However, so many people's negative attitudes ranging from cynical skepticism to firm objections against the national policy agenda may threaten its smooth policy actualization. At this juncture, this paper attempts to present persuasive arguments and discuss some critical issues to be considered for building the new administration capital city successfully. The paper begins with taking a look at the current state of hyper-concentration of Seoul agglomeration area and its harmful effects, paints a vision of 'an evenly developed country as a whole' via illustrating the vision from the Swiss case, and reviews the performance of the precedent governments' reform measures for rectifying the hyper-concentration of Seoul agglomeration area. And then, the paper argues for building the new administration capital city as a potent solution to the problem of excessive concentration of activities in Seoul agglomeration area, as well as a driving force to spur the government to realize the Participation Government' enthusiastic vision: 'a decentralized and evenly developed country as a whole' and 'the hub country in the Northeast Asia'. In addition, the paper discusses the location of the new administration capital city in connection with the forthcoming national unification. Lastly, the paper deals with the important issues such as the procedure of people's approval, the population size and legal status of the new administration capital city, the relationship between building the new administration capital city and decentralization reform, etc.

  • In a biometric authentication scheme, a user's biometric data that is unique to the user is used to prove the user's identity to the third party. Since the user should have to participate in every authentication sessions, it's not possible to delegate other users to authenticate instead of himself/herself. In a biometric signature scheme, contrary to authentication scheme, a user's biometric data is used to prove that "this message is signed by the signer who claims to be" to the third party. However, once the biometric key is created, it can be accessed by the signer. Thus, it's possible to lend the biometric key to other users. In this study, the server based biometric realtime signature scheme is proposed. The proposed scheme can be applied to sign the vote in electronic voting or to authenticate the copyright owner in DRM enabled mobile commerce where the proxy signatures are not allowed.

  • This study analyzes the changes in individual local government's social spending from 1995 to 2004 in South Korea. Using the pooled time-series and cross-sectional data of 226 basic-level local governments, the resulting analyses of an error correction model are very interesting: First, a rising local population led to an immediate increase in social spending; Secondly, local governments gradually increased social spending when the elderly ratio had been high, but the levels of social spending in the previous year and local economy related spending level had been low. Thirdly, there were no spending changes associated with local elections and partisan politics. Fourthly, both cooperative and competitive intergovernmental relations had the most significant effect on the social spending and reduced geographical disparities in the level of spending across localities. In conclusion, this study suggests that we establish a more comprehensive intergovernmental network which lead to territorial justice in social welfare.

As a result of the research, first, this study found out that Article 93, Clause 1 of the makes it possible to do permanent web campaigns on the strength of the Constitutional Court's decision of limited unconstitutionality, whereas Article 59 and 254 of the same Law(Election Campaign Offence) differ from the above Article 93, Clause 1; thus, it is necessary to revise the relevant law. Second, as for the request for taking measures for the depletion of ISP, etc., it is necessary to reform the provisions of the and together. These provisions are excessive regulations of the on ISP, also having the possibility of dual punishment. Third, there is also the need to amend Clause 6 of Article 82 (Real Name Confirmation of the Message Board, and chat room of Internet Media) of the from a long term perspective. It is because this Clause also has much room for restrictions of the freedom of expression in the long term despite the Constitutional Court's decision of its constitutionality in July, 2015.
