세계는 군사패권주의에서 과학기술에 의한 기술패권주의로 국제질서의 개편이 급격히 이루어지고 있으며, 이로 인하여 선진국간 기술블럭화 등 기술이기주의가 심화되고 있다. 일찌기 과학기술 선진국들은 연구개발활동의 성패를 좌우하는 핵심요소인 기술정보의 중요성을 인식하고 1950년대 이래로 국가적 차원에서 정보의 수집, 분석, 가공, 유통체제를 구축해 오고 있다. 이에 비해 우리는 1980년대 중반 이후 국가적 차원의 기술정보관련 활동을 추진해 오고 있으나 아직도 보유 정보량의 절대부족, 정보활동 및 지원 미흡, 과학기술전담 정보자료센터의 부재, 정보의 공동활용에 대한 인식부족 등이 문제점으로 남아있다. 이러한 문제점에도 불구하고 2000년대 과학기술선진국으로 진입하기 위하여 우리는 단 기간내에 선진국과 대등한 과학기술정보 보유국으로 발전할 수 있는 체제의 정비는 물론, 데이터베이스구축 및 유통체제의 확립을 통한 연구개발의 생산성 제고 등 전체적인 과학기술혁신의 기반을 조성하는 것이 필요하다. 이를 위하여 국내외 정보수집체계확립, 심도있는 정보의 조사ㆍ분석, 양질의 데이터베이스구축, 정보유통 및 서비스체제를 이룩하여야 하며, 정부의 정책적 지원과 함께 과학기술관련 출연 연구소가 종합적인 정보기능을 충실히 수행하여야 할 것이다.

The study on the structure of personal information flows is very important because government can measure and respond the risks caused by companies which collect personal information from other personal data users to operate their business. Recently, as the value of personal information is increasing, number of companies which intend to process a large scale of personal information is increasing too. Accordingly, the issue on the structure of personal data flow has become important for the leading personal information processors which receive far more personal information from others to comply the personal information protection laws. However, research on this issue has rarely performed so far. Therefore, this study proposes a framework for personal information data flow structure based on network theory. Theoretically, the results of the study may contribute to extending the application areas of the network theory to personal information area. Practically, the study may contribute to assisting regulatory authorities to find and monitor personal information processors.

한 국가의 정보화 수준에 대한 평가는 "어떤 유형의 정보가 얼마만큼 어떤 과정을 거쳐 창출, 이용되고 있는가" 하는 문제와 밀접한 관련을 가지고 있으므로 국가 정보화 정책의 효율성 극대화를 위해서는 정보의 유통과정에 대한 분석, 평가의 실시와 이의 Feedback 활동이 요청된다. 이에 따라 본 고에서는 각 미디어를 통해 정보가 유통되는 단계별로 정보유통량 산정을 위한 계량항목을 설정하고 그 산정방법을 사례로서 제시하였다.

In the information society there the utilization of digital resources via networks has increased, expanded are the pole of special libraries and information centers as specialized channels for communicating research information. This study examines the current development ind cooperation among special libraries and information centers and the problems relating to their concepts, scopes, regulations, and policies. In order to strengthen the activities of special libraries and information centers, reviewed are: (1) how to redefine the concept of special libraries and information center, 2) to establish an organization for co-ordinating research information at national level, 3) to support systematically the activities of special libraries and information centers in the private sector, and 4) to resolve the problems in improving efficiency and effectiveness of their information activities.

The development of an industry including distribution sector is influenced by not only government policy but the related firms' behaviors. Recently the large-scale retailers have had more enormous channel power than any other distributors including monopolistic makers. Now is the time for government to prepare some policies against the unfair transaction behaviors by large-scale retailers. In this paper I tried to inquire into the distribution competition policy from a political correspondent point of view related with the transition of distribution system. For the purpose of this article I compared the case of Korea with Japan. According to the results so far inquired, there are some commons and differences in the cases of the two. Some suggestions are as follows. Considering the predominant position the concept of large-scale retailers is to be extended from a single store to numerous chain stores in the political level. Government needs to examine the standard propriety for large-scale retailer; the size of selling area and amount of sales a year. When a large-scale retailer store is to be established, it need to be taken a permit or a pre-inspection. The Fair Trade Commission have to secure the neutrality from Government's strategies. And government should find out the examples of unfair transaction behavior types and prepare some proper guidelines continually. For the last time statistical data by distributors are to be fitted out and the actual investigations for estimating the effects of government policies need to be enforced.
