근래에는 특히 정보통신 분야와 관련된 표준화 활동이 강화되고 있고, 여기에 표준화와 상충되는 성격을 갖고 있는 지적재산권과의 조화 문제가 하나의 중요한 이슈가 되고 있다. 표준화기구들은 표준화와 지적재산권의 조화를 위하여 지적재산권정책을 마련해 두고 있다. 이러한 지적재산권정책의 한 부문으로서 본 논문은 ITU의 저작권정책 수립 동향을 분석한 것이다. ITU 저작권정책 수립의 동기가 된 것은 매우 특정적인 기술 분야의 사건으로 말미암은 것으로서 ITU의 표준기술문서인 권고안에 컴퓨터프로그램의 소스코드를 공개할 수 밖에 없는 상황에 따른 것이다. 이에 대하여 특허권과 저작권의 근본적인 특성 차이로 인한 논란 가운데에서도 현재는 ITU의 특허정책의 기조에 맞춰진 독립적인 저작권정책을 수립하는 활동을 진행시키고 있다. 본 논문은 저작권정책의 수립을 놓고 논의되었던 여러 가지 의견들을 종합.분석함으로써 특허정책과는 다른 저작권정책이 갖는 특수성에 대하여 이해하고, 결과적으로 현재 작성되어 계속 검토되고 있는 저작권정책 초안의 내용을 분석하여 소개한다.

The purpose of this paper is to examine whether strategic decision-making processes are related to decision effectiveness, using a longitudinal field study design. We studied 120 decisions to determine if procedural rationality and political behavior influence decision success, controlling for the goodwill of the environment and decision implementation. Our results indicate that decision-making processes are indeed related to decision success. Results are discussed in terms of the importance of strategic choice in environmental organizations. these studies often provided simple fragments of empirical tests without a well developed theoretical framework. This study attempts to fill this gap by examining policy adoption, specifically by investigating influences on policy decision making across 120 nations using multiple-regression analysis. The greater the number of international NGOs in which a national governmental participates, the more the nation is apt to adopt international environmental policies to see how real affect.

인터넷의 급속한 확대로 인해 컴퓨터 시스템 또는 네트워크 상에서 보안 문제는 점차 중요한 이슈로 다루어지고 있다. 시스템 또는 네트워크에서 보안 문제를 어떻게 다루느냐는 어떠한 보안정책을 구현하고 있느냐와 밀접하게 연결된다. 이 논문에서는 시스템 또는 네트워크에서 다루어지고 있는 기존 보안정책들을 표현할 수 있는, 그래픽 기반의 새로운 보안정책 언어를 제시한다. 이 언어는 객체 지향 기법에 기반을 두고 있는 그래픽 보안정책 기술 언어이다. 보안정책은 객체 내부 상황 및 객체들 사이 연관성을 표현하여 보안정책이 적용되는 상황을 기술하고 보안정책에서 만족되어야 하는 조건 및 행위 또한 객체 내부와 객체간의 연관성으로 표현된다. 객체지향 보안정책 언어는 그래픽 언어이기 때문에 명확하고 이해하기 용이하다는 장점이 있으며 UML의 클래스 다이어그램과 상태도로 대상 시스템을 표현할 수 있으므로 명시된 보안정책들에 대한 분석을 수행할 수 있다는 장점이 있다.

본 논문은 성 통합적 관점에서 가족정책의 재구조화에 대한 논의를 전개함으로써 몇 가지 주목할 만한 결론에 도달했다. 첫째는 가족정책의 관점이 노동하는 주체의 관점에 섰을 때 일과 가족 양립의 문제가 특정성의 문제가 아닌 보편적 시민의 문제가 된다는 점이다. 즉 허구적 믿음에 근거한 공 사적영역의 분리를 (성별구분 없이) 노동하는 주체의 관점에서 통합시킬 때 공적가치인 정의의 문제와 사적가치인 보살핌의 대림이 해소될 수 있다는 것이다. 둘째는 노동주체로서 남성과 여성의 통합성과 현실적 문제로써 여성과 남성의 차이에 근거한 '이해'의 상이함을 반영하기 위해서는 가족정책의 틀은 가족 구성원이 노동하는 장소에 따라 구분해야 한다는 것이다. 셋째는 가족정책의 틀에 따라 가족정책을 가족영역과 시장영역으로 나누었을 때 가족정책의 내용은 가족구성원이 노동권과 부모권(모성권+부성권)을 실현하는데 장애가 되는 요인들을 완화 제거하는 정책이어야 한다는 것이다. 마지막으로 가족정책의 방향은 여성과 남성이 생계부양과 보살핌의 책무를 함께 나누게 하는 것이다. 이는 노동하는 주체의 관점에서 허구적인 공 사적영역의 분리를 통합시켜 내는 것으로, 궁극적인 가족정책의 지향점이라고 할 수 있는 보편적 일과 가족 양립을 실현하는 길이라는 것이다.

지난 수년간 사회 문화적 인식 변화 및 정치 경제적 여건 변화와 함께 치수사업이나 정책의 원할한 추진을 위한 갈등의 예방과 조정, 해결이 매우 중요한 이슈로 대두되고 있다. 하지만 기존의 일방적이고 획일적인 추진방법과 여러 가지 원인들로 인해 환경단체나 그 지역의 이해당사자와의 마찰이 불가피해졌으며 이러한 갈등을 완화하거나 조율할 수 있는 제도 및 정책적인 방법은 이미 한계를 드러내고 있다. 이에 본 연구에서는 이해당사자들의 참여와 충분한 협의를 통해 해결책을 도모할 수 있는 객체지향적인 소프트웨어를 개발함에 있다. 다양하고 광범위한 갈등 발생 요인을 모두 고려하기란 실질적으로 많은 어려움과 전문성 및 복잡성을 가지고 있으며, 또한 공영시각모형은 이해당사자간의 의견을 신속하게 수렴하여 결과를 제시할 수 있어야 하며 다양성을 고려할 수 있도록 유동적이어야 함을 감안할 경우 어느 정도 범위를 가질 수밖에 없는 한계를 가지고 있다. 따라서 댐 건설과 같은 대형 치수사업이 수행되는 경우 이해당사자의 참여와 정보공개 추진절차 등에 대해 투명성을 확보할 수 있는 행정적인 요인과 기술(공학)으로는 홍수저감효과, 경제적 요인에서는 사업의 효과성과 타당성을 개략적으로 도출하여 제시함으로써 위의 3가지 갈등 발생요인을 갈등 조정 목표로 설정하고 본 논문에서는 댐 건설시 이수와 치수분야에 있어 이수용량 산정에 대한 모형을 구축하였다.

The current study aims to examine whether dementia service utilization is associated with cognitive function and whether health literacy moderates the relationship between dementia service utilization and cognitive function. Data were drawn from the 2016 Dementia Literacy Survey collected by K University. The final analytic sample included 522 community-dwelling older Koreans aged 60 to 79. Results from multivariate regression analyses showed that both dementia service use and higher levels of health literacy were related to better cognitive function and that health literacy had significant moderating effects. When older adults used dementia service, those with higher levels of health literacy reported higher levels of cognitive function than those with lower levels of health literacy. Our findings suggest that health literacy plays an important role in determining the cognitive health benefits arising from dementia service utilization.

This study looked at the concretizing process of the Free Semester Policy(as is the FSP). The concretizing process of policy refers to the process in which the major components of policy idea are changing through the agenda setting and policy decision process. To this end, we collected major policy documents related to the FSP from the pledge of the presidential candidate to the implementation plan of the FSP and the oral data of key personnel of the FSP, and analyzed the concretizing process of the policy focusing on the policy objectives. As a result, it was found that the policy objectives of the FSP were presented in a more comprehensive and ambiguous form through the agenda setting and policy decision process. The emphasized direction of policy has also changed over and over. This phenomenon offers several implications for understanding education policy. First, it should be understood that the objectives of education policy presented at a specific point in time are provisional. Second, the change in policy objectives may have occurred in the process of securing the legitimacy of policy promotion. Third, it is necessary to pay more attention to the relationship between policy and politics. In order to properly promote an education policy based on the common sense and needs of the public, a mature education policy discussion culture is required.

The purpose of this study is to compare the current victims' rights guide, which was revised during 2019, with former victims' rights guide to determine whether the current guide improved the comprehension of victims' rights among lay people. In addition, we examined the effect of the level of education and perceived stress on the comprehension of the victims' rights. A total of 289 participants were asked to answer a series of questions to examine their comprehension level of the victim's rights and to measure their level of education and perceived stress level. The results showed that the objective comprehension level the current guide condition was higher than the former one, but no difference was found with the subjective comprehension level. The interaction effect between conditions of the guide and educational level was not found on the objective comprehension of the victims' rights. The effect of the conditions of the guide on the subjective comprehension of victims' rights indicated a tendency to decrease by perceived stress. Finally, policy implications and limitations of this study were also discussed.

실패로 끝난 보수세력의 쿠데타로 소련은 페레스트로이카 이후 다시 한번 세계 뉴스의 초점이 됐다. 고르바초프가 단행한 일련의 개혁정책은 국내 출판계에도 영향을 미쳐 한동안 관련도서가 붐을 이룬 바 있고, 이번 사태를 계기로 또 한차례 소련열풍이 불어닥칠 전망이다. 그러나 최근 서점의 점두를 장식하고 있는 소련관련도서들은 대부분 고르바초프와 옐친이라는 두 지도자에 집중되고 있어 소련사회에 대한 심도있는 이해를 돕는 데는 미진한 감이 없지 않다. 다음에 그동안 출간된 소련관련도서들을 총망라해 각 분야별로 중요저작을 간략한 해제와 함께 소개함으로써 소련에 관한 총체적 이해를 돕고자 한다. 페레스트로이카 관련도서는 목록만 소개한다. 관심있는 독자는 본지 제56호에 게재된 "소련이해의 신사고를 이끈다"를 참고하기 바란다.

17대 국회 과학기술정보통신위원회 위원장에 이해봉 한나라당 의원이 선출돼 본격 상임위 활동에 들어갔다. 이 위원장은 6회 행정고시에 합격한 뒤 경상북도, 내무부, 대통령비서실, 총리실, 대구직할시장, 체육청소년부 차관을 거친 관료 출신으로 이번이 3선이다. 또한 내무부에서 잔뼈가 굵은 행정관료 출신으로 97년 한나라당 창당 때 입당해 깨끗하고 대쪽같은 이미지로‘이회창맨’으로 통한다. 15대 국회에서는 행자위, 16대 국회에서는 건교위에서 전문성을 발휘한 바 있는 이 위원장은 과묵하고 잘 나서지 않는 성품이지만 풍부한 행정 경험으로 업무추진력이 뛰어나 IT산업 발전과 정부정책 조정자로 제 역할을 다할 적임자로 평가받고 있다. 이해봉 과기정위 위원장을 만나봤다.
