나, 최근에는 아웃소싱이 보편화됨에 따라 OTS 소프트웨어 개발 또한 외주개발 형태를 띄게 되었다. OTS 소프트웨어 외주개발은 소프트웨어 개발회사들에게 동등한 기회를 부여하기 위하여 일반적으로 2 단계 공개경쟁 형태로 프로젝트가 수행된다. 즉, 기술규격경쟁과 가격경쟁의 결과에 따라 외주개발 회사가 선정된다. 국내 소프트웨어 개발회사들의 경우에 OTS 소프트웨어 개발경험이 적으므로 OTS 소프트웨어 개발 프로젝트 수주를 위한 첫 번째 장벽은 발주자의 제안요청서에 합당하는 기술 제안서를 작성하여 OTS 소프트웨어를 개발할 수 있는 기술적 사업적 능력이 충분함을 입증하는 일이다 본 연구에서는 OTS의 유형과 특징, 프로젝트의 기술제안서 평가요소를 고찰하고 OTS 소프트웨어 개발에 참여하려 고 개발회사가 제안서를 작성 제출할 경우에 기술규격 경쟁에서 우위를 점할 수 있는 기술제안서 작성방안을 토의한다.

군집 분석은 데이터의 속성을 분석하여 서로 유사한 패턴을 가진 데이터를 묶는 방법이다. 군집 분석은 많은 응용 분야에서 쓰이고 있으나, 수행된 군집 분석 결과가 과연 정확한 결과이고 의미 있는 결과인지를 평가하는데 어려움이 있다. 본 논문에서는 군집이 형성된 데이터를 분석하여 군집 분석 결과를 평가하는 상대적 군집 평가 방법을 제안한다. 본 논문에서는 상대적 군집 평가 방법의 인덱스를 정의하고 형성된 군집 분석 결과에 적용해 최적의 군집, 의미 있는 군집을 찾을 수 있음을 보인다. 또한 실험을 통해 제안한 인덱스의 적합성을 보이며, 제안한 인덱스가 기존의 인덱스에 비해 최적의 군집, 의미 있는 군집을더 잘 찾을 수 있음을 보인다.

본 논문에서는 hidden Markov model (HMM) 기반의 스테레오 신호로부터 서라운드 오디오 신호를 생성하는 기법을 제안한다. 먼저 5.1 채널 오디오 훈련 데이터베이스로부터 MDCT 영역에서 전방/서라운드 채널의 서브밴드 에너지를 프레임 단위로 계산하고, 이를 특징 벡터로 하여 좌측과 우측 채널 두 개의 HMM 이 구성된다. 다음으로, 입력된 스테레오 신호에 대해 HMM decoding 을 통해 서라운드 채널의 MDCT 영역의 서브밴드 에너지가 예측된다. 이 예측된 서브밴드 에너지로부터 역 MDCT 를 통해 서라운드 오디오 신호가 생성된다. 제안된 방법의 성능평가를 위해 MUSHRA 청취 실험을 수행한 결과, 제안된 HMM 기반의 방식으로 생성된 서라운드 오디오 신호가 기존의 패시브 서라운드 디코딩 기반으로 생성된 서라운드 신호에 비해 높은 선호도를 보였다.

The Records Appraisal Review contains the processes and results of appraisal works for records. This study is an analysis of the 2018 Records Appraisal Review of 22 Local Education Offices where records managers were deployed. To ensure reliability of analyzing results, the analysis data preparation criteria were applied to maintain consistency in the analysis data preparation. Also, statistics by appraisal process and retention period were cross-checked. Through the analysis of the Records Appraisal Review identifies the actual condition for records appraisal. Based on this, the improvement measures that are applicable in practice were proposed in terms of records management of department, appraisal works of records manager and operation of Records Appraisal Review Commission.
