지능정보기술 기반의 4차 산업혁명으로 기존의 산업구조 및 시장경제에 큰 변화가 있을 것으로 전망되는 가운데 글로벌 기업들은 신시장의 주도권 선점을 위해 적극적인 외부기술 도입과 개방형 혁신을 추진하고 있다. 국내에서도 "기술의 이전 및 사업화 촉진에 관한 법률"을 근거로 기술이전 사업화에 대한 제도적 틀이 마련되었으며, 공공기술을 중심으로 기술거래시장이 확대되고 있는 상황이다. 본 연구에서는 ICT분야의 기술이전 실 사례분석을 통해 기술이전 거래방식의 유형별 특성을 살펴보고 앞으로의 방향을 제언하고자 한다.

현존하는 모든 데이터의 90%가 지난 2년 내 생산된 것이지만, 보존되는 데이터의 비율은 매년 17% 하락하고 있다. 본 연구에서는 연구데이터를 보존하기 위해 연구데이터 관리 정책을 살펴보고자 한다. 자연과학 분야에 비해 데이터 관리의 제도적 기반이 미약한 인문사회 분야의 연구데이터 정책 사례를 살펴보았다. 미국의 ICPSR, 캐나다의 SSHRC, 영국의 AHRC의 웹사이트에서 데이터 관련 정책을 참고하여 조사하였다.

GIS is essential to regional development and management in informatization age. But utilization of GIS in Korea remains still elementary area of automated mapping or facility management. In this paper, we suggest executable principles that are able to enhance and improve the efficiency of regional development affairs using GIS DB. In order to accomplish the role of planning support tool, GIS DB have to be plentiful geographic contents. Metadata DB, user-friendly application interface and compatibility of data between the public and the private must be constructed in GIS DB. And geographic information should be shared between the public and the private.

The purpose of this study examines interaction between region and industries through industrial networks of the regional resource-based industry. To achieve this goal, the fermented soy products industry in Sunchang is selected as a case study. This study traces the process of adjustment of firm-activity networks. And then, it scrutinizes the coevolution process between region and industry. It shows that the fermented soy products industry in Sunchang is embedded in the region and it strengthens regional development potentials for the local/regional economy.

클라우드 컴퓨팅 서비스의 많은 장점에도 불구하고 아직 기업들이 서비스의 가용성 및 데이터 보안, 자사 데이터에 대한 통제권 확보, 종속성 등의 문제로 클라우드 컴퓨팅 서비스의 이용을 꺼리고 있다. 이 같은 문제들은 기술개발, 표준화, 표준약관, 서비스수준협약(SLA) 등으로 어느 정도 해결이 가능하다 그러나 데이터가 여러 국가에 복제되어 분산 저장될 경우 데이터의 국외이전 금지 문제, 데이터의 보관 및 파기 의무, IT 컴플라이언스 수탁자의 불법행위에 대한 위탁자의 책임, 자신의 데이터센터에 저장된 불법정보에 대한 클라우드 서비스제공자의 책임범위, 클라우드 서비스제공자의 책임제한 등 현행법상의 법적 규제와 충돌되는 부분에 대해서는 법. 제도적 접근과 검토가 필요하다. 클라우드 컴퓨팅 산업의 촉진 및 이용 활성화를 위해서는 구체적으로 다음과 같은 사항이 법 제도적으로 검토되어야 한다. (1) 클라우드 서비스나 솔루션을 시험할 수 있는 테스트베드 구축 등 시범사업 근거 마련, (2) 분야별 특화된 클라우드 서비스 모델 개발 및 사업화를 위한정부시책 추진 및 지원 근거 마련, (3) 민 관의 포괄적 협력 기반조성 및 정부의 기술 개발연구 지원체계 마련, (4) 사전 인증 및 사후 보증체계 구축을 통한 클라우드 서비스의 신뢰성 및 안정성 제고, (5) 클라우드 서비스의 상호운용성 확보를 위한 표준화, (6) 클라우드 컴퓨팅의 정보보안, 개인정보보호 등 각종 법률 이슈와 예상되는 다양한 이해관계 충돌 문제에 대응할 수 있도록 서비스제공자와 이용자 대상의 지침 근거 마련, (7) 클라우드 속에 있는 기업의 정보지산에 대한 접근권 보장, (8) 정보자산의 실제 위치와 선택권 보장, (9) 정보자산의 부적절한 접근 방지와 오남용 방지, (10) 클라우드 서비스 제공기업 또는 서비스 자체의 영속성 보장, (11) 서비스 장애 책임범위와 분담, (12) 소프트웨어 라이선스 등에 대한 규정이 고려되어야 한다.

Environmental degradation and economic bipolarization have become major issues as the aftermath of the globalizing capitalism. Commons have received attention as an alternative to capitalistic use of resources. The most representative is the neo-institutionalist approach where Elinor Ostrom's study summarizes fundamental principles of common resource management. Maria Mies also insists that co-relationship in a community is the most essential to manage common resource successful. In a similar vein, this study attempts to prove that common resource management can create solutions to socioeconomic problems and ways to prevent resource scarcities in the future. Jeju-Haenyeo community is chosen as a successful case to be examined based on the fundamental principles of commons and community. Qualitative surveys have preceded for Jeju-Haenyeo to elaborate and extend the aspects of common resource use and management. This study can bring a positive influence on understanding the Jeju-Haenyeo community and other common resources management institutions.

The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enable to enhance production, flow and use of knowledge and information. The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

It has been widely accepted that the environment is an important determining factor of human health. Appreciating the relationship between the environment and human health, Korean government has begun to deal with issues of environmental health. The government proclaimed the year of 2006 to be the first year of Environmental Health and established "The Environmental Health Plan for the next 10 Year". In order to achieve the goals in the plan, there are necessary considerations such as support systems for environment health related research, investigation, law, institution, administration, and so forth. This study suggests basic principles required to establish a legal regime of environmental health which is to implement the environmental health policies in Korea. Several cases of foreign legislation and policy relevant to environmental health are reviewed. Also, existing related legal system in Korea are analysed considering legal and institutional elements for establishing an effective environmental health policy. The main purpose of amending legal system related environmental health is to protect both public health and the soundness of ecosystem. To reach the goals effectively, the concept of 'environmental health' should be clearly established and presented. In addition, an advanced prevention system, including investigation and prevention of the cause of environmental diseases and risk assessment based on the precautionary principle, are substantial in the environmental health legislation. Also the environmental health law should guarantee public participation in decision making as well as the first consideration of susceptible or vulnerable population. This study concludes that the expected legislation related to environmental health should be a nonnative instrument not only for integrating each environmental protection scheme but also for establishing and implementing the policy.

The introduction of the world geodetic reference system in cadastral sector can apply the international standardization of cadastral survey and can be the basis for the creation of new industries by merging with other industries based on spatial information. With the introduction of the world geodetic reference system, non-coincidence land may cause problems which are whether the cadastral record and the real estate register are not consistent, etc. This problem infringes on the protection of ownership of citizens suggested in the main purpose of ｢Act On The Establishment, Management, Etc. Of Spatial Data｣. We have analyzed at overlapping cases between private land and overlapping cases between national and public land and suggested institutional improvement measures to solve problems arising on the site. As a result, it will be necessary to introduce a transformation verification measure by the world geodetic reference system in order to assign a function as a cadastral records to mapping converted to the world geodetic reference system. It is also expected that the legal and institutional basis should be established for alert adjustment and positioning through verification measures. Finally, it is difficult to determine the transformation factor as the co-ordinates of common points also differ because survey results vary by work area. Therefore, it is deemed necessary to consider the requirement to use the cadastral measurement basis by the world geodetic reference system in 2021.
