This paper presents the new developmental direction for fisheries policy in Korea. Korea is changing strang fisheries nation, the fact is that korea cannot effectively cope with changing fisheries situation and various fisheries difficulties, because the fisheries policy system is dispersed to each parts of the government. The results of this study is as follow: the fisheries policy in future must be able to unify of Ministry of Maritime Affairs and Fisheries, all fisheries offices must be able to relation, the regulation of fisheries policy must relieve, a coastal fishery must be able to reproduction, change of fishery structure must be able to raising fishery, consumption of fishery must be able to improvement, live of fishing village must be able to betterment, overseas fishing grounds must have to security.

This study is trying to suggest the continuity and changes that would be made in inter-Korean military negotiations in the future under the Kim Jeong-eun regime by analyzing the recent inter-Korean Working-Level Talks for Gaeseong Industrial Complex based on 'anti-Japanese guerilla style negotiation model, the military negotiation model under Kim Jeong-il era. Especially, through analysis of the inter-Korean Working-Level Talks for Gaeseong Industrial Complex, it is verified that behavior similar to that in the military talks in the past is found even in the economic negotiations. Such analysis leads to an assumption that negotiations under the Kim Jeong-eun regime would be made within the category of the military negotiations under the Kim Jeong-il era. Fundamentally North Korea will change but try to achieve its objectives in the military talks within the existing frame of strategic culture rather than changing it. Such phenomenon will continue for some time. In the future inter-Korean military talks, however, North Korea will try to change its behavior to cope with its financial difficulties. Accordingly, the South Korea's government will have to have paradigm shift toward inter-Korean military negotiations. Especially, Kim Jeong-eun's studying abroad in the past will make him change in the negotiations. At this moment, the South Korean government must make continuous efforts to induce dialogue and negotiation. In order to induce the North Korea to change, the development of economic norm logic with the united front applied in the strategic culture of military negotiation and the formation of a value system in the North Korea's military negotiation policy makers will lead to the creation of a new military negotiation framework.

This Paper describes our experiences with the design and implementation of a networked multimedia information management system in an object-oriented framework for distributed multimedia applications, and an integrated QoS-resource negotiation protocol which has been applied to a video server in our networked multimedia infrastructure. The salient features of our framework to support efficient multimedia streaming are explained. Next the paper explores the challenges faced in integrating the proposed QoS negotiation policy into the framework.

FTA지각생으로 불리던 우리나라도 FTA추진 논의가 활발하다. 작년 2월 FTA국회 비준 이후 싱가폴, 일본, ASEAN, EFTA 등 여러나라와 FTA관련협상을 추진 중이며 싱가폴의 경우에는 작년 11월 ASEAN +3 정상회담을 계기로 양국정상이 사실상 협상타결을 선언하였다. 종전에는 대부분의 나라들이 자유무역협정(FTA), 지역무역협정(RTA), 특혜무역협정(PTA) 지역주의 등 명칭은 다양하지만 FTA로 대표되는 지역주의를 다자간 자유무역체제의 보완적인 통상정책수단으로 간주하는 경향이 있었다. 그러나, 최근에는 FTA추진이 WTO 체제를 보조하는 통상정책수단이라기 보다는 WTO로 대표되는 다자간교역질서와 병립하는 통상질서로 보는 추세가 점점 나타나고 있다. 대외의존도가 높은 우리나라도 FTA를 통하여 개방정책을 추진할 필요성은 있으나 FTA의 추진시 농업 등 취약산업의 구조조정이 문제가 될 수 있다. 이글에서는 FTA가 WTO로 대표되는 다자간 무역체제와 구분되는 특징과 최근 국제적인 FTA추진동향을 짚어보고 우리나라의 FTA추진 현황과 문제점 특히, 우리나라가 제일 먼저 추진한 한$\cdot$칠레FTA 관련한 문제점을 중심으로 설명하고 최근의 FTA추진이 우리나라 농업에 대한 영향에 대해서 간략하게 평가하고 FTA추진에 대한 대응방안을 이야기 하는 순서로 글을 전개하고자 한다.

According to the tentative agreement between Iran and Western countries on last July, the Iranian nuclear problem that has been discussed is resolving gradually. It has been discussed for long time. The reason we must observe the agreement process for the Iranian nuclear is that the Korean peninsular is also threatened by the North Korea's nuclear. When it comes to comparing the nuclear issue in two countries, there are very big differences such as political system, structure and the process of nuclear agreement between them. For this reason, some experts say that it is hard to find the implication for solving the North Korea's nuclear problem. However, the others say that we can find the positive factors that have an effect on the North Korea's nuclear problem. This research focuses on analyzing the Iranian nuclear agreement process and successful factors as well as trying to find out the implication to solve the North Korea's nuclear problem. In spite of large point of difference between I ran and the North Korea, the reason we have to find out the positive measure to solve the North Korea's nuclear problem is that this issue is directly related to the Korean peninsular's security.

As the means of implementation, the GCF and scaled-up climate finance compose major elements of a new climate agreement that will be implemented in 2020. The new agreement will be applicable to all parties, implying that developing countries as well as developed countries will be responsible for reducing GHG emissions. Achieving the goal of mobilizing 100 billion dollars will depend on the efforts put forth by developing countries in terms of meaningful mitigation actions and transparent implementation of the mitigation targets. This paper describes a major achievement on the negotiation related to climate finance since the Convention established and addresses the issues and perspectives for the Paris Agreement.

Pmart(Pukyong-mart)는 지능형 멀티 에이전트에 바탕을 두고 가격, 상품의 특성, 보장 기간, 서비스 정책 등에 대해서 협상을 벌이는 에이전트 중재에 의한 전자상거래 프레임워크이다. Pmart는 협상 알고리즘, 에이전트 시스템, 웹 서버로 구성되어 판매자 및 구매자 모두 만족할만한 성공적인 거래를 제공하지만 단일 시스템 내에서의 Pmart 서비스는 다양한 거래자를 선택할 수 없다. 본 논문에서는 이러한 Pmart의 단점을 보완한 분산 Pmart 시스템을 제안하고, 이를 위하여 이동 에이전트의 보안 및 전자지불 기능이 추가된 확장 Pmart를 설계한다. 또한 분산된 Pmart 구성에 필요한 XML과 전자서명에 기반한 안전한 이동 에이전트 시스템을 제안한다.

최근 한국과 캐나다의 통신협상 추진과 통신시장 개방 등의 통신환경 변화는 우리나라의 통신정책 및 운용체계의 필연적인 구조개편을 요구하고 있다. 특히 통신단말기기는 각 나라마다 고유의 규격과 사용환경을 적용함으로써 국가간 통신협상 추진시 주요쟁점으로 다루어지고 있다. 본 고에서는 공중통신망용 단말장치의 제반 규격 및 조건을 다루는 기술기준 규칙에 대한 개선방안을 제시하였다. 개선안에서 채택하고 있는 규격들은 국제표준 규격 및 북미의 기술기준을 모델로 함으로써 미래 글로벌 통신시대를 대비하였다.
