Research on Web standards compliance and professional level of domestic Web Developer (국내 웹 개발자의 웹표준 준수 및 전문성 수준에 대한 연구)

  • Recently, non-standard techniques of web like Active-X caused not only user inconvenience but also barriers to the business of Internet. The government recognized that the serious environmental situation of using Internet is needed to be improved. Especially, HTML5 convergence technology is meant to be a specific platform over the devices, users, and systems. It also means web standards to support more creative business service model and emerging market. In this paper, we performed a survey on Web standards compliance and web development professional level of domestic web developers. In addition, we present the basic direction of government policy of software and software-positive human resources policy, that is based on the analysis of the survey results. Our study will be able to contribute to construct policies to support digital convergence industry and to strengthen technical assistance and expertise to build training programs for the spread of global Web standards (HTML5).

  • Socially, organizations are required to effectively manage their information resources, both in terms of acquiring information from external sources and safeguarding against potential breaches by insiders. While information security policies and technologies implemented by organizations contribute to achieving internal security, an overly complex or disorganized security structure can create uncertainty among employees. In this study, we identify factors of structural information security (IS)-related uncertainty within organizations and propose that they contribute to non-compliance. We develop a research model and hypotheses based on previous studies on the information security environment and test these hypotheses using structural equation modeling. Our findings indicate that uncertainties related to IS policy, technology, and communication decrease employees' IS role identity and their intention to comply with IS measures. By addressing these uncertainties, organizations can improve their IS environment and work towards achieving there is goals.

  • 대학은 연구, 교육, 봉사라는 교수의 기본 책무에 대한 우선순위를 매기고 그 우선순위에 따라 책무를 명확하게 감소시키는 정책을 시행해야 하나 우리나라의 경우는 명확한 잣대의 미비로 아직 그러한 학교 정책이 시행되지 못하고 있다. 하지만 봉사중심대학의 경우 사회참여 문제가 불거지는 교외 봉사활동에 전적으로 치중하는 교수는 어떤 식으로든 부정적으로 비춰질 수밖에 없으며 책무 또한 감소될 수 없다. 이를 해결하기 위해서는 대학 당국이 스스로 명확한 기준을 만들고 해당 교수로 하여금 그 기준을 준수하도록 해야 한다. 사회참여에 대한 논란의 핵심은 대학교수에게 있다기보다는 소속 대학의 조직에 있는 것이며, 각 대학의 목표와 소속 교수의 역할을 명확히 우선순위화 하는 노력이 필요하다.

The Influence of Information Security Behaviors on Information Security Performance in Shipping and Port Organization (해운항만조직의 정보보안이행이 정보보안성과에 미치는 영향)

  • Recently, as cases of organizations' information disclosure occur continuously, it is urgent to manage security of information and establish measures to enhance security of information by an organization itself. Especially, members of an organization should be prepared with measures for information security, and an organization should do its efforts to raise its members' awareness toward information security. I set a research model to verify what effects an organization's fulfillment of regulations to secure information brings to performance of information security and selected members from maritime and port organizations and financial and insurance institutes as sample. Results of the analysis to identify factors affecting information security performance among members of maritime and port organizations are as follows. Firstly, I found that the factors affecting information security awareness are information security attitude and information security standards. Secondly, the factor giving influence on information security policy of an organization was found to be information security standards. In contrast, information security punishments and information security training were verified not to give influence on compliance of information security policy. Thirdly, information security awareness was identified to give significant influence on compliance of information security policy, information security competence and information security behavior. Fourthly, compliance of information security policy was verified to be those factors that give influence on information security competence and information security behavior. Lastly, information security competence and information security behavior were found to be such factors that give influence on information security performance.

Effect of Security Culture on Security Compliance and Knowledge of Employees (조직의 정보보안 문화 형성이 조직 구성원의 보안 지식 및 준수의도에 미치는 영향 연구)

  • This study proposes an alternative to minimize insider-caused security threats that are relatively difficult to control and cause high uncertainty in information security management. Therefore, we investigate the relationship between organizational effort and the security understanding of employees to eventually enhance security compliance intention among employees. We develop a research model and formulate hypotheses on the basis of past findings. Accomplished questionnaires are collected from 526 employees working in organizations where information security policy is being implemented. In addition, we prove the hypotheses using a structural model. After reviewing the structural model, the security knowledge of employees and information security culture are determined to positively influence the security compliance intention of employees. Moreover, top management support, security policy, security visibility, and security education programs are proven to be antecedent factors in establishing a security culture in organizations. The findings of this study could guide organizations in formulating information security strategies to enhance the security compliance intention of employees.

A Study on the Effects of Influencing Factors in the Security Environment of Military Organizational Members on Information Security Stress and Security Compliance Behavior Intention (군(軍) 조직구성원의 보안환경 영향요인이 보안 스트레스와 보안준수행동에 미치는 영향 연구)

  • Today, due to the development of the 4th industrial revolution such as artificial intelligence, the security threat of the military organization is increasing. A study that can contribute to complying with military security is needed by studying the effects of influence factors occurring in this changing or newly emerging security environment on information security stress and security compliance behavior intention. In previous studies, task overload, task complexity, task uncertainty, and task conflict were extracted among environmental influencing factors that cause security stress. We empirically analyzed how these influencing factors affect security stress and whether they play a mediating role in security stress. As a result of the analysis, it was analyzed that the security stress was affected in the order of task overload, task conflict, and task uncertainty. Information security stress did not significantly affect security compliance behavior intention, but it was found to mediate the effect of task overload on security compliance behavior intention. This causes information security stress due to heavy security work in the military organization, which ultimately leads to lower security compliance behavior. Therefore, the security policy to manage this situation should be promoted first.

  • 공정위는 기업들이 자율적으로 자율준수규범을 마련한 것을 공정거래협회 등을 통해 적극 지원해주고 이런 사회분위기가 마련되도록 지원해 주는 것이 우리 사회에 공정거래질서를 빠른 시일내에 확립하는 기회가 될 것이므로 이와 같은 노력을 더욱 강화해야 할 것이다. 그래서 공정거래질서의 유지는 기업들의 자율적인 노력과 협회 등 관련기관들이 노력할 부분으로 남겨두고 공정위는 보다 정책적인 면에 대해 힘을 쓰는 것이 바람직하다고 생각된다.

나의주장 - 생면윤리기본법의 대안을 찾자

  • 생명윤리자문위원회는 지난해 10개월에 걸쳐 생명윤리기본법 시안을 마련했지만 아직도 국회에 상정조차 못하고 있다. 과학기술부와 보건복지부의 힘겨루기 그리고 생명공학계와 시민사회, 각종 이익단체들 사이의 갈등이 계속되고 있기 때문이다. 이러한 문제점을 풀기 위해서는 규제를 전담할 독립적인 정부기구의 설립이 시급하고 마구잡이 규제보다는 생명공학자들이 자발적으로 준수하도록 유도할 수 있는 정책대응을 마련해야 할 것이다.

  • This study suggests the conceptual basis to integrate local tourism support policy and local unification educational contents development strategy through theoretical analysis about 'Social Tourism' and 'cross-compliance'. Also the purpose of this study is to reinterpret existing tourism resources in order to apply it to the case of Busan. In this study, I investigated the data that have been studied in Pusanology and the history of Korean division. And I conducted interviews with 10 residents who have lived in Busan since the Korean War.

  • This study applied the Theory of Reasoned Action by Fishbein & Ajzen(1975) as the grounded theory and adopt sanctions of the General Deterrent Theory and protection motivation of the Protection Motivation Theory as the antecedents to discuss the theoretical factors and the cases of application in the field of information security. Then, it adopted subjective norm, a variable of the Theory of Reasoned Action, as a parameter to analyze the causality of sanctions, perceived vulnerability, response cost, and self-efficacy with the intention to follow the information security policies. As a result, all of the antecedents except for sanctions had causality with the intention and subjective norm proved its mediating effect as a parameter between the antecedents and the intention.
