Since 1980s, the government has established the overall country development master plan for balance development of country, it set basic aim of restraint overcrowding of the metropolitan area and devising a regional balance development for development policy. But, new urban development master plan which if propelled has revised development master plan for stabilization of housing cost through supply housing in the metropolitan area, not reviewed discussion suitability of development plan with policy propulsion, efficient pre-plan, negotiation with local self-administration community, convergence opinion of local resident, environmental impact evaluation. therefore, we should suggest considerations related to policy and development when it propelled solution of housing inefficience in the metropolitan area and new urban development policy for harmony of central function in capital.

수량과 수질 자료는 물에 대한 기본정보로 물 관리 분야뿐만 아니라 각종 SOC 사업의 계획 및 설계에 필수적인 자료로 활용되고 있다. 그러나 우리나라에서는 수량과 수질 관측의 주체가 분리되어 있고, 관측제도와 시설도 별도로 운영되고 있어, 결과 활용이 미흡할 뿐만 아니라 국가예산의 낭비가 발생한다. 이에 대한 정책적 개선방안으로 정책적 충돌을 해소하기 위한 임시 정책기구를 가동하여 정책방향을 결론짓고 이어서 관련 법령의 개정 및 국가수문관측종합계획 및 국가수문정보관리종합계획의 수립과 같은 방안을 통해 수문관리의 선진화가 필요함을 제시하였다. 기술적 개선방안으로 일부/통합 관측+ 통합관리안을 제안하였다.

This is to introduce and overview regional transportation planning processes in the southwest region of the State of Washington, USA. First, significant roles of Growth Management Act (GMA) of the State of Washington in transportation planning are examined. Major functions and roles of Southwest Washington Regional Transportation Council (RTC) as an MPO in the southwest region of the State of Washington, are reviewed mainly from the regional transportation planning perspectives by examining regional transportation planning programs and coordination among the state and local cities and counties. Finally, processes and roles of Metropolitan Transportation Plan (MTP) are discussed. Regional transportation planning processes in a case of the southwest region of the State of Washington may be considered as a reference in regional transportation planning efforts in Korea.

우리 국방부도 무기체계 획득제도 및 절차에 대한 관리원칙을 설정함에 있어 미 국방부가 지난 25년간 획득정책의 절차의 근거문서로 적용해온 국방 획득계획 일반원칙(국방부 훈령 5000.1)과 주요국방획득계획 및 주요자동화체계 획득계획에 대해 위임된 정책 및 절차를 기술한 국방부훈령 5000. 2R을 참고하여 운영소요를 안정되고 가용한 계획으로 해석하고 성능이 우수한 제품획득과 효율성 제고를 위한 조직화에 적극 노력해야 할 것이다.

The purpose of this paper is to suggest policy implications for the development of climate change plan in city scale. For a comparative case study, Changwon city in Korea and Portland city in U.S.A. were chosen. Climate change plans of both cities were analysed and compared in the perspectives of framework, climate strategies, and implementation. The findings from the comparative case study are suggested for policy implications as the followings. Firstly, the framework should be more simple and clearly integrated from goal to action plans. Secondly, more caution must be exercised for the major GHG triggers and adaptation policy measures. Finally, establishment of clear timeline is the first step of leadership in climate change plan. Coordination agencies and sustainable assessment systems for monitoring each policies are essential for the successful implementation of climate change plan.

With widespread use of information technologies the importance of information security has been heightened. Security policies which deal with fundamental direction of information security are critical elements of information security management. Numerous studies have been conducted on users' intention to comply security policies. They were based on various theoretical foundations and the theory of planned behavior(TPB) was the most frequently used. This research employed one of the quantitatively synthesizing meta-analytic techniques called Two-Stage Structural Equation Modeling to investigate factors influencing information security policy compliance behavior based on TPB. Analysis results indicated that all three factors of TPB were significantly influencing the behavioral intention. Moreover, the overall fit indices of structural model exhibited satisfactory level.

하천관리정책은 국가의 자연적, 사회적 환경에 크게 영향을 받으며 각 나라에 맞는 고유한 방향으로 정착하였다. 우리나라의 경우 치수와 개발이 중심이 있는 되는 일본식 하천관리체계를 오랫동안 유지하여 왔으며 개별 하천의 관리에 기본이 되는 하천기본계획체계는 일본의 신하천법의 형식을 유지하고 있다. 이에 반해 물관리체계는 2019년 6월에 시행된 물관리기본법에 의해 수량과 수질 통합관리 체계로 크게 개편되었다. 현행 물관리체계에서는 수질과 수량은 관리주체가 통합되었으나 하천관리는 하천시설물과 하천수의 관리주체가 분리되어 있다. 기후변화로 인해 주요 선진국은 하천관리에서 치수의 중요성이 높아지고 있으나 우리나라의 경우에는 하천의 치수관리에 대한 정책적 중요도는 떨어지고 있으며 환경관리에 대한 중요도가 높아지고 있다. 하천기본계획은 개별 하천에 대한 치수, 이수, 환경의 유일한 종합적 계획으로 광범위한 조사/분석/계획 등을 포함하고 있으나 타계획과의 연관성이나 활용성이 높지 않은 편이다. 본 연구에서는 국가 차원의 종합적인 하천관리정책 수립, 일관성 있는 치수, 이수, 환경 계획의 수립, 정부의 효율적인 하천관리 실행 등의 관점에서 현행 하천기본계획의 한계를 살펴보고 변화하는 기후 및 사회 환경에 탄력적으로 대응할 수 있는 개선방안을 검토하였다. 이를 위해서 우리나라와 일본, 미국, 유럽 등 선진국의 하천관리체계를 검토하고 도로, 상하수도 등 유사 분야의 계획 체계와 하천계획 체계를 비교하였다. 물관리 체계 개편을 고려한 현행 하천기본계획의 주요 논점을 정리하고 현행 법체계와 사회환경을 고려하여 하천기본계획이 실질적인 하천에 대한 종합적 계획의 의미를 살릴 수 있는 체계 개편 방안과 구체적인 실행방안에 대해서 고찰하였으며 장단기 개선방안을 제시하고자 한다.

Korean government has implemented various construction technology policies to attain competitiveness. However, there have not been interested in appropriate objectives and performance evaluation of the policy implementation. Previous evaluation included only inputs during implementation process not outputs or outcomes. Therefore, this paper performs performance evaluations on 3rd general plans for construction technology that had been implemented from 2003 to 2007 by government. This analyzes both quantitative and qualitative results. The results tell us that clear and appropriate objectives and evaluation methodology should be established for effective performance evaluation. This paper will provide the basis for establishing future construction policies or plans.

중국이 IT산업의 도약에 따른 채비가 한창이다. IT업계에서는 중국이 양적인 팽창뿐 아니라 질적인 면에서도 IT강국으로 불릴 만한 수준으로 올라 설 수 있을 것이라는게 대체적인 시각이다. 중국은 2001년부터 시작된 "10차 5개년 계획"을 통해 첨단산업 육성정책과 IT산업 발전지원정책들을 함께 실시해오고 있다. 거기에 발맞춰 경제편차가 심한 동서부의 균형을 맞추기 위한 "서부 대 개발 계획"에 따른 서부지역의, 특히 중경의 IT산업 발전 현황 및 정책을 살펴봄으로서 우리가 나아가야 할 방향을 알아본다.
