River is characterized by its transboundary flow not recognizing human political, administrative, and social boundaries. Water management is also strongly connected to land management. Those features reflect emerging difficulties in managing contemporary water resources. This study consists of three parts to identify theoretical concept of river management and to show how river management has differently practiced in South Korea and the United States. In part one, the Korean case shows the water quality oriented river basin management in the 1990s. The second part reveals the disappearing pattern of river basin management and the spreading watershed movement in the United States. The final part compares basin-scale river management practices of the two countries and evaluates the differences between them. The United States concentrates more on watershed management rather than river basin management while South Korea understands that both river basin and watershed are important. Therefore, the Korean case is recognized as more complicated than the American case.

Recently, Korean broadcasting contents experienced difficulty caused by political issues. After the decision of THAAD missiles placement by Korean Government, Chinese government adopted restriction policy of the Korean wave. This kind of political conflict can influence K-wave broadcasting contents at any time, Therefore, it is necessary to build support system for stable and sustainable K-wave growth. Through in-depth interview with ten experts from broadcasting area, this study attempted to diagnose problems of K-wave related law, system and policy, then suggest the improvement plan for K-wave. In addition, this study tried to investigate the possibility of K-wave market diversification. As potential markets for K-wave, the Southeast Asia area and western Europe were considered and the advancement plan for these area were studied. Lastly, K-wave improvement plan for China and Japan, the traditional K-wave market also considered. The research suggested the strategies and alternatives for K-wave broadcasting contents development.

This article deals with a sensitive issue on intella-tual freedom in Korean society. In details, the authors introduce the current laws Inhibiting Sree flows of information in korean society, and analyze the fundamental problems including in such laws or sections of tllc laws with various examples. Nso introduced are various efforts by the legal circle and NGOs for the improvement of the current situation, with an analysis of the limitatio and problems in such efforts. Finally, the authors suggest the 'desirable' strategies and methods for correcting or abolishmg the current 'controversial' laws which are serious barriers against free information flows, particularly emphasizing the responsibility of librarians who have to be gatekeepers of knowledge and infonnation in a svcalled information society.

It can be suggested that social geography in the 2000s in Korea has achieved a considerable development, dealing with various theories and issues. This suggestion can be identified first of all with the publication of several texts of Social Geography in this period. For important theoretical discussions, the neoliberal glocalization process of capitalist economy has promoted geographical researches from the perspective of political economy, and the development of information and communication technology, increasing foreign immigrants, environmental problems such as the global warming, and social participation and empowerment of women in Korea have increased social geographical concerns with and theoretical discussions on informational society and city, multiculturalism and/or transnationalism, political ecology and environmental justice, and feminism. This paper provides a review on these major issues in recent theoretical discussions in social geography in Korea, and suggests a brief comment on its future development.

This article has reviewed some possible factors of priority setting in the government R&D investment, and also reviewed the roles of scientific community. Recently many development countries have planned more and more large-scale researches which require huge resources. Many large-scale researches have presented strikingly poor performance records in terms of efficiency. Nevertheless, more and more large-scale researches have been selected and executed. According to this article, some factors such as attracting attention of the media and the public, enhancing national prestige, raising the technological independence for economic growth were raised. As implications for policy, this article presented a necessity of strengthening the public control for priority setting of government R&D investment. And new procedures such as public discourse and National Assembly's in-depth deliberation were presented.

This study examines the trend and issues of sociological studies of social network service(SNS). For this purpose, the studies were classified into three types. The first type of study concerns spatial characteristics of SNS. It deals with the impact of such SNS usage on individual attitudes and behaviors. The second type of the study focuses on the formation process of interrelationship among users. It is based on sociological concepts such as trust and social capital. The last type of study emphasizes the impact of SNS on society. The study includes the issues of social movement and political participation. In the future study of SNS, more diverse sociological subjects, such as social integration, exclusion, public welfare, and affective support need to be dealt with.

Along with recent rapid growth in social media and mobile media in the web 2.0 flow, represented as openness, participation, and sharing, general and various changes are essential not only in economical, social, and cultural aspects, but also in politics. Korea is finding its position in leading the upcoming social media market based upon the past IT technologies. In the past years, the people of Korea have drawn attention in the international society as early adopters in new IT products. In the current dynamic varying social media environment, the politics must put efforts to utilize a method emphasing on communication with the people. Efforts to change are essential to modify the vision of organization as smart citizens party and implement the social media strategy. In this study, we investigate and suggest methods to change in the social media environment maintaining close relation with the people in order to unite with them. Our reports will help to revisit the existing government/party operation and to rethink about the efficient operating strategy suitable for social media environment.

Confucian thought is a lot of influence on future generations. In addition to teaching human character accomplishments method, and many educational principles, and political Ideas. The particularly worthy of our attention, is guiding mankind to construct "optimistic attitude" to life. Roughly, Confucian recognized "heaven" is "the mother of all things" but also "given all natural instincts" and "determine the fate of mankind".At the same time, it is also root causes of the Confucian Thought. On the basis cognitive of "Heaven and human relations", Confucian to construct "Optimistic attitude" philosophy of life. First, Confucian teach peoples to understand that "the fate" is determined by "heaven". Then, all the people should follow Justice and truth to do their own thing real well. Finally, everyone should hold a good mood to face all results.This is the most wonderful life wisdom.

This study is aimed to draw the meaning and possibility of political participation of the SNS users through a phenomenological analysis of participation and awareness of authentication shot for vote of the users. Especially, the reason for focusing on 'SNS vote authentication shot' is because the creative imagination of the users and the meaning and possibility of collective intelligence are drew while citizens are participating in political activities for themselves. Theory resources are based on technical imagination of Vil$\acute{e}$m Flusser that is concerned with users and political practice in the New Media Era, creative imaginer and discussions of collective intelligence of Pierre L$\acute{e}$vy. Based on these theoretical discussions, it is aimed to select the SNS users experienced in authentication shot for the by-election for mayor of Seoul in 26. Oct. 2011 and to use phenomenological analysis model on materials collected after in-depth interview. The researchers take contextual circumstance into consideration for experiences of study participants sticking to SNS users' opinions and intersubjectivity and approach prejudice of their experiences to untouched structure of phenomenon and meaning. It is because a phenomenological study exploring "the own meaning of 'die Sachen'" is 'strict study' and method focusing on the political participation of SNS users itself.

Studying on the history of korean ancient poetry, we come in contact with a series of verses which 'Jejisarim's Kangho Shijo'. In the 16th century are the representative works among them. Sarim were involved in the domestic discords so that they brought about severe party strifes after all. 'Jejisarim's Kangho Shijo' profoundly dealt with the various problems concerning nature and human beings. Lee, Hyunbo and Lee, Whang are closely related with the philosophical attitudes of Confucianism. After this, Kyun, Homun and Jang, Kyungse can be largely summarized as the dual theory of reason and spirit. From the standpoint of natural principles, the epistmology of Confucianism. the theory of reason has characterized by ideality and reality. It can be said that the problem of harmonizing and uniting nature with human beings was solved in the unity of space and man. 'Jejisarim's Kangho Shijo' in the 16th century prominently express not only the courses of character cultivation but also the pride and close relationship between nature and human beings. We can say that 'Jejisarim's Kangho Shijo' in the 16th century are divided into both types of the conservative idealism and the reformative realism in the Jejisarim. Kangho Ship. the epistmology of Confucianism nature and human beings. ideality and reality political status and that such ships can be separated into types ideality and reality in the philosophical context.
